Will an IRS be next Revenue Secretary?
Today it may be hypothetical, but tomorrow it could be a reality. If
sources are to be believed, there is a thinking at the highest level
that all professional services should be given its long pending due.
If such move materializes then an IRS officer is likely to be appointed

Not all cops are to blame
One should not be over obsessed by abstract numbers in police force:
One has to see the police vs population ratio, and police vs. area ratio.
Apart from this, the types of duties being entrusted to the police everyday
which can't be compared with the police of UK or any other country.
Is the police adequately trained and equipped with the tools for speedy
action and detection of crime and what about the judicial system which
takes umpteen years to decide a case. The laws are archaic, citizens
avoid to give evidence or pass on information to the police even when
they are eye witnesses. The politically powerful, well connected people
and the neo rich and their spoiled brats have scant regard for the laws
of the land and can be often seen misbehaving with police officers with
impunity. The threats like Saale, teri wardi utarva dunga is the biggest
insult a policeman has to face and swallow almost every day as he is
presumed to be dishonest and incompetent even when he is discharging
his duty properly, and above all his seniors cannot provide him the
shield that he needs due to our police working under the elected political
bosses who have no qualms of conscience. How can we compare Indian conditions
to those prevailing in western democracies? Systemic change comes first
before raising an accusing finger on the police.

There is no rule of Law in MOS&PI
I fully agree with the views of Manoj Sinha published on August 2, 2015
under the heading of "Misuse of ISS, CSS officials in MOS &
PI in www.whispersinthecorridors.com. As per instructions of DOP&T
OM No. 11013 / 10 / 2013 - Estt. A dated 13th June 2014, OM No. 11013
/ 10 / 2013 - Estt. A dated 31st July 2015 and OM No. 11013 / 10 / 2013
- Estt. A dated 2nd July 2013, it is mandatory for the Cadre Controlling
Authority to frame a transfer policy indicating (i) prescribe Minimum
& Maximum Tenure, (ii) Set up a mechanism akin to Civil Services
board for recommending transfer (iii) place in public domain the transfer
policy (iv) guidelines on posting of spouse at the same station, and
v) posting of disabled Government servants / parents of disabled children
etc. However, transfer orders are being issued frequently by the CCA
of Indian Statistical Service (ISS) & Subordinate Statistical Service
(SSS) of MOS&PI by ignoring these instructions. Whether, MOS(IC)
or Secretary (MOS&PI) or MOS of DOP&T will look in the above
irregularities of MOS&PI and vested interests of senior officers
of MOS&PI.

Top level officers must be presentable
In some of the Ministries wherein a lot of public relations are required
like Tourism, Commerce, Industry, External Affairs, Reforms, Finance,
Defence, External Affairs, the officers appointed at top level should
be eloquent and presentable also.

Make no comments without confirming things
I agree with the views of AK Singh that one should not make comments
without going into the correctness of what is being written on this
feedback forum. However, there are some unlucky officers who either
do not know how to dictate or their PAs do not have so much proficiency
in their work. It gives bad reflection on the working of CSSS officers.
I have worked in Ministry of Finance and presently in Ministry of Water
Resources, River Development and Ganga Rejuvenation and I have no hesitation
in saying that wherever I was posted I have taken long dictations from
my seniors and prove myself. It is the tragedy of our service that there
is no genuine parameter for the evaluation of the CSSS officers. There
are certain CSS officers also who either do not work with sincerity
or do not know how to cope up with the work load. But the label with
which CSSS officers have to live is that CSSS officers are redundant
now-a-days. The only solution to this is the amalgamation of both CSS
and CSSS officers with the option to every officers switch over from
one line to another line without having affected their seniority.

Why mix up PSU appointments and news with government. This is totally
confusing. Please keep them separate as you have a separate column for
corporate news.

Dictation given by officers
I fully agree with AK Singh regarding dictations given by officers.
Even yesterday, I was given long notes (3 nos.) running into more than
5 pages. So CSSS is a tool with which the Government functions smoothly.
So, we can put it at rest to those who criticise CSSS being a dying
cadre, etc. As CSS say they are once the backbone of Govt. of India
(now they have become redundant), we are totally and morally working
for the smooth functioning of office.

If it is true, the selection in procedure seems to be rigorous and merit
centric. This is the time to select a professional person of environmental
pollution expertise which may contribute sizably in controlling pollution
by enforcement of concerned laws and render much required help to clean
rivers /Ganga Mission as well. Good luck!

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides
for the mechanism to deal with cases where replies have not been
received. An applicant should use the modalities provided under
the Act which can provide him the best results.
