Modi government has completed one year in office only recently
and the perception about the functioning of bureaucracy, atleast, at
the central level has started changing with the majority claiming that
it is better under the present rule than the previous regime even as,
many say that there is no change in working of bureaucracy.

Constitute CSB- SC Direction to Union and State Governments
The Supreme Court in Judgment dated 31.10.2013 directed the Centre,
State Governments and the Union Territories to constitute Civil Services
Boards (CSB) with high ranking serving officers, who are specialists
in their respective fields, In compliance of the Apex Court's directions,
amendments in rule 7 of the IAS, IPS and IFS (Cadre) Rules have been
carried out by the GOI vide notification dated 28.01.2014. For the other
Central Services, the respective Cadre Controlling Authorities have
been directed to implement the Apex Court's directions. The direction
of the Supreme Court is also for compliance of the State Governments/UTs.

Dr Soumya Swaminathan has been appointed as Director General, Indian
Council of Medical Research (ICMR)-cum-Secretary, Department of Health
Research for a period of three years.

About 60,000 reserved category vacancies filled up
During the special Recruitment Drive about 60,000 backlog vacancies
in Government of India's various ministries/departments were filled
up. As per information 48,034 backlog reserved vacancies for Scheduled
Castes, Scheduled Tribes and Other Backward Classes were filled up by
March 31, 2012. In the second round 19,676 backlog reserved vacancies
were also filled up during the period April, 2012 to December, 2014.

Adjournment of business in Parliament
This is a very sorry state of affairs going on in the Parliament
for the last two weeks. There is no business in the Parliament, the
reason being the Opposition. Whatever their demand is, they should have
let the Parliament do their normal business and also put forward their
demand. By not letting the Parliament work does not mean that they are
doing something good. They are wasting national money. With this state
of affairs, I really appreciate the patience shown by the Speaker of
Lok Sabha and Chairman, Rajya Sabha. I fully support the decision of
the Speaker for suspending the unruly Members of Parliament. I will
also request the Chairman, Rajya Sabha to take similar action in Rajya
Sabha too.

There is no rule of Law in MOS&PI
I fully agree with the views of Manoj Sinha published on August 2, 2015
under the heading of "Misuse of ISS, CSS officials in MOS &
PI in www.whispersinthecorridors.com. All transfer orders issued by
MOS&PI without any notified transfer policy should be cancelled
and concerned officials of ISS & SSS should be posted to previous
location. Simultaneously, a disciplinary proceeding may also be initiated
against all culprits so that vested interest of senior officers may
be restrained. Apart from this transfer policy should be framed immediately
in respect of both Indian Statistical Service (ISS) & Subordinate
Statistical Service (SSS) to stop the victimization of member of both
service.

Restructure of steel PSU
I agree with the opinions given in the forum. It is need of the hour
to trim personal and HRD. Here show me the man I will show the rule.
The performance appraisal system is meant for corrupt, fraud; kith and
kin of top brass, politicians, and the lateral appointments are itself
a proof. One executive director forged his age affidavit from 1953 to
1958, his class mates, batch mates are retd, but still his continuing
and attended PESB interviews. Even Vigilance knows but could not because
of strong connection. It is need of hour to investigate and purge the
PSU

Arbitrary exercise of Power by a Director in DFCCIL
Selection of Directors made by PSEB during the tenure of the current
chairman PESB is questionable. Persons without commensurate experience
and exposure to HR have been appointed as Director in charge of HR matters
in DFCCIL. AS a result while there are five GM's looking after operations
though there are hardly any operations yet on the other hand there is
only one GM looking after HR. matters of over 1000 employees. Exercise
of power is arbitrary and based on the whims and fancies of the concerned
director. Favourites are sent on foreign tours again and again. There
is complete mismanagement of hired vehicles and there is arbitrary reduction
in the pay and perks of senior officers without any explanation or communication
of any reasons to the concerned officer.

The chief advisors of home minister in Jaipur, recently got completed
the SP conference. The three, Kapil Garg ADG, Govind Gupta IG, Rajeev
Dash ADG, remotely handled the state police. Whereas the actual DGP
sat in third row of the conference along with SPs.

Dearth of honest officers
High time this happens. Corruption is at its peak and cops are involved
in all crimes such as rape, extortion etc. On a daily basis corruption
has hit the skies. Police are indulging in filing false FIRs after accepting
money from complainant and trying to extort. There is a dearth of honest
officers.

No rule of law
MoSPI is not the exception. There is no rule of law in either of the
Ministries/Departments of the Government of India. Especially the Ministers
and Bureaucrats are availing perks & facilities much more than their
entitlement. The CVC and PMO also give a blind eye to it. People who
may have pick-pocketed only Rs.10/- may still be languishing in Jail
for more than a decade.

Filing of RTI Application to know the fate of earlier application
An application was under the RTI Act seeking information regarding
action taken on an earlier RTI application and first appeal filed
by the Complainant. A reply was sent to him on but the Complainant
stated that he did not receive this reply. The Respondents volunteered
to send another copy to him. While noting that no further action
is due on this RTI application, the CIC observed that the right
course of action for an RTI applicant, in the event of the PIO
not responding to his RTI application, is to file an appeal to
the First Appellate Authority and thereafter, if necessary, an
appeal / complaint to the Commission. Instead, the Complainant
took upon himself to enquire into the delay on the part of the
Respondents in responding to his earlier RTI application by filing
yet another RTI application. Filing of such applications is avoidable
because the RTI Act provides for appeals / complaint process in
the event of unsatisfactory action by Respondents on an RTI application.
Such applications needlessly clog the system.
Comments
RTI act is a self contained act which provides
for the mechanism to deal with cases where replies have not been
received. An applicant should use the modalities provided under
the Act which can provide him the best results.
