Will Harsh Vardhan Singh be new Chairman of CCI ?
Name of Dy Director General in WTO Harsh Vardhan Singh has started doing the rounds for the post of Chairman of Competition Commission of India (CCI). Name of a couple of IAS officers is also in circulation.

What Power Ministry thinks about NTPC, CMD ?
If discussion in the corridors of Power Ministry is to be believed, a tie for the post of CMD, NTPC is between two technocrats Director (Finance) NTPC K Biswal and Chairman, REC Rajeev Sharma. From the private sector name of Praveer Sinha MD and CEO of the Tata Power Distribution Company ,Delhi is in circulation. In reality no one knows the mind of the PMO.

Why orders were not issued?
The much awaited orders of appointment of new Secretaries could not be issued on the last day of the month that is November 30.Though officials are tight lipped but the subject was topic of discussion in the power galleries through out the day. Orders of about 4-5 secretaries were expected to be issued. Now the orders are expected to be issued when PM returns from abroad.

Senior IRS officer A K Jain appointed CBDT's Acting Chairman

Indian Revenue Service (IRS) officer A K Jain has been appointed acting Chairman of the Central Board of Direct Taxes (CBDT) after the retirement of its Chairperson Anita Kapur. Jain, a 1978 batch IRS officer, will be holding additional charge as Chairman of CBDT. He is at present Member (Personnel and Vigilance) of CBDT.

Did CVC not give clearance to Jain's appointment ?

There are strong reports that the CVC has so far not given clearance of the appointment of A K Jain as Chairman of the CBDT. As such, he has been appointed acting Chairman of the Board.

Outgoing CBDT Chairperson Anita Kapur appointed Adviser on tax reforms

Chairperson Anita Kapur, who retired on Monday, has been appointed an Adviser on tax reforms in the Finance Ministry for six months. She will be contributing to the Ministry's efforts for creating better taxpayer services, bringing in an improved direct taxes regime and also help in preparing the Union Budget for the next fiscal.

I do not agree. YV Reddy's grounding in IAS is equally contributory to his success as RBI governor as conventional economists were chasing market. Talent where ever it is need to be tapped. The exercise need to be objective.

Modi losing balance

Modi seems to have lost balance with the great treatment, which he has been receiving from abroad. So far there has been no wrong step from his side in so far as the administration is concerned. Now the people want to see things happening at ground level. His Government has already taken some good policy decisions. Now is the time to follow their implementation. A number of good governance reforms is already there i.e. recommendations of the 2nd Administrative Reforms Commission on which government approval whether the past/present government is there. The Secretaries and the Chief Secretaries are going in a lackadasical manner. They are not conducting their regular monthly meeting to review implementation of the accepted recommendations. If this along with e-Governance is done regularly for say one full year half the battle is won.

Disclosure of the name of the whistle blower under PIDPI

The appellant filed a complaint related to malpractices in purchase of medical material like Fumy floor solution, Multipurpose cleaning solution etc. to the CVC. He stated that after the receipt of the complaint, the CVC had sent a letter to him seeking the identity. The envelope containing that letter was superscribed as "Public Interest Disclosure & Protection of Informer Resolution (PIDPI)". In spite of this, the envelope was opened by the then Medical Superintendent because of which his identity and name was unnecessarily revealed. He sought to know whether the confidential letters in favour of any doctor/employee can be opened by the medical superintendent of the hospital and related information. The CIC issued a show cause to the PIO to show-cause why penalty should not be imposed on him for not furnishing the information within the prescribed period and why compensation should not be awarded to the appellant.

Comments

The PIDPI requires the Competent Authority to conceal the identity of the complainant and the documents or information furnished by him, for the purposes of enquiry under this Act. Hence, the officers and staff should be careful about which envelopes to be opened and by whom.
