News Show in which the Anchor kept shouting and refused others an opportunity
to even have a word .... and another Channel.. the anchor kept narrowing
his eyes and asking questions.. His way of asking showed these were
loaded questions ..
M: Ha ha bang on .... one I call Noise Hour and the other Loaded Points.
S: I come to India pretty often....for the last one year I see a lot
of change ....Indians seem to be more confident. Proud of India ...
and no longer do they complain about Government's unnecessary interference!!

S: And he has been in power for a yea. Imagine what will happen in 5
years!! You know I go to a Ministry and previously it was a practice
to give some money to the guy who gave you your Visitor pass .... and
he unashamedly took the money from every visitor ... we used to 'marvel
at the transparency in taking this bribe' ...
M: Yes things are changing ... And Government is becoming transparent
where transparency is needed.
S: Yes... yes ... now I do not hear of Party Fund... previously it used
to be a perennial demand ....
S: If you do not mind what kind of business are you in?
S: (after a pause) Construction.... and another very big change ...
I note now there is a great aversion to asking for external payments
... now they want all Contractual payments via the proper channel...
previously used to be a headache ...as our Government does keep an eagle's
eye on our transactions!
M: Yup so I hear too... its no longer the Great Indian Takeaway!!
S: I passed by a place where the Driver told me Retired Army men were
protesting demanding rationalisation of pension... Read a few banners
.. Why??? It sends a horrendous message!!
M: Well, frankly previous UPA Government stonewalled it ...and when
this Government came to power it started work on granting what is their
right .... The delay is in the process .. No change in the intent ...
But like they say ... Someone burnt by milk would sip a Cold Coffee
by blowing cold breath into it ....the Army Pensioners feel like the
previous Government ditched them this Government will let them down
too!
S: Ahaa... and I saw some ruffians outside ... Speaker's Home ....My
driver told me.. protesting so crassly... Really this too needs to change
...

in this case the Autocracy that ran this Democracy is the root cause

Appointment of Air India CMD this week ?
Appointment of new CMD of the Air India is expected to take place this
week. Present CMD Rohit Nandan is all set to become Secretary in the
Government of India.
PSU Banks revamp on the cards
Govt is going to revamp PSU banks to overcome NPA. Banks monitoring
board is also proposed. Now each bank's performance would be monitored.
Aim of the whole exercise is to make these banks profitable and competitive.
Hasmukh Adhia unlikely to move North Block
Secretary, Financial Services Hasmukh Adhia is unlikely to move to the
North Block as Secretary, DEA or Finance. He is 1981 batch IAS officer
of Gujarat cadre. His contribution in the banking sector will not permit
the PM to send him to the North Block.

Postings of DC/JCs in CBEC cleared !
After much ado, the postings of DC/JCs were cleared by FM on Friday
evening. The all important posting files of Commissioners, Pr Commissioners
and Chief Commissioners has also reached FM, finally. Rumour has it
that the files would still be gathering dust, but for the arrest of
a Commissioner and whose removal had been suggested by CBEC, but the
file, along with others was stuck at a certain decisive level, and the
delay is going to prove costly for the officers, given that PM has announced
an uncompromising stand on corruption on August 15. Whether this translates
at least in Finance Ministry is being watched with bated breath. Watch
out.

(EC) of India. Rawat is a former Indian Administrative Service (IAS)

CBDT and filing of ITRs
This is regarding a comment on FORUM titled "CBDT and filing of
ITRs" by N Prakash onwhispersinthecorridors.com page dated 12.08.2015.
The observations are factually incorrect.
It may be noted by that E-filing of ITRs 3, 4, 5 and 7 for Assessment
Year 2015-16 was enabled on 31st of July 2015 and E-filing for ITR 6
was enabled on 6th August 2015 on the Department's E-filing website-https://incometaxindiaefiling.gov.in.
Taxpayers are filing ITRs for AY 2015-16 electronically at the rate
of nearly 3 Lakh per day.
The Income Tax Department has also provided freely downloadable return
preparation software for e-filing of ITRs on its e-filing website.

Example of bad governance
The frustrated IRS officer of 1992-94 batches waiting for promotion
since last 15 months have faced DPC TWICE by UPSC and also Revenue secretary
is conducting nonfunctional upgradation of 1991-1995 batches of IRS(IT)
may be face writ petition and may also demand effect of UPSC recommendation
from retrospective effect. This is being quoted as example of bad governance.

Irony of fate !
See "irony of fate" that last date of filing income tax return
is 31st August 2015 for AY 2015-16 but still fillable form for ITR-3
to ITR-7 are not available at income tax website. Even CBDT is not bothered
to extend the last date of filing. CBDT wants to keep filer under tension
without extending last date of filing. This is Digital India. No advance
planning only fire fighting. Good luck.

"Over 500 posts of non-official Directors vacant in central PSUs".
The news (Whispers, August 12) is disturbing. Will this ensure good
corporate governance in central PSUs and protect stakeholders' confidence?
There is no shortage of professionals. Under UPA, retired bureaucrats
with no hands-on experience of running PSUs, were appointed as Non-Official
part-time (Independent) Directors on the boards of central PSUs. They
enjoyed freebies, transports; hospitality at tax payers' cost. This
was unethical, unprofessional. Blatant misuse of discretionary powers
under UPA meant rewarding pliable bureaucrats with lucrative assignments,
post retirement. Scams were a natural corollary. Come to specifics.
500 vacancies did not pile up in one year?A majority is a legacy from
UPA. What next? In order to fast-track appointment to 500 vacancies,
PM Modi is urged to prepare a pool of CAs , Managers and other professionals
( with no conflict of interests) train them to effectively discharge
their responsibilities as independent directors in central PSUs. Pool
creation will require screening of credentials and insulation against
political compulsions.

Readying for retirement
I fully agree keeping in view the health condition of those Government
servants nearing retirement. Government should consider utilizing their
experience after their retirement at some appropriate place, at least
till they attain the age of 65. This will also help the retired Government
servant financially as well as help him continue in his retired life.
Alternatively, Government should start preparing Government servants
five years before their retirement, through workshops, as to how to
spend the retired life. First workshop when they are left with five
years service and subsequently after every one year's interval. I would
add rather than this if Pensioners who are ready to give back may be
allowed to work as Honorary Consultant in his/her department after retirement,
at the most they can be refunded a fixed petrol expenditure/transportation.
I am sure there would be money to help and fill the gap of available
vacancies.

After a long gap of about half a decade, ultimately NHPC is getting
its own cadre employee, who joined in remote project Loktak with luggage
on his shoulder as a trainee engineer. NHPC is lucky this time thanks
to Modi government.

Use of park for marriage function
The appellant sought information regarding proposal of Municipal
Corporation of Delhi (MCD) to convert the residential park, Rampura
into marriage/function site, the copy of approval from the Residents
Welfare Association (RWA) for the same, copy of MCD clearance,
copies of No Objection Certificate (NOC) taken from Delhi Fire
Services, etc. The PIO did not provide the information but after
the order of the First Appellate Authority (FAA), a reply was
provided. The respondent stated that there is no such record and
that an undertaking is obtained from the party applying for holding
a marriage/function in a park and it is the responsibility of
the party to take action on the fire safety measures, etc. The
CIC directed the PIO to provide a copy of the undertaking (last
booking of park for marriage/function), after redacting the personal
information of the third party, whose form is provided to the
appellant.
Comments
It is often seen that public parks are given for marriage functions
etc. in an arbitrary manner which spoils the garden and also disturbs
the residents living in the near vicinity. A clear policy should
be drawn in consultation with the residents instead of acting
in a random basis.
