Perhaps for the first time in GoI, instead of appointing new Secretaries, the government has decided to give additional charge of vacant departments to various Secretaries. The ACC approved additional charges of six departments to five secretaries.

Five secretaries of different departments have retired on September 30. They are- Gurdial Singh Sandhu, IAS (RJ:1980), Divya Prakash Sinha, IPS (TR:79),Sanjay Singh, R. Vijaykumar, IAS (TN:78) and Rakesh Singh, IAS (PB:78).

NTPC pays total dividend of Rs. 2061.37 cr for FY 2014-15 (UPDATED)
NTPC Limited paid a total dividend @ 25% of its paid-up capital for the financial year 2014-15, amounting to Rs. 2061.37 crore. The dividend payment is 5th highest among Public Sector Undertakings. No tall promises

The CBDT is not making tall promises. The budget collection targets are set at the beginning of the year with a particular contemplated rate of economic growth. This figure is not final (and obviously cannot be). During the year, this is revised by the Government after reviewing the projected economic growth figures. Perhaps unfamiliarity with the process of setting and refining targets has begotten ignorance which has been broadcast by using your esteemed channel.

Collection targets

There is no scientific basis for fixation of collection targets. Also one has to keep in mind that CBDT had agreed to give 1% of collections over and above the targets as infrastructure fund to the Department. Thus, targets are set unrealistically and unreasonably high.

CBI searches

Instances of the CBI conducting searches on the slightest of whims is not unknown especially if the officers are either IAS or IRS. Would the CBI have done the same if the position of the JD, ED was occupied by an IPS officer? The truth is that the CBI officers have no knowledge of technical matters and act high-handed and function in the same way as state police officers in the "lathi-danda" style. It is time that the CBI is more broad-based drawing officers other than the IPS who possess far greater technical knowledge so that the soft-corner for officers of a particular service forming the senior management in the said organization is removed.

MACP system

The proposed decision of the 7th Pay Commission to do away with MACP system is a welcome move. But, it needs to take into consideration the fact that much damage has already been done to the employees due to MACP. For instance, those who completed 24 years of service got financial upgradation in terms of promotional hierarchy in their respective organisations and in some organisation new Grade Pays are not at all applicable. So, the 7th PC should advise that all promotions and upgradations so far granted should be ignored and the employees should be given upgradation in promotional hierarchy after completion of prescribed years of service viz. 10, 18, 25, 32, etc. Will the so called intelligent leaders of the trade unions press for this ?

CPMF personnel


This is regarding the state of morale amongst the personnel of CPMF like BSF. The orchestrated media management by the retired Defence personnel on the issue of OROP and some derogatory statements by retired generals and total lack of reaction from the powers that be in these organisations has further aggravated the situation. The lack of any structured response to the ugly comments from the Generals emanates from the fact that most of the top leadership in these organisation do not belong to these forces. They are the deputationists from IPS who have no love lost for these forces. They are simply here to cool their heels for a cushy tenure at the centre and do not have any interest in the affairs of the organisation. That is only one of reasons for the low morale. The other reasons are lack of infrastructure at the BOPs, difficult operational conditions, lack of rest and relief and the worst, NO Avenues for personal and professional growth.

Reservation in promotion

While giving judgement in M. Nagaraj's case during the year 2006, the Apex Court has clarified that reservation in promotion cannot be given by the Government unless it satisfies itself by quantifiable data that there was backwardness, inadequacy of representation in public employment and overall administrative inefficiency and unless such an exercise was undertaken by the Government, reservation in promotion with consequential seniority cannot be provided. It is not understood why Government is still extending reservation in promotion, bypassing the landmark judgement of the Apex Court. It is a clear case of contempt. It is also not understood why the print and electronic media is totally silent on this epoch making judgement. Now the time has come, when the Govt. should come forward to clear its stand.

Information regarding the officials who were compulsorily retired

The Appellant sought information regarding the officials of the Aligarh branches of the bank, who were compulsorily retired or took voluntary retirement during the period January 2003 to December 2005. The information was denied by the Bank under Section 8 (1) (j) of the RTI Act. The Appellant made certain allegations of irregularities in the functioning of the Respondent Bank and stated that disclosure of the information sought by him is also a matter of larger public interest. The CIC noted that compulsory retirement is a punishment imposed on officials as a result of disciplinary proceedings. Referring to the Supreme Court judgment in Girish Ramchandra Deshpande vs. Central Information Commissioner & Ors. [http://www.rtifoundationofindia.com/dopt/SCDecision.pdf], the CIC ruled that information concerning disciplinary action against third party officials is exempt from disclosure in the absence of a finding of larger public interest. Observing that the information concerning those who obtained voluntary retirement is also their personal information, the CIC upheld the order of the bank and rejected the appeal..
