Who will be Chairman of SEBI ?
Who will be new Chairman of the SEBI ? Informed sources say that four persons have been short-listed for the prestigious post. They are Arundhati Bhattacharya, Ramesh Abhisekh, Thomas Mathews and Rajiv Agrawal. Another source said that present Chairman U K Sinha is being given one year extension in February. One can only wait and watch.

Insiders are aghast at the brazen chicanery in CBEC's order allocating Zones to Members. Defying precedence, Chandigarh Chief Commissionerate has been carved out of North Zone and merged with a new NORTH WESTERN ZONE. That there is geographical boundary of Jaipur and Haryana and therefore Punjab could explain away the contiguity issues; yet the order has more meaning, in as much as the order has obviously been issued to accommodate/continue the new Member's hold over his old charge. The charge of KK Sharma reads as TaxPayers Sevices. Wonder what happened to charge of Service Tax, unless, CBEC is already tuned into GST, notwithstanding Parliamentary logjam.

Implement similar exercise

In the year 2010 the Government approved a proposal for the Cadre Restructuring of the Central Secretariat Service (CSS). This proposal included earmarking 40 posts as Directors in the PB-4 scale of pay as Join Secretary (in-situ) with Grade Pay of Rs.10000/-. The essential pre-requisite for the proposal was that they would be no additional financial expenditure (paragraph No.6.1 of the Chapter 6 of the Cadre Restructuring of the Report). However, subsequent to the implementation the Join Secretary (in-situ) although posted against the post of Director are taking Transport Allowance of Rs.7000/- as against Rs.3200/- and the others are taking Staff Car facility. The officials are initially recruited in Group 'B' post.
The officials of Group 'A' organized services are recruited at Group 'A' level. In that service also Director level officers got non-functional up gradation of grade pay of Rs.10000/-. At many places they were also drawing Transport Allowance of Rs.7000/-. The Department of Expenditure noted this and has issued that only regular JS level officers are entitled for Staff Car (1994 instructions) and they can only get Transport allowance of Rs.7000/-. The High Court has backed the Government. Large scale recovery is taking place all over as per Supreme Court Orders. Similar exercise should also be carried out it in the Central Secretariat Service in respect of JS (in-situ).

Granted that law makers for whom politics is the only profession deserved better treatment as far as their pay and perks are concerned. What are the reasonable parameters to adjudge the adequacy of decent living for the legislators? These should be uniform across the nation and Speaker's forum should take a call on it. First you make dozens of legislators as Parliamentary Secretaries and Chairmen of various organisations and then the salaries are enhanced four-fold in one go. Is Delhi Government managing the public affairs or only the MLA's affairs. None among the so many Aam aadmis, who have already got the means to live comfortably, has come forward to part with some portion of his salaries or spoken against the wasteful posts of Parliamentary Secretaries.

DATE WITH RTI

Duration of inspection of the documents

The complainant submitted that the PIO had allowed the inspection of the records in question for 15 minutes only and that too with the condition that the entry to the building for the purpose of inspection shall be at the discretion of the security agencies. The FAA directed the PIO to provide access to the records to the appellant in such a manner that the purpose of the application is fulfilled. The complainant alleged that the PIO has been persistently causing obstruction to supply of the information to the complainant despite the orders of the FAA. The PIO contended that he made effort to get file located which was more than ten year old and had given prior intimation for inspection of documents. The complainant admitted that he has been provided the requisite information though there has been a delay and demanded to be compensated. The CIC held that due to communication gap, there was a delay in the inspection of the file by the complainant and no further action is required.


Comments

The duration of inspection and convenience of the applicant to inspect the documents was the issue under consideration in the case. Under RTI Rules, an applicant is entitled to one hour inspection free of any charge and thereafter, on payment of fees. A PIO should not restrict the timings of an applicant arbitrarily which may lead to a charge of obstruction to free flow of information.
