Rarest of rare case of IPS officer
In what could be termed as a rarest of the rare case where the Home
Minister after initially rejecting the extension of PC Lallawmsanga,
a Tamil Nadu cadre 1984 batch IPS officer, to Mizoram till superannuation
barely a few weeks earlier has changed his decision and given his consent
which in turn was sent to the PMO for the Prime Ministers consent.

All not well in MOS & PI
Tatha Raja Tatha Praja - this adage fits rightly on MOS&PI. There
is a need to have a strong IAS administrator as Secretary-cum- CSI,
from outside to rein in wayward subordinates.

No leave for 158 trainee IAS officers-An update
Due to 90 days attachment of 158 IAS with central ministries, all allotments
in guest houses and hostels, have been frozen in Delhi for three months
effective September, October and November 2015. The suites will not
be available for marriage and other private functions to serving government
functionaries in Delhi during the period.
Meanwhile, officers of IPS and Indian Forest Service are miffed at the
differential treatment to IAS officers.

CGHS functioning
There have been a series of complaints against the functioning of Central
Government Health Scheme in WIC by many of its beneficiaries. Obviously
there is no one bothering about it. Instead of improving, things are
going from bad to worse. I give two recent examples from personal experience.
In the CGHS Wellness Centre (Actually it is an illness centre) on Zakir
Hussain Marg the specialist is scheduled to come once a week on every
Friday. If you want to put your name in the register for consultation
with the specialist you would be given a date almost after three Fridays
since earlier Fridays already have the required number of 40 people.
The Specialist sits from 9 a.m to 1p.m. Imagine her seeing 40 patients
in four hours i.e 6 min for a patient. Anyway, we registered our name
somewhere in the first week of July and were given the date of 14th
August. After waiting for more than a month you leave your home early
without breakfast even to be early in the queue. On reaching the dispensary
you are told that the Specialist was not coming as she had been put
on duty at PM house. It has always been like this and sometimes she
is on duty at PM house during UPA Government also for more than two
months depriving CGHS beneficiaries of urgent consultation. When asked
why they did not inform the people registered for that day many of them
retirees and old, the staff at CGHS pointed towards a notice put up
by them. As if one would make a trip to the dispensary to see the notice!
Now since Specialist is not available and consultation on some acute
health problem cannot wait, one goes to the specialist in the nearest
approved hospital, pays the consultation fee and gets the necessary
advice. The doctor prescribes the medicines. Next day you make another
trip to at least get the medicine which is one's right as a beneficiary.
The doctor refuses to dispense these medicines since the same according
to him are prescribed by a "private doctor". What to do ?
Your own specialist is not available to you. The prescription by the
doctor in the approved hospital is not accepted by the CGHS doctors.
Is there anyone looking into this mess which CGHS has become? Those
handling the health ministry, the babus and the minister appear to be
thoroughly incapable of handling their work. We had hoped that with
change in the political set 'achhe din' will dawn for senior citizens
who are pensioners now but we are facing 'bure din 'instead.

Merge smaller units with big PSUs
Agree with Suyas opinion that with eight companies under its administrative
control, Steel Ministry must start working on merging smaller units
with bigger PSUs. With currency devaluation in China, they may start
selling their steel in India at almost 25% lesser cost than what our
PSUs. Input cost on raw materials and administrative expenses needed
to be controlled, 5* and 4* facilities must go. Top heavy PSU's are
main cause of cost escalation and we haven't been able to compete with
global steel majors. Iron ore mines need to rationally allotted to steel
makers, technology to be upgraded, expansion projects need to be implemented
within fixed time frame.

Repeated RTI application and appeal on the same issue
The appellant sought for action taken report on the letter dated
30.4.2013 & 1.5.2013, whether HOD enquired about Sunil Kumar,
how long he remained in jail, what information has been sought
by Tibbia College from central jail no. 6 about Sunil Kumar etc.
Having received no reply, the appellant filed first appeal. In
the first appeal, the authority mentioned in his order that applicant
was a regular compulsive applicant and has submitted more than
150 RTI applications, leading to wastage of government time and
efforts. Before the CIC, the PIO submitted that the appellant
has so far filed more than 200 RTI applications against Mr. Sunil
Kumar. The appellant had also approached the CIC 05 times and
CIC had declared him as abuser of RTI. The CIC rejected the appeal
as being repetitive.
Comments
Many Public Information Officers come across a situation where
a disgruntled employee or a compulsive RTI applicant files application
over and over again on a similar issue. This order provides a
panacea for such cases.
