Brat has washed his hands off and said Shredder did it on his own ....
M: So ...the owner of the Bhoot Bangla and his friends will tell the Cops it was Brat who ordered Shredder...

Prohibition may add romance to the booze
When Nitish Kumar announced the prohibition of liquor in Bihar from the next financial year, every enlightened India is rightly and realistically skeptical of the success of the laudable policy. The earlier experience of such policy in other states including Gujarat, where this policy is presently in operation, has shown that prohibition gives rise to other sources of unlawful supply of illicit liquor to the drunkards. After the idea was made part of the Directive Principles ,many states after Independence tried their hands to implement prohibition, but unfortunately there has not been any success story to emulate. UP Assembly Elections will be held in February,2017,so the areas of Bihar bordering UP may pose big challenge to stop the bootleggers from smuggling the illicit liquor in the demanding neighbourhood .The rural Bihar is still not very well connected with the road network, poverty is still a big challenge. In the states where there is no prohibition, illicit distillation and sale of liquor has been a very big problem. In the prohibited areas, when the demand would increase, many people will be tempted to adopt the business of brewing illicit liquor and in the parlance may give rise to the hooch tragedies. The troubled Nepal areas may also compound the problem by smuggling the commodity from across the border. Nitish with his extra-ordinary attributes and administrative acumen and experience will have to accept the challenge of potential snags of causing failure of the grand policy and make it a success for the other states to emulate.

Strange ways of our politicians
Strange are the ways of our politicians. Do wrong things some bordering on criminality, indulge in corruption ,loot the country when in power, and when these misdeeds come to light and someone starts investigation and the matter comes under judicial scrutiny cry 'Vendetta 'by the Government in power. That is what the mother and son duo of the Congress party are doing. They are taking the country to ransom by blocking GST and other bills required to take India on the growth trajectory. Is it not another criminal act to misuse their status as Members of parliament for merely obstructing its functioning. Have they been voted as such to serve their personal agenda. By protesting against a judicial order to be present personally in court are they not guilty of contempt of court? They think as VIPs they are too big to appear before a 'lowly' magistrate. The tragedy is that the poor janta of this country cannot grasp their clever moves and would not understand the intricacies of the Herald case and can thus buy the 'harassment 'theory. It is high time that they should be exposed. One reason why they are emboldened to be aggressive is since so far no progress has been achieved on the multi-scams during UPA rule be these 2G spectrum ,Coal Mines allocation and sundry others. We have not been able to even put the fear of God in the accused after 18 months. So everybody goes about his business without bothering about this Government.

DATE WITH RTI

Duration of inspection of the documents

The complainant submitted that the PIO had allowed the inspection of the records in question for 15 minutes only and that too with the condition that the entry to the building for the purpose of inspection shall be at the discretion of the security agencies. The FAA directed the PIO to provide access to the records to the appellant in such a manner that the purpose of the application is fulfilled. The complainant alleged that the PIO has been persistently causing obstruction to supply of the information to the complainant despite the orders of the FAA. The PIO contended that he made effort to get file located which was more than ten year old and had given prior intimation for inspection of documents. The complainant admitted that he has been provided the requisite information though there has been a delay and demanded to be compensated. The CIC held that due to communication gap, there was a delay in the inspection of the file by the complainant and no further action is required.

Comments

The duration of inspection and convenience of the applicant to inspect the documents was the issue under consideration in the case. Under RTI Rules, an applicant is entitled to one hour inspection free of any charge and thereafter, on payment of fees. A PIO should not restrict the timings of an applicant arbitrarily which may lead to a charge of obstruction to free flow of information.
