180 IAS officers to be trained in GoI

The new batch of 180 IAS officers will start their three-month stint in the Government of India from August 22. According to new directive of the Government of India the newly appointed officers will have to serve as Assistant Secretaries in Union Ministries instead of being posted as Assistant Collectors or Collectors in states.

Lower NSR and higher costs pulls SAIL Q1 margins (UPDATED)
In the first quarter of FY 16 (Apr-Jun '15), saleable production, crude steel and hot metal production of Steel Authority of India Limited (SAIL) saw a growth of 6%, 11% and 14% respectively over CPLY. Inspite of growth in production, SAIL's gross turnover at Rs 10552.38 Crores is lower by 15.7% as compared to CPLY primarily due to 15.3% dip in Net Sales Realisation which affected the company's bottom-line with a consequent net loss of Rs 321.64 Crores. Apart from lower net sales realization; increase in royalty on iron ore from 1st September 2014, increase in the purchased power rate etc. also added to the losses. Though domestic steel consumption witnessed a growth of about 7% in Q1 of FY 16, the Country witnessed an unprecedented increase in imports from countries like China, Japan, Korea, Russia, etc. by 54% in Q1 of FY16 compared to CPLY and this eroded a large market chunk of the domestically produced steel. Lower exports from India, which fell by 31% in Q1,further affected the demand-supply balance. The effect of the subdued quarterly performance has been partially offset by improvement in techno-economics such as lower coke rate with an improvement of 4% over CPLY, higher CDI usage with 2% improvement, lower energy consumption with 1% improvement over CPLY, lower store &spare consumption and lower imported coking coal price. Going forward, Government's support to the domestic steel industry in the form of upward revision in customs duty on import is a step in the right direction and the industry is expected to get some support in ensuring stable price regimen. Rakesh Singh, Secretary, Government of India and Additional Charge, Chairman SAIL said, "The Company is following a strategy where in addition to increasing volumes and focused cost reduction, the thrust will be on maximizing production of value added products to get the benefit of increased infrastructure spending in the near future."

Good news for other services

Really, it is good news for the other services in the Ministry. Basically, it is observed that in the same batch, officers of IAS and other services who did their foundation course in LBSANA, one goes to state government as SDM, first posting , second one goes to the ministry as an Assistant Director/ Assistant Commissioner, they don't get the proper place for seat. Sometimes they don't get the seat. People of Ministry those are in since long, considered as Section Officer to newly direct recruit these officers and sometimes if these officers fight for the facility then JS (Admin) do not support. Now, we have to see, will these new IAS officers get facility?

Modi govt no different than Manmohan govt

At first I was full of hope and joy when Modi sarkar was elected. Alas, now I feel there is no difference between Manmohan Sarkar and Modi Sarkar. The working is same. Government offices are still stinking and stale. All enthusiasm is gone. Modiji I beg of you. Please take steps to electrify working of Government. Too much talk with no results will lead us nowhere. Rajiv Gandhi said after swearing in that His is the Government that works faster. But look what happened to him. The rotten system never allowed him to work. He was a well meaning man. The only way out is to start taking strict action against corrupt persons in the Government. This alone will bring seriousness.

CVC should encourage anonymous complaints to eradicate corruptions frauds in Government and PSUs. It is source on inputs and helps in speedy investigation. It creates data base for CVC clearance for PSU selections.

Use of park for marriage function

The appellant sought information regarding proposal of Municipal Corporation of Delhi (MCD) to convert the residential park, Rampura into marriage/function site, the copy of approval from the Resident’s Welfare Association (RWA) for the same, copy of MCD clearance, copies of No Objection Certificate (NOC) taken from Delhi Fire Services, etc. The PIO did not provide the information but after the order of the First Appellate Authority (FAA), a reply was provided. The respondent stated that there is no such record and that an undertaking is obtained from the party applying for holding a marriage/function in a park and it is the responsibility of the party to take action on the fire safety measures, etc. The CIC directed the PIO to provide a copy of the undertaking (last booking of park for marriage/function), after redacting the personal information of the third party, whose form is provided to the appellant.

Comments

It is often seen that public parks are given for marriage functions etc. in an arbitrary manner which spoils the garden and also disturbs the residents living in the near vicinity. A clear policy should be drawn in consultation with the residents instead of acting in a random basis.
