Why AAP govt is after Delhi CP ?
AAP led Delhi govt has ordered an enquiry into an alleged complaint
against B. S. Bassi, Commissioner of Police, Delhi. It is alleged that
Bassi have purchased two flats in different group housing societies
in Delhi. Bassi is due to retire in February next year and relations
between him and the AAP govt have never been cordial. Now the buzz is
that with this action Delhi govt want to check Bassi's post retirement
rehabilitation chance, if any or AAP govt wants to give clear massage
to his successor? .

Name of outgoing CJI Justice H L Dattu is
believed to have been cleared at a high level meeting for the post of
the Chairman National Human Rights Commission (NHRC). Name of one Member
is also said to have been recommended.
Who will be new CIC -meeting today ?
Who will be new Chief Information Commissioner in the Central Information
Commission?. Name is likely to be decided in a high level meeting scheduled
for December 11.
Two IAS officers short-listed for CMD of NTPC
Two IAS officers, Alok Tandan (1986 batch UP) and Tarun Kapoor (1987
batch HP), have been short-listed for the post of CMD NTPC.
Tug-of-war over between Technical, Non-technical officers over 200 JS
level posts
A tug-of-war has been simmering between Technical and Non-technical
officers since a move initiated for the creation of 200 Joint Secretary
level posts for Technical officers in Government of India. However,
the Department of Personnel and Training (DoPT), Secretary, Sanjay Kothari
is said to be against the proposal while Cabinet Secretary maintains
silence on the issue.
Railways to reduce number of services - recommends Committee ?
High Level Railway Structuring Committee strongly recommends reduction
in the number of group-A services in Indian Railway. The committee has
given two options. One is the amalgamation of all existing services
into a single unified Railway Service. The second option is that IR
should consolidate and merger the eight organized group -A services
into two services- the Indian Railway Technical Servie (IRTech S) comprising
five services-IRSME,IRSEE,IRSS, IRSE & IRSSE and the Indian Railway
Logistic Service (IRLogS) comprising the three non-technical services
IRTS,IRPS & IRAS. Bibek Deboroy, Member ,NIITI Aayog was Chairman
of the Committee.

Six states to have Flood Forecast stations first time
Believe it or not six states of India - Arunachal, Himachal, Kerala,
Sikkim, Rajasthan and Tamil Nadu will have flood forecasting stations
for the first time. Maximum 14 stations will be set up in T.N. Ministry
of Water Resources will set up 80 more such stations in those states
already having flood forecasting stations in the current five year plan.

'Odd-even' formula raises more questions than answers
While it is too early to dismiss the 'odd-even' formula proposed by
the Delhi govt as mere gimmick, it raises more questions than answers.
On the one hand there is virtually no public transport system - the
Metro is highly overcrowded and cannot carry any more burden, DTC has
been too neglected for a long time, the auto rickshaw drivers loot the
public, take you for a 'ride' - and on the other hand there is no enforcement
of existing pollution norms in Delhi. One thing I don't understand is
the reason for no pollution check. No vehicle - whether car or motorcycle
- carries a valid PUC. Since there is no checking of PUC certificates,
no one bothers to get their vehicles pollution checked. The pollution
checking centres are lying idle.
Remember the late 1990s when the levels of pollution had risen to alarming
levels. The Court had to forcibly make the state govt convert the DTC
buses and all other public transport vehicles including auto rickshaws
from diesel to CNG. The situation had vastly improved. But we made the
mistake of allowing diesel run private cars. The cheaper diesel option
entices car buyers and with the technological advancement, diesel cars
are not that difficult to maintain. The solution now is to ban new diesel
cars from Delhi roads and all existing diesel cars must convert to CNG
within a pre-determined time frame.
We talk only about polluting cars. What about scooters/motorcycles?
Don't two-wheelers pollute? Delhi's two-wheeler population is more than
double that of cars. The CSE data says two-wheelers contribute 31 per
cent whereas cars and other four-wheeled vehicles contribute 20 per
cent of Delhi's vehicular pollution.
It needs no mention that beating the system is too easy for a majority.
If nothing else, buy another vehicle with a different number sequence.
We are not China. A democracy has its own limitations.
The high and mighty who support the formula will be sincere to the cause
only if they commute to their place of work either by walk/cycling or
by public transport at least on alternate days. Otherwise, it will be
mere attention grabbing. If they order their office to provide different
vehicles on different days, it will be a farce.
Agreed. The situation is grim. But we were in a slumber and allowed
the situation to get grim. Now don't punish the hapless middle class
alone because the richer class already have fleet of cars. They do not
have to be worried about odd or even numbers.
The debate leads to a situation somewhat akin to the world climate
talks where the ones who have contributed more to the problem, or have
created and nurtured the problem, are now lecturing and trying to muzzle
the middle class guy who has just one motor car.
The real beneficiaries of this ill-conceived prescription will be taxi,
auto and private bus operators in the short term and the automobile
manufacturers in the longer term.

