Tenure of Udayakumar as Director (P&M), NSIC extended (UPDATED)

Streamlining CAT working welcome

There is all round appreciation of recent steps taken by Raafat Alam Sahib in streamlining working of Central Administrative Tribunal. So many readers of this forum had complained about large number of contempt petitions pending. Now the Chairman has distributed cases subject wise. Advantages are many in this arrangement. Judges will not be distracted with different subject coming up. with just similar type cases of say MACP judge can go with the flow and all rules of MACP will be in his mind. He will decide cases quickly. If all subjects deal by one Judge it is taxing, very tiresome. Chairman has taken all old cases and is clearing backlog. This is good sign. Now CAT will become more efficient. Cases can be disposed off faster. Unnecessary adjournments are becoming a routine nowadays which must end.

Anonymous complaints

I agree with Suresh. Anonymous complaints are the only solution for ending corruption and fraud. Whistle blower policy is not foolproof. Caucus group moles are there in vigilance organisations. Things get leaked and harassment and threats to life is the order of the day. Vigilance units must be brought under control of CVC with reshuffling of employees. Anonymous complaints will not hamper honest, sincere persons. CVC should encourage this system in government and PSU's. It will help in tracking the real corrupt persons and fraudsters.

End misuse of facilities by govt. officials

Prime Minister in his independence day speech talked a lot about his achievement during the last one year and main amongst them being corruption, which he wants to eliminate from the country. He is also advised to eliminate misuse of perks & facilities by the senior government officials and ministers either from the main Ministry or from the Public Sector Undertakings.

OP Sharma's views (WIC dt August 19) on sexual harassment of a lady IAS officer portrays his gender insensitive mindset. He has probably been oppressed by his bosses. As a serving lady officer of UP cadre, I would request the Editor, not to send wrong signals by publishing such immature post.

There is discrepancy in the allotments, with IFS in particular. 32 seats were declared and yet only 28 candidates have been allotted. No one to answer why?

Easy to spend retired life

During the 41 years 9 months service in the Government of India, I had never taken a medical leave. The only medical problem I ever had, was for toothache during these years. It is now more than one year since I retired from service. During the last one year, I was hospitalized twice, I had to get physiotherapy for more than a month, had ayurvedic treatment for over a month - it was just because I had gone out of my routine schedule which I had before my retirement. I now have developed high BP, lungs problem, joint pain, the bone of my foot has increased for which I am now not able to walk straight, trigger finger, oxygen level gone down below normal, stiff left hand (right now it is only in the morning), increased weight, etc. I have all along been a brisk walker in my life. I spend time reading newspapers, go for walk (now I have to stop it), read books, play games on computer, go out of Delhi with friends, go to CSOI on regular basis, and watch TV as has been suggested by NICK (whispers 19 Aug 2015). Despite these activities, I have developed many medical problems.In my post dated 13 August 2015 (Workshop on how to spend retired life), I had suggested for consideration of the Pay Commission to consider preparing the Government servants at least five years before their retirement on how to spend the retired life. Alternatively, I had also suggested that the services of those Government servants who are medically fit, should be utilized appropriately by Government.

I would reiterate that Pay Commission should seriously consider preparing the Government servants for their retired life.

Use of park for marriage function

The appellant sought information regarding proposal of Municipal Corporation of Delhi (MCD) to convert the residential park, Rampura into marriage/function site, the copy of approval from the Resident’s Welfare Association (RWA) for the same, copy of MCD clearance, copies of No Objection Certificate (NOC) taken from Delhi Fire Services, etc. The PIO did not provide the information but after the order of the First Appellate Authority (FAA), a reply was provided. The respondent stated that there is no such record and that an undertaking is obtained from the party applying for holding a marriage/function in a park and it is the responsibility of the party to take action on the fire safety measures, etc. The CIC directed the PIO to provide a copy of the undertaking (last booking of park for marriage/function), after redacting the personal information of the third party, whose form is provided to the appellant.

Comments

It is often seen that public parks are given for marriage functions etc. in an arbitrary manner which spoils the garden and also disturbs the residents living in the near vicinity. A clear policy should be drawn in consultation with the residents instead of acting in a random basis.
