Bank Board Bureau to start from April 2016


With a view to improve the governance of Public Sector Banks (PSBs), the Government has decided to set up an autonomous Bank Board Bureau (BBB). The Bureau will search and select heads of Public Sector Banks and help them in developing differentiated strategies and capital raising plans through innovative financial methods and instruments. The BBB is proposed to start functioning from 1st April, 2016.

This is the great PR Department of MEA !

Since Day One of his assuming office, PM Narendra Modi has been insisting that all departments should remain up-to-date on information related to their fields but who cares, not atleast MEA, or so, it seems.
Believe it or not, the Ministry of Ext ernal Affairs (MEA) doesn't even have the profiles of officials posted as Indian Ambassadors abroad. It does not has their photographs either. And this when our tech savvy PM has been insisting upon 'ready reckoners' .

The above lacunae in such an important Ministry with such a huge set up came to light last month after the Government of India appointed about a dozen Ambassadors.

Soon after the appointments, after the news regarding the same was flashed on whispersinthecorridors.com, our Special Correspondent got in touch with offices of Vikas Swaroop, Joint Secretary and Director, XP Division, MEA, who is also spokesperson for Ministry of External Affairs and requested them for the profiles and pictures of the new appointees.

As per advise, an e-mail was also sent to him on Oct 17 and then again on Oct 19, 2015.
"(Dear Sh Swarup, You might have aware about website 'Whispersinthecorridors.com', which deals with the govt appointments ,postings and service related other matters. Recently many diplomats have been posted at various places. I shall be grateful that if you kindly provide us profile of officials in the attached list. Thanks and Regards)" .

On Nov 5,2015 JS XP office informed that such info will be given by Admn.. accordingly request was emil to JD adm on Nov 7-Later on our request, Y.S.Kataria Dy Director, PIB, looking after MEA publicity also emailed a request to Masakui also on Nov 7, 2015.

However, after few days Amit Kumar, SO, Admn Section , MEA informed us, "we are not having such records. If some one ask we write the particular Embassy for the same and it takes time".

Meanwhile, whispersinthecorridors arranged the profiles and pics in question through other sources as it was to meet the deadline for publication.

B: Media follows him night and day ...if this is the truth why did he not take on the people who blocked him in Assam itself after the incident ...Gogoi would have ordered a Inquiry there and then and embarrassed those responsible ..in such issues the timing of the reaction to the provocation is vital. ...as there is a Congress Government in Assam if a Inquiry now somehow confirms this incident took place it would not be the same as if he had reacted there and then... then it was live cooking ...like our Pasta ...now it'll be Oven Baked like the Pizza...

B: When BJP won and Congress was reduced to 44 in the House...after some time there was some sympathy for Congress ....now BJP and Modi are getting all the sympathy .... 'see he wants to deliver promises he's made but Congress not letting him deliver' ' being unfairly targeted' ...

M: Rahul's also taken up the case of the Delhi oustees .... announced ..if anyone is being forcefully ousted to meet him ...he will take up their cases in Parliament ...
B: Doesn't he realise for him to do so he has to let Parliament function first . ...now my friend let's enjoy our meal ... rest assured 'they' do not think of Nation or us when they enjoy a meal..

Arvind Kejriwal and Lalu : what are the similarities in political style?

Lalu Prasad Yadav is one person who perfected the art of communication- he thumbed his nose publicly at the padha-likha log"", who were dispensable; he talked to the public in their own style, his voter was the illiterate, poor man who could be taken for a ride by emotive appeals. So has Arvind Kejriwal. The only difference is, taking advantage of the FM radio network, Kejriwal is on FM radio every two minutes, talking, extolling his virtues.
Lalu had discovered that without doing too much, he could survive by just promising every voter of his the moon (and careful advertising, including cut-outs of himself with a sudarshan chakra in hand). He used it to his advantage. He would promise everybody a sarkari naukri and huge compensation, instead of tackling real issues. Once he carried out a campaign (nothing really came out of it) for bathing children and giving them haircuts (he also gave a song- likhna padhna seekho...). Kejriwal has learnt the lesson well. Free electricity, free water, free Wi-Fi, CCTVs, guards in buses, you name it, he has already promised the same. The tangible results thereof are yet to be seen. When they decided to celebrate a cleanliness programme for a week in Delhi, Kejriwal was all over FM and all over billboards in Delhi. All this for a week of doing what is actually the regular work of the government.

