Leakage of PDS kerosene is 41%

As per the Report of the National Council for Applied Economic Research (NCAER) of October, 2005, total leakage is estimated at 38.6% of total sale of PDS kerosene and as per Economic Survey 2014-15, estimated leakage of PDS kerosene is 41% of the total allocation of PDS Kerosene made to States/UTs for the year 2013-14.

Eight states fully rolled out CCTNS

Many states are adopting Crime and Criminal Tracking Network & Systems (CCTNS). Tamil Nadu, Andhra Pradesh, Gujarat, Telangana, Delhi, Karnataka, UP and Haryana have fully rolled out CCTNS project. Out of 14,324 Police Stations in the country, approximately 11,000 Police Stations are using CCTNS Software for registration of FIRs. Out of this, about 9,000 Police Stations registered 100% FIR through this system only.


DEBATE - Bureaucracy under NDA rule better !

Modi government has completed one year in office only recently and the perception about the functioning of bureaucracy, atleast, at the central level has started changing with the majority claiming that it is better under the present rule than the previous regime even as, many say that there is no change in working of bureaucracy.

Newly appointed Chairman of TRAI, RS Sharma will take over charge on Monday. He is a former 1978 batch IAS officer of Jharkhand cadre.

Kaushik Rakshit selected as Director (Fin), HIL

Kaushik Rakshit, GM, NSC, has been selected for the post of Director (Finance), Hindustan Insecticides Limited (HIL), at a Public Enterprises Selection Board (PESB) meeting held on August 7, 2015. As many as 11 persons were interviewed for the same.


Rakesh Garg is also Secretary, Electronics & IT

Rakesh Garg has been assigned an additional charge of Secretary, Department of Electronics and Information Technology. He is a 1980 batch IAS office officer of UP cadre.

Anu J Singh has been appointed OSD in the office of Principal CCIT, Delhi 2 while Aparna Karan was posted as OSD in the office of Principal CIT, Patna and Prabhjot Kaur is OSD in the office of Principal CCIT, Bhopal. Besides, RK Gupta was posted as Joint CIT in the office of Principal CCIT, CCA, Delhi region.

MOD to procure 56 transport Aircraft

Ministry of Defence has a proposal to procure 56 transport aircraft as replacement for the ageing fleet of Avro aircraft through 'Buy & Make' route has been accorded Acceptance of Necessity (AoN) by the Defence Acquisition Council (DAC). Out of these, 40 aircraft will be manufactured in India by an Indian Production Agency (IPA) from the private sector.

M.Phil & PhD in Disaster Management

Jawahar Lal Nehru University (JNU) will start M.Phil and PhD programmes in Disaster Management for the first time in India. The National Institute of Disaster Management NIDM will be providing financial assistance amounting to Rs 4.14 crores (@ Rs. 1.38 crore per annum, to JNU over a three year period i.e. 2015-16 to 2017-18 to start the said courses.

"Is Parliamentary democracy a waste of time ? "

Both houses of Indian Parliament wasted the monsoon session without legislation. Proceedings are being washed out, day after day, amidst sloganeering and placards waving by Opposition MPs, smiling and chuckling at Treasury benches. Is this the Parliamentary democracy, we are proud of ?

Restructure of steel sector PSUs

It is the need of hour. The steel sector PSU's should be restructured because of corruption, frauds etc. Units of RINL, Bhilai, Chandrapur, Bhadravati, Salem, Cochin, etc. should be merged under RINL. Others are Under SAIL. Units head quarters under sail located at Kolkata, Chennai, Mumbai, Delhi etc. should be relocated at Ranchi. CMO should be trimmed. Make SAIL organization structure should be pyramid type and presently inverted pyramid. KPMG report should be disclosed. appraisal system of sail should be totally revamped as developed corrupt, frauds, casteism, regionalism, and TA's, PA and promotes gets benefitted. Bring honest, sincere and qualified and suffered to top and investigate all forged age certificates and qualifications and take action against. Investigate all lateral level appointments since 1994 onwards.

Pro-criminal sentiments

On 'Pro-criminal sentiments a bane' by Kumar. What great service the Punjab police was doing yesterday by beating the three kids after taking their clothes off. If they were at fault how taking off their clothes will help the victim? First police to have to be impartial in dealing with the weak and the influential. Why people with connection get bails and acquittals? And do they have power of a judge to do instant justice?

Filing of RTI Application to know the fate of earlier application

An application was under the RTI Act seeking information regarding action taken on an earlier RTI application and first appeal filed by the Complainant. A reply was sent to him on but the Complainant stated that he did not receive this reply. The Respondents volunteered to send another copy to him. While noting that no further action is due on this RTI application, the CIC observed that the right course of action for an RTI applicant, in the event of the PIO not responding to his RTI application, is to file an appeal to the First Appellate Authority and thereafter, if necessary, an appeal / complaint to the Commission. Instead, the Complainant took upon himself to enquire into the delay on the part of the Respondents in responding to his earlier RTI application by filing yet another RTI application. Filing of such applications is avoidable because the RTI Act provides for appeals / complaint process in the event of unsatisfactory action by Respondents on an RTI application. Such applications needlessly clog the system.

Comments

RTI act is a self contained act which provides for the mechanism to deal with cases where replies have not been received. An applicant should use the modalities provided under the Act which can provide him the best results.
