e-Tourist Visa extended to three more countries
GoI has extended e-Tourist Visa facility to three more countries -China,
Hong Kong and Macau from July 30, 2015. With the inclusion of these
three countries e-Tourist Visa scheme will be available to 77 countries
now.

Being a Muslim, Dr Kalam was keen in Ram Sethu
project
A 1972 batch retired IAS officer of Tamil Nadu cadre, Dr Sitharam Gurumurthi
feels proud of himself by getting the book 'Ramayana Temples' released
in the hands of late Dr A P J Abdul Kalam as President of India on April
11, 2003. Hindi version of this book was brought out by K K Birla Foundation
a year later under the title 'Ram Path Ke Mandir'. Dr Kalam who hailed
from a Muslim community in Rameswaram was interested in Ram Sethu project
particularly the satellite images. Starting his research in December
1983 when he was posted as the District Collector of the composite Ramanathapuram
district, then the largest in area in Tamil Nadu bordering with Kerala
on the west and Sri Lanka on the east, he completed the book in 2003
only after the satellite images of the bridge between India and Sri
Lanka or Ram Sethu were available.

HAL holds airline operator conference at Nashik
HAL held an Airline Operator Conference showcasing its airport facilities
at the New Airport Terminal Building at Ojhar, 20 km for Nashik. Representatives
from seven scheduled operators, 15 non-scheduled operators, travel associations
and Nasik industry were present on the occasion. The scheduled operators
included Air India, Blue Dart, DHL, Indigo, Jet Airways, Go Air and
AI Express. HAL and Government of Maharashtra also signed an MoU that
allows HAL to use the Airport Terminal Building for 30 years on lease.
The land belongs to HAL. The Company is all geared up to start the operations
and airline companies were briefed about facilities at the airport and
advantages of operating from Nashik. Dr P S Meena, Additional Chief
Secretary (Civil Aviation), Maharashtra and T Suvarna Raju, CMD, HAL
signed the agreement in presence of Harishchandra Chavan, MP, Hemant
Godse, MP, Anil Kadam, MLA (Niphad) and others. Maharshatra government
will extend all facilities including the seat write-off (under certain
conditions) to the operators said Dr. Meena. "Civilian aircraft
operations at Nashik will go a long way in development of the region
in the coming years. Apart from operating the scheduled flights, the
domestic and international airlines will be able to use this Airport
for diversion, technical halt and night parking", said Mr. Raju.
The movement of cargo such as engineering goods, pharmaceuticals, vegetable
and fruits directly from Nashik should reduce load on Mumbai airport,
he added. The new airport terminal built by Maharashtra Government was
inaugurated last year and has all the modern amenities for the comfort
of passengers. HAL's initiative presents Ozar airport as an alternate
for Mumbai which just is over 100 km. A cargo complex has been established
by HAL, Nashik for clearance of export and import of goods. Customs
and other facilities are in place for single window clearance and the
airport has sufficient open land for expansion to cater to the large
volume of exports and imports flowing from the region which can decongest
the neighbouring ports and airports at Pune and Mumbai in particular.
The airport terminal has been built as per international standards.
Six planes can park at a time and the terminal building has a seating
capacity of 300 passengers. The building is totally air-conditioned
and is just 700m from the runway, 3.5km in length and 60m in width,
and is capable of handling large jet and cargo aircraft. The airport
terminal is spread over 22 acres with a built-up area of 8,267 sqm.'

The Scotland Yard building example
This page has carried suggestions for the privatisation of the Delhi
police for greater efficiency and citizen-friendliness, to be like the
famous London bobby who is a friend for all including women and the
weak. For this, the first thing to be done is to shed its excessive
personnel strength. At 84,536,Delhi police is the largest city police
in the world, bigger than the metropolitan police of London, New York,
Paris and Tokyo. This imposes a needless financial burden on the exchequer
without providing commensurate service to the public but acts as an
oppressive burden on their back. The more the strength of the police
personnel, the more the police hands that extend towards the helpless
citizen for bribes and hafta and favours.
Sample some of these headlines in the dailies and periodicals: Cops
turn rogues and turn Delhi capital of corruption" (India Today),
"Delhi Police most corrupt" (The Times of India), "Delhi
cops openly flout PMO order on vehicle use" (India Today).
The other thing to be done is to move the Delhi police into a more modest
and frugal premises from the present oversized, extravagant and ornate
headquarters building which can be leased out or sold earning solid
revenue for government. There is the recent example of the Scotland
Yard building which has been given for Rs 1100 crore to the Abu Dhabi-based
Lulu Group International of the Kerala billionaire Yusuffali who is
going to run a seven-storey 92,000 sq.ft five-star luxury hotel there.
The police headquarters building which is prime property providing a
panoramic view of the city in the heart of Delhi can be run as a seven-star
ultra-luxury hotel in the heart of Delhi, which can be used to accommodate
all the visiting glitterati including foreign dignitaries like the US
President and his entourage, other heads of state, the Saudi Arabian
king and other Gulf potentates, befitting their status and security
needs, and enhance our country's image and standing in the eyes of the
world leaders.

Misuse of ISS, CSS officials in MOS & PI
The officers of Indian Statistical Service (ISS) of MOS &PI are
not interested to handle their assigned statistical duties and responsibilities.
However, the officers of Indian Statistical Service (ISS) of MOS &PI
are being appointed against CSS posts and CSS officers are being appointed
against India Statistical Service (ISS) posts in MOS&PI. As a result,
specialization work of both the services are being affecting drastically.
Hence, there is no need to create higher level posts in ISS but strength
of higher level posts in ISS should be reduced.

Opening of CGHS dispensary was announced with much fanfare three months
back. But things are moving at snail's pace. Something should be done
to start the unit at the earliest.

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides
for the mechanism to deal with cases where replies have not been
received. An applicant should use the modalities provided under
the Act which can provide him the best results.