Delhi is not alone
Most cities and towns in India have very polluted air. At least Delhi
is thinking of doing something for it, right or wrong. Most cities need
to do something about it. Maybe the Central Government can convene a
meeting of all Municipal Commissioners/ administrators of the towns
and cities worst affected (smaller towns could be as badly affected
as metros)along with the Environment Secretaries of the states to which
these towns and cities belong, to work out an action plan in tandem
with the State Governments to deal with the issue. Data and best practices
can be shared, resources pooled and uniformity of approach ensured.
For instance, if burning of crop stubble is reduced in Punjab, Delhi
and UP will also benefit, apart from Punjab.

Restrict car manufacturing and sale to combat pollution
There is huge supply of cars in the Indian market and the companies
are making all out efforts to sell more and more cars. Approvals for
manufacturing new cars is constantly on the rise. There is no restriction
of buying cars and those who have money buy more than one car. Unless
this whole business of manufacturing and regulating car sale is seriously
tackled gimmicks like Odd-Even number cars plying on certain days cannot
succeed as witnessed in other countries where this has been tried.

High-tech bank frauds
High-tech frauds thrive in the shadow of India's banking boom. The astronomical
figure of fraud of rupees 12000 crores in one year speaks volumes of
the large-scale involvement of tech-savvy people in the crime and the
colossal failure of the bank authorities to prevent and contain this
sophisticated robbery. The online banking and ATM transactions are proving
nightmarish for the bank customers. The menace is speedily spreading
like plague, The prime reason of the spread of this menace is disinterest
of the banks to pursue such cases and the equal apathy of the law enforcing
agencies to crack the whip to solve such cases. The Ministry of Finance
and RBI must intervene to issue instructions to the banks to lodge police
complaints in such cases at the instance of the defrauded account holders
and pursue them. The compensation/ reimbursement of such losses may
also be insured and ensured, otherwise many hapless persons would continue
to be targeted fearlessly.

Duration of inspection of the documents
The complainant submitted that the PIO had allowed the inspection
of the records in question for 15 minutes only and that too with
the condition that the entry to the building for the purpose of
inspection shall be at the discretion of the security agencies.
The FAA directed the PIO to provide access to the records to the
appellant in such a manner that the purpose of the application
is fulfilled. The complainant alleged that the PIO has been persistently
causing obstruction to supply of the information to the complainant
despite the orders of the FAA. The PIO contended that he made
effort to get file located which was more than ten year old and
had given prior intimation for inspection of documents. The complainant
admitted that he has been provided the requisite information though
there has been a delay and demanded to be compensated. The CIC
held that due to communication gap, there was a delay in the inspection
of the file by the complainant and no further action is required.
Comments
The duration of inspection and convenience of the applicant to
inspect the documents was the issue under consideration in the
case. Under RTI Rules, an applicant is entitled to one hour inspection
free of any charge and thereafter, on payment of fees. A PIO should
not restrict the timings of an applicant arbitrarily which may
lead to a charge of obstruction to free flow of information.
