Call him authoritarian, rigid, egoist or even insular, the fact
remains that the country's new Prime Minister Narendra Modi is also
'firm and disciplined', charismatic, very hardworking and a great visionary
having clear goal in his mind - how to make the country a World Leader.
And in doing so, his charisma within a short span of less than 100
days has been such that he has become the third most followed world
leader on Twitter though many compare him even with Adolf Hitler.

While 15 percent of the total respondents said that his character
was akin to Hitler, many even compared him with Mahatma Gandhi, Lee

Pandora Box opened ?
The explosion (not opening) of the Pandora Box is imminent. Supreme
Court has permitted publication of details of visitors of residence
of Director CBI. The next target will be the other VIP's, Ministers
and Judges who are provided with State Security. As per security norms,
all entrants/visitors to secured persons must make notations of Visitors
and their car numbers. Some even have Cameras to capture untoward incident-

Will PMO add up a set of JSs as Super Secretaries?
Latest buzz say that probably PMO would induct a set of 6-8 Joint Secretary
rank officers soon who may be entrusted with set of departments to coordinate
with. If the buzz becomes true they would earn the perception of super
secretaries. No one can deny this because no one can be definitive about

Will a post of Member be abolished from CBEC?
Whispers have been doing rounds that one post of Member may be abolished
from the Central Board of Excise & Custom. One can wait and watch
which post of Member would be abolished. At present CBEC, headed by
a Chairman, comprises of six members.
Raja Babu Singh poised to be IG (Admin), ITBP
As the grapevine has it, Raja Babu Singh may soon be appointed as IG
(Admin) ITBP. The 1994 batch IPS officer of MP cadre is presently serving
as DIG, ITBP. He has been empanelled as IG last month. In his new stint
Raja Babu will succeed Nitin Agrawal, as IG (Admin) ITBP, who completed
his tenure on central deputation last month.

As the grapevine has it, Ms Abha Shukla is all set to proceed on three
months leave from October 01. Interestingly her tenure under central
deputation is ending on January 09, 2015; meaning hereby the slot would
be up for grab. The 1993 batch IAS officer of Maharashtra cadre is serving
as Joint Secretary, Dept of Information & Broadcasting.
Countdown for new CS of Haryana starts ?
The retirement date of Ms Shakuntala Jakhu, the incumbent CS of Haryana,
is approaching fast. The speculations have started doing rounds whether
Ms Jakhu will be given extension or officers in the que would get the
chance to hold the coveted post during Assembly general elections 2014.
The 1978 batch IAS officer is set to superannuate on September 30. Situation
is slated to be tricky now. One can wait and watch only.

in nation building"
Life Insurance Corporation of India (LIC) is an Indian state-owned
insurance group and investment company headquartered in Mumbai. Founded
in 1956 when the Parliament of India passed the Life Insurance of India
Act that nationalised the private insurance industry in India, it was
formed with the merger of over 245 insurance companies and provident
societies to create the state owned Life Insurance Corporation.
LIC, however, created history when Ms Usha Sangwan was appointed
as its first female Managing Director - the second highest position
after Chairman.
Known as a jack of all trades with expertise in housing finance,
pension and group insurance, direct marketing and international operations,
Ms. Sangwan who was instrumental in turning around LIC Housing Finance

PM has shown, he is against corruption.
It is really necessary that the message goes out that corruption will
not be tolerated even if it means embarrassing ministers or officers
though it is against principles of good management practices and can
eventually prove harmful. He has to find other more sophisticated ways
of putting officers and ministers on caution.

It is better not to see inside the Ministry of Statistics and Programme
Implementation. This is going to be the weak spot for Modi too. A Ministry
packed of inexperienced persons having only personal agenda has already
damaged the System. Why Modi Govt. has not ordered review of NSC and
the system of CSI? Is our Minister aware that the ISS Officers are being
discouraged from making even a simple representation? Is he aware that
this Ministry has no respect for rules and regulation? Is he aware that
corruption charges against the seniors have been covered-up?

Police wasting resources and time on trivial issues
Instead of concentrating their efforts on curbing ,preventing terrorism
and other serious crimes, Police is wasting its resources and time on
such trivial issues. They were gambling in a hotel room, which is a
private place and on their own volition .What is wrong in it? These
are methods to extract money from such persons!!

Playing "Teen Patti "is the favourite past time of officers
of organized services across the country. The habit starts from days
of probation. Some Secretaries can be caught red handed playing PC card
games during office hours.

Should private schools provide the information under the RTI
Act?
The appellant sought information regarding DA, DP, TA, LTA of
a private school staff was sought. He claimed that about 3270
Sq. mts of the playing field, which belongs to DDA, has been encroached
illegally by the School and his children were not allowed to play.
He submitted that according to the Delhi School Education Act
& Rules, the Public Authority has to collect the information
from the concerned school and provide as it is also the Regulatory
Authority. On the other hand, the respondent officer submitted
that they are holding information regarding staff statements and
annual reports sent by the school and the details which the appellant
is asking, are with the school. The PIO also submitted that right
to inspection of the schools is given to the Educational authorities
and the same cannot be exercised by the RTI applicants.
The CIC directed the Directorate of Education to collect the
information from the School which is not exempted from disclosure
under any provisions of the RTI Act. The Commission also recommended
the concerned private School which is subjected to regulations
under the Delhi School Education Act, to furnish the required
information to the Directorate of Education.
Comments
The term "information" as defined in Section 2(f) of
the RTI Act, includes information which the public authority is
entitled to access under any other law from a private body. A
private body need not be a public authority and thus, information
which a public authority is entitled to access, under any law,
from private body, is information and has to be furnished.
