No proposal to amend CrPC & IPC.
There is no proposal to amend Section 320 of the CrPC and Sections 375
and 376 of IPC to enable compounding of certain forms of rape, such
as marital rape and the act of obtaining consent on false promise of
marriage etc. There is no proposal to repeal Section 377 of the IPC
so as to decriminalize homosexuality.
Will CBSE be overhauled ?
Sources have indicated that large scale changes are on the cards in
CBSE. They say that after Parliament session three to five officers
could be removed. UPA favourites will be shifted.

to see more candidates. The PESB again decided to see more candidates

CBDT and filing of ITRs
Form ITRs 3,4,5,6 and 7 have been uploaded on IT web site in PDF format
without fillable version. It means returns cannot be filed and last
date is August 31, 2015 for FY 2014-15. Government is not bothered to
extend date knowing well the returns cannot be filed if fillable form
is uploaded even to-day. Why CBDT fails in taking action in time to
avoid last time rush? It is requested that CBDT extends the time.

"Is Parliament democracy a waste of time?"
I fully endorse the views of AK Saxena (whispers: 08 Aug 2015). We have
been watching many News channel discussions on this subject. Neither
is the opposition budging, nor the Government. But what is the solution?
Please read my post "Adjournment of business in Parliament"
in whispers on 07 Aug, 2015. While I appreciated the action taken by
Speaker in the Lok Sabha, I suggested that a similar action should also
be taken in Rajya Sabha.
If this disturbance is continued from Monday again in both Houses,
I will suggest that the Chairman, Rajya Sabha and the Speaker, Lok Sabha
should suspend all those MPs who were creating disturbances from the
respective Houses till the end of the Session and the Government should
continue with regular business of the Houses and pass the pending legislations.
This action has become very necessary to teach the opposition a lesson
and would provide the ruling party a stick to beat the opposition with.

Monsoon session -complete washout
Monsoon session of the Parliament is going to be a complete washout.
It is really shameful that our Members of Parliament are spending all
their energy on shouting, sloganeering, calling names, protesting too
much instead of paying heed to the needs of the people. There is so
much misery around. There are floods in many parts of the country. So
many people have died .Instead of debating the need for succour there
we are hooked to some simple issues. The irony is that the party which
is making so much noise about ethics and morality had been the most
unethical during their time. There is a long list of their misdemeanours.
Letting Q run away with a large amount of bribe money is only one of
these.

Use of park for marriage function
The appellant sought information regarding proposal of Municipal
Corporation of Delhi (MCD) to convert the residential park, Rampura
into marriage/function site, the copy of approval from the Residents
Welfare Association (RWA) for the same, copy of MCD clearance,
copies of No Objection Certificate (NOC) taken from Delhi Fire
Services, etc. The PIO did not provide the information but after
the order of the First Appellate Authority (FAA), a reply was
provided. The respondent stated that there is no such record and
that an undertaking is obtained from the party applying for holding
a marriage/function in a park and it is the responsibility of
the party to take action on the fire safety measures, etc. The
CIC directed the PIO to provide a copy of the undertaking (last
booking of park for marriage/function), after redacting the personal
information of the third party, whose form is provided to the
appellant.
Comments
It is often seen that public parks are given for marriage functions
etc. in an arbitrary manner which spoils the garden and also disturbs
the residents living in the near vicinity. A clear policy should
be drawn in consultation with the residents instead of acting
in a random basis.
