DEBATE - Bureaucracy under NDA rule better !

Modi government has completed one year in office only recently and the perception about the functioning of bureaucracy, atleast, at the central level has started changing with the majority claiming that it is better under the present rule than the previous regime even as, many say that there is no change in working of bureaucracy.

Will Ajit Seth be Chairman of PESB ?
Name of outgoing Cabinet Secretary Ajit Seth has now started doing the round for the post of Chairman, PESB. Earlier the name of Seth was mentioned for the post of Vice Chairman, NDMA. If Seth is appointed Chairman then 1974 batch former IAS officer Seth would be there on the post for one year. Tenure of present Chairman who is his batch mate is coming to an end on August 15.

RK Sharma leaves R&AW

RK Sharma is leaving R&AW to join parent Assam-Meghalaya cadre. On return, 1983 batch IAS officer Sharma is expected to be appointed DG, Home Guards and Civil Defence.

Pro-criminal sentiments a bane

Comments about police reflect the present bias of a society which is more bothered about the rights of a criminal rather than the victim. This pro-criminal sentiment is the bane of our society and therefore police reforms are awaited since 1902 when the first commission submitted its report. No one wants the police to be effective as the ability to break law is treated as a status symbol even by the educated in our society. We will continue to be like this most shamelessly.

I fully agree with the views of S Das, published on August 3, 2015 under the heading of "There is no rule of Law in MOS&PI,www.whispersinthecorridors.com. If it is correct that transfer of ISS & SSS are frequently made without any existing transfer policy, as per DOP&T instructions, then the responsibility of concerned officials may fixed and all concerned officials may be punished.

Not all cops are to blame

Nothing can be far from truth. As always in typical IPS (I Play Safe?!?!) style he has sought to pass on the burden to everyone else for everything afflicting the police except to its inefficient and pliant leadership of IPS. The law is set in motion at a police station. They do not do so promptly. The SP waits for every political clearance before taking any action! Whereas law empowers the police adequately, its leadership makes it rudderless. It is said even IPC is enough to set right the system if police, rather its IPS leadership, worked efficiently and impartially. And that's where the problem lies.

Sigh of relief

It is good that the government will heave a sigh of relief as it is overburdened and majority of the budgetary allocations are spent in paying them salary and perks without any contribution. At least one of them is destructive and it is good to salvage whatever is possible.

DATE WITH RTI

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
