RSS ideology to prevail in UPSC selections too ?

It was being discussed at a get-together in the capital recently, whether RSS ideology will prevail in UPSC selections too in the days to come. And the answer of most of those present was in the affirmative. "Yes, the manner in which things have started changing in the past one year of BJP rule at the centre, the day is not far off when only those with RSS ideology would get preference in UPSC selections."

'Yes Master' breed in services in next 10 years

An interesting fact that came to light during a discussion at a get-together in the capital the other day was that the manner in which the officials and their political masters have started acting in the recent past shows that there would be 'Yes Master' breed in services in next 10 years or so.

DEBATE - Bureaucracy under NDA rule better !

Modi government has completed one year in office only recently and the perception about the functioning of bureaucracy, atleast, at the central level has started changing with the majority claiming that it is better under the present rule than the previous regime even as, many say that there is no change in working of bureaucracy.

Adjournment of business in Parliament

It is rather sad and depressing to see that in the Parliament and in the State Assemblies more often than not, pandemonium has become order of the day. MPs and MLAs walk into the well of the House and do not listen to the Speaker requesting them to maintain order. Opposition is seen always trying to force its way at the cost of the normal slated business for the day. This is done at the cost of the bills and important issues placed for the day for discussion. The elected leaders, the law makers should devote more time to the study of the laws, amendments and such important issues and should be more Parliamentary so that the scheduled business for the day is transacted. If the bills are passed amidst pandemonium, with a victory of the "ayes" over ' Nos", it is a breach of faith of the trust reposed in them by the voters. They should remember how much money the country is paying them by way of salary, perks and other benefits and in the conduction of the sessions. If sessions are interrupted, do they still feel justified in drawing their salary and remuneration for that period and availing of all the perks? It is for them to do a bit of introspection?

The 7th Pay Commission should also come out with an attractive package of VRS for the central government employees. Against this no fresh recruitment should take place. Savings on salary bill could be utilized for fast tracking e-Governance.

Filling up of vacancies

I endorse the view regarding filling up vacancies in Army/Navy by introducing recruitment system for candidates at 10+2 stage. This system should be replicated for all central govt. cadres including IAS, IPS, IRS, etc. After completion of specialized training they should be conferred degree in civil/defence administration. This will enable right selection of the talent as well thorough grooming of the selected candidates from a very young age. This will produce efficient and dedicated lot of civil and defence officers who will accomplish their work not as a service but as a mission to rebuild our country in the desired lines on all fronts.

I agree that police needs reforms. Police needs better treatment in working hours, salaries promotions etc too. VVIP usage also must stop. Above all police needs independence of action too, i.e. no political pressure please.

Road safety on PM's long wish list

By expressing his feelings on radio on July 26, the PM seems to have put road safety also in his long wish list, perhaps with the hope that someday Aladdin may lend him his magic lamp for fulfilling his wish list The proposed legislation, 'Road Safety and Transport Bill 2014,'' to make Indian roads safe is being edited and trimmed repeatedly indicating the drift and diffidence of the government. Everybody knows that even the most stringent and deterrent legislation will be useless without first making the implementing and enforcing agencies and stake-holders competent and compliant to effectively implement it. Even mild legislation, if properly implemented, can yield wonderful results. The legislation is in the making for almost a year, yet it's becoming law is not expected in the near future. The networking across the nation for dissemination and exchange of information for effective implementation is a pre-requisite, which may take much more time. So the government can live in day-dreams waiting for five years and expiry of its term, as hitherto-fore, done by successive governments, leaving the people in acute misery. It is least expected that government will deliver on this problem speedily, unless more VIPs help it by becoming casualties on roads, as the government worked at rocket speed earlier on the issue, when we lost Munde, a Cabinet Minister , on a new Delhi road

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