In all his twenty years in power (without counting the current stint which has just begun), Lalu's voters kept thinking that Lalu had good intentions, but he was not being allowed to work. By whom? Nobody had a clue. Kejriwal has learnt the lesson well. The Police is not in his control, Delhi is not a full-fledged state, if the death toll due to dengue mounted in Delhi, he requested the PM not to play politics and also exhorted that people should not spread panic (no action on mosquitoes, though). His adherents (largely the uneducated and naive public, just like Lalu's supporters) believe in him and believe every word of what he says non-stop on FM.
Lalu was a glib talker who could think on his feet and throw the argument back with a twist in the tail. Kejriwal has learnt the lesson well. On Delhi's contemplated even -odd cars'rule, when asked if he had thought about it well, he threw it back- should he keep thinking when children were dying?

It is typical of Kejriwal to create a tussle, or do something to divert attention from the real issues. Pushed on the pollution agenda, he has probably created a solution which did not require him to think much, but which would raise more dust than it would quell (figuratively). Shiela Dixit was right when she said that there were no instant solutions- she described her work of planting trees, creating the metro, developing the CNG fleet of buses in Delhi etc. Kejriwal does not believe too much in hard work. He would rather create a media campaign.

Now, do we see why Lalu and Kejriwal met in Bihar with so much PDA?

Development to bring down pollution


Let there be no development which causes pollution and Modi government should dedicate next two years for bringing down pollution. Strange is the concept of 'Development' in India. It is bringing down the quality of human life and health. Infrastructure building can help only if it is commensurate with our health .But high level of water and air pollution caused by the so called development is threatening the living cells. So ,the government must redefine development and bring the living creatures near the Nature. UNO in its latest report has declared three cities of Punjab amongst the twenty most polluted cities of the world. The case of pollution of Budha naala in Ludhiana still makes headlines. Ghaggar is a bone of contention with neighbouring states over pollution. Recently there have been reports of substantial increase in the pollution levels in river Satluj. Even Rajasthan govt and its people have been crying hoarse, as the Gang canal and Rajasthan feeders are reportedly carrying highly polluted water to that state. So the water pollution level in Punjab has alarmingly risen. In the year 2000 ,some prominent religious persons had undertaken the arduous and almost impossible task of cleansing the 160 kms long Kali Bein. This rivulet is associated with Sri Guru Nanak dev ji. As the story goes, while living with his sister in Sultanpur, Lodhi got enlightenment, while he was taking dip in the Kali Bein. It had almost become a sewage drain, when the work of its cleansing started. The Herculean effort was supplemented by promptly releasing 100 cusecs of water in the Bein on regular basis, ,by the then state government. Now the position in the state has so worsened that big canals like UBDC have become garbage storage and repositories of industrial wastes Truckloads of debris, and pollutants are regularly dumped in the canals. From UBDC, the hansli carries water to the sarovar of most sacred Golden Temple. The Irrigation deptt and Punjab pollution control board have become only guided paper arrows. Satluj action plan is on ventilators. In such a critical situation, the Punjab rivers, canals and rivulets have to emerge clean, once again.

Haryana has undertaken the arduous work of locating the long time back vanished and now considered a mythical river Saraswati. It might have disappeared in its pure and pristine condition without any pollution and dirt. Good to find out a long lost river, which is part of Indian folklore. More important is to put the system in shape to keep it off pollution and dirt before it is found. It would otherwise be a great blemish if a pure river is rediscovered and is allowed to die in impurity of pollution and dirt like other Indian rivers.

Information about the selection process

An applicant sought information regarding allotment of an LPG agency in Noida, allotment of land concerning the same and related issues. The information was denied by the PIO but the FAA informed the applicant that he could inspect the relevant documents at the office of the Respondents. However, it was not done. The CIC observed that the selection processes should be completely transparent, so that there is no doubt whatsoever regarding the selections that are made. The CIC directed to facilitate inspection of all the relevant documents by the applicant excluding the information of a personal nature concerning the selected candidate.

Comments

A comment of some personal dispute between the families of the applicant and the selected candidate was brushed aside by the CIC with the remark that it would have no impact on the issue of disclosure. Further, such selection processes should be completely transparent and any citizen should have access to the documents concerning the same.
