S S Mohanty, Director (Technical) with additional charge of (Projects
& Business Planning) SAIL has taken over as the President of the
Indian Institute of Metals for 2015-16 at its 69th AGM held in Kolkata.
The Indian Institute of Metals , a premier metallurgical body conceived
in 1945 was inaugurated by Dr. Shyama Prasad Mukherjee, the then, the
Minister for Industry and Supply in 1947. It presently has about 11,000
members drawn from Academia, R&D to Nuclear Space-Defence-Centres-
Associations in area of Ferrous, Non-Ferrous & Metals Science. Major
producers both ferrous and non ferrous are members of IIM. The activities
of the institute include mineral beneficiation, extraction, fabrication,
heat treatment, finishing as well as practical and theoretical aspects
of metallurgy of all ferrous and non-ferrous metals and alloys. Ceramics
and other disciplines and technologies allied to metallurgical problems
also come under the scope of the Institute. Mohanty started his career
from Rourkela Steel Plant as a Management Trainee and has worked in
various steel plants of SAIL. Before moving to Corporate Office as Director
(Technical), he has served as the Managing Director of Bokaro Steel
Plant.

Why bypass PESB?
The Appointments Committee of the Cabinet has reportedly taken the
decision that the next CMD of NTPC will be selected through a Search-cum-Selection
Committee. What is the reason behind bypassing the Public Enterprises
Selection Board whose principal function is to select candidates for
board level appointments to all CPSUs, a job which it has been discharging
commendably and with no complaints from any quarters? If the ostensible
reason is to hasten the process of selection of the next CMD, NTPC surely
the ACC could have requested the PESB to this effect and I am sure the
PESB would have obliged. SAIL is another CPSU behemoth whose CMD was
not given an extension. However, in this case the selection of the next
CMD, SAIL is being done through the PESB. It will be interesting to
wait and see whom the Search-cum-Selection Committee will 'select' for
the job of CMD, NTPC.

Corruption-free system-a far cry
This is what is happening with Ministries having PSUs with them. Everything
remains the same except the change of government. Had these men and
machines working for safeguarding the borders the terrorist incidents
would have been less. Boasts of corruption-free system from this government
has gone down the drain and same old system and habits are continuing.

Why Civil Aviation Ministry is not taking any step regarding posting
of AAI staff on loan basis in Airports Economic Regulatory Authority?
They posted in AERA since 2009. As per guidelines of Civil Aviation
Ministry issued in 2009 they posted here only for six months on loan
basis.

Double standards
With reference to comments by Prakash, the aberrations like the one
involving Punjab police are indeed true. Even after knowing this, ignoring
police reforms will be the opinion of a moron only, even Prakash will
agree. If you expect the policeman to give 14 hrs everyday while all
other govt servants give not even half of that it is the usual pro -criminal
sentiment and it is certainly a bane mindlessly accusing the police
without going into the reasons of behaviour of contabulary.

Restructuring of ministries/depts.
Not only restructuring PSUs is required but also of the Ministries/Departments.
NITI Aayog should solely look after the work of best practice of best
practices and not the Department of Administrative Reforms. Similarly,
Good governance is a subject to be looked after by Department of Administrative
Reforms and not the Department of Personnel & Training. Electronic
Governance is subject to be looked after by Department of Information
Technology or by the Department of Administrative Reforms. When there
is a Department of Public Grievance, then why have of Directorate of
Public Grievance. A lot of duplicacy is taking place in the Government
should do something in order to save public money.

Use of park for marriage function
The appellant sought information regarding proposal of Municipal
Corporation of Delhi (MCD) to convert the residential park, Rampura
into marriage/function site, the copy of approval from the Residents
Welfare Association (RWA) for the same, copy of MCD clearance,
copies of No Objection Certificate (NOC) taken from Delhi Fire
Services, etc. The PIO did not provide the information but after
the order of the First Appellate Authority (FAA), a reply was
provided. The respondent stated that there is no such record and
that an undertaking is obtained from the party applying for holding
a marriage/function in a park and it is the responsibility of
the party to take action on the fire safety measures, etc. The
CIC directed the PIO to provide a copy of the undertaking (last
booking of park for marriage/function), after redacting the personal
information of the third party, whose form is provided to the
appellant.
Comments
It is often seen that public parks are given for marriage functions
etc. in an arbitrary manner which spoils the garden and also disturbs
the residents living in the near vicinity. A clear policy should
be drawn in consultation with the residents instead of acting
in a random basis.
