Why one rank one pension for Central govt civil service members NGO/GO cannot be considered by 7th pay commission! so that discrimination in fixing pension can be avoided between old retirees prior to 1/1/2016 &new retirees after 1/1/2016------

Restructure of steel PSU

The views of Suyas are absolutely correct. Now the PM should step in to purge the PSU. Cancel the CMD & Directors interviews to be held on August 31. Like NTPC selection committee to search the honest qualified sincere and who suffered and who knows ins and outs of this PSU. He may be DGM, GM or CMD of other PSU. Even if he is having less than 3 years service, so that honest, sincere and qualified employees will get elevation to key posts and employees will get PRP.

Smart city - A gimmick

The selection of 98 cities and grant of Rs 100 crores every year for five years to make them smart, appears to be another gimmick and a variety of public enticing slogan. I could not find anything in the package which is new or innovative. Amongst the selected cities there are very big and medium cities, but the allocation is uniform. Nobody can be convinced that such a meagre amount can bring about any transformation. There is likelihood that the existing facilities get diminished with inadequate allocation and the promised utopia never materializes. The ideal plan is wrapped in glittering paper and has all the ingredients of grand failure like many other such impractical schemes like Swachh Bharat, Clean Ganga, and twinning of Varanasi and Kyoto etc. Smart politicians, indeed.

There is no doubt that all of us hold the armed forces personnel in great esteem and we respect them greatly for protecting the country from external aggression and also internal troubles.

They also deserve their legitimate dues to be given to them and no one would grudge them the same. At the same time, we must also realize that everything has to be seen in the larger context. It is true that the government has agreed to OROP in principle. So unless there was a strong reason, the government would surely have announced the details by now.
From whatever has been heard, it appears that not only will granting OROP give rise to similar demands from all sections of government employees not only at the Centre but also the states. The more important issue is granting OROP to the armed forces themselves. Considering that they retire at the age of 35-40 years and the widows are also eligible for pension, the burden will keep on growing from year to year in an indefinite quantum. On top of that, they also expect annual increases and adjustments as per Pay Commissions.

Even in private sector, retiring employees get pension only on the basis of their own last salary drawn and not higher salary drawn by a particular cadre from time to time.

The Government would be doing a great disservice if it blindly agrees to the demands putting future governments and the country's future finances in jeopardy. Our Armed Forces friends must show a mature approach.

CAT functioning

The suggestion of S Gopal that appeared in Whispers dated 27.08.2015 is unacceptable. He has said that, "Allowing Judicial members and advocates in the functioning of CAT has resulted in abnormal delays in finalisation of cases. It is time for a review of CAT"s functioning and make it free from Judicial people." I totally disagree. The Central Administrative Tribunal has become an after retirement parking slot for power hungry bureaucrats mostly IAS officers. The Department of Personnel should get Law Interns of Delhi university carry out a scrutiny of the quality of Judgements delivered by the Administrative Members. It is very poor. In fact it is high time the Babus are debarred from appointment to CAT. The CAT needs to be purged from the ill effect of Babus. Both Members if from Judicial side will be impartial and free and fair. At present Judiciary is one of last bastions that is still standing like strong pillar. The few tainted corrupt ones should be weeded out rest is fine. Judicial Members much better than Administrative Members. But present Chairman CAT is too lenient. He should pull up and discipline administrative members because reputation of CAT is at stake.

CGHS specialists

With reference to Arti Khosla's comments in Forum, it appears that the government feels that the doctors appointed as specialists in CGHS are more experienced and competent than those appointed in CGHS recognized private hospitals; whereas the ground reality is otherwise.

What is the problem if a pensioner or any Government servant consults a doctor in CGHS approved hospital and gets medicines from his dispensary. But no; the government believes that unless a person is thoroughly harrassed, he should not get treatment.

Recognition of institutions by AICTE

Information was fought by an applicant regarding the basis of according approval to B.Tech. Civil Engineering course by the All India Council of Technical Education (AICTE). The respondent officer explained that the Universities can start the technical courses without any prior approval of the AICTE, at their own risk as per Supreme Court's decision inBharatidasan case. However Universities are under obligation to conform to the standards and norms laid down by the AICTE. Being autonomous there is no bar for the Universities to start technical courses. Students have to check about the approval or standards of the course. If they face any difficulties because of lack of AICTE approval for the course, the AICTE will not be responsible. He said the UGC is the appropriate authority to give recognition to the Universities and to advise to seek approval of AICTE for their courses. The CIC noted that the AICTE is vested with statutory authority for planning, formulation and maintenance of norms and standards, quality assurance through accreditation, funding in priority areas, monitoring and evaluation, maintaining parity of certification and awards and ensuring coordinated and integrated development and management of technical education in the country. The CIC noted that the MK Kaw panel had recommended converting the AICTE into a statutory constitutional body and suggested ending the affiliation system of technical schools in the next 10 years. More than 11,000 professional schools, including engineering and management schools, fall under the purview of the AICTE. The CIC observed that there is a strong need for the AICTE to inspect the deemed universities and institutions offering technical courses and ascertain if they are maintaining standards, and if concluded they are not, their names should be published in official website, so that students are informed about courses and standards. AICTE can use its recommendatory power to inform the people about the standards of the courses in Universities. The CIC directed the AICTE to inform the appellant how many institutes are inspected by its teams and how many Universities/institutions are found to be conforming with the standards and norms laid down by AICTE, within one month from the date of receipt of this order.

Comments

There are many students who get duped by colleges who offer courses not recognised by the AICTE. There is an urgent need for segregating such institutions to prevent gullible students from falling into their trap.
