Now we have a PM (Pradhan Sevak) of Government of India (Bharat Shashan) who himself is hyperactive for Bharat Mata, a tough taskmaster, a quick decision maker, assertive and gives equal weightage to all citizens irrespective of caste or religion. He is a Yogi and energetic who spends 20 hours a day for the country. His 4-hour sleep is also dedicated to dreaming about the country and well-being of its citizens. He personally looks into the problems of individuals and seeks repeated feedbacks on the progress. Despite being three generations old, he has a desire to link unprivileged Bharat with developed India via his Digital India and Make in India initiatives for Bharat 2020. Re-organisation of steel sector PSU's

It is the need of hour. PSU's are having their own captive mines but still not doing well. Reason is ineffective top management. Many top officials are TA 's & PA's and are kith and kin of political leaders and Babus, agents of contractors. Many do not have qualifications and experience and have not even worked in shop floor or seen the plant. Many have dubious records. Back door entries, price tag for promotions and transfers from mines, luxurious foreign trips etc. a person retiring in six months has been sent foreign. Apart from this casteism and regionalism play vital role. Leadership qualities, honest , sincere and qualified persons are not allowed in corporates as well as in Marketing or even in key departments. Purchase of sub standard equipments is another contribution.

Steel sector

In 2014, India stood 4th in the World in Steel Production where as India's total production of steel (87 Million Tons) was about only 12% of China (823 Million Tons). In last 10 years, SAIL and other Steel PSU's have invested heavily in modernization still we are not able to cross 100 million mark. Production of Steel is directly proportional to infrastructure investments, if we can't grow our steel sector 10-12% per year we may suffer in the long run. Still several Steel PSUs don't have captive mines. During UPA, Steel was most neglected sector represented by politically lightweight ministers like Beniprasad Verma etc., At least now NDA government seems to be serious on increasing production to 150 Million Tons. So a complete overhaul of this key sector is much needed at the earliest.

Apropos to comments of the PM i.e. in making official appointments work, character and merit were to be regarded -not caste or family. The bureaucrats are continuing to play the benefits to their kith and kin as all the files cannot be reviewed by the PM.

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
