The Supreme Court is expected to give its verdict over the appointment
of new Judges in High Courts and Supreme Court on December 16, 2015.
Is 1998 batch IAS empanelment stuck up?
Whispers are that empanelment of 1998 batch IAS as JS is held up due
to some or the other reasons. It is said that PMO has raised some queries
in 2-4 cases.

Two profit making Maharatna Public Sector Undertakings (PSUs) of Government
of India have reportedly slid into financial crisis. One of the PSUs
is said to be registering a deficit of Rs 40 crore per month.
Confusion worse confounded
Days after, S Ramesh, Chief Commissioner, Chennai was being congratulated
on his imminent appointment as DG, DRI: CBEC reportedly has now sent
4 names to Revenue Secretary for Consideration, DG, Systems, S Ramesh,
John Joseph, ADG, DRI and PK Das, Principal Commissioner. In addition,
the name of Jayant Misra was already in there in the initial proposal.
Chairman CBEC now reports to Member, Customs as DG DRI. Member, Customs,
otherwise reports to Chairman.

Climate change and hypocrisy of Indian govt.
The government of India will agree to ratify any short of legislation
compelled by world community, because they know that back in India they
will not implement even after making laws. similar is the case of biodiversity
conservation which is the only tool for carbon sequestration, India
has made biodiversity conservation act 2002 but did not try to implement
even today because it is not populist. If this act has been implemented,
National biodiversity authority would have got Rs 10000 crore rupees
every year from MNCs utilizing bio resources of India but Govt of India
could not appoint full time chairman in 2yrs what to talk of implementing.
It is also not being implemented in states because of lack of guidelines
from center and all state together are loosing 25000crore of rupees
every year.
Will PMO look into this matter ? Climate change is real threat to world
so we should be serious and awaken the people for adaptation.
We are not serious rather we are hypocrates and try not to implement
whatever is possible.

Transparency in Railways !
In this era of transprency, no information/list is available today regarding
the officers to be promoted to GMs grade, SAG to HAG or JA to SG and
from SS to JAG. This I am talking of those posts which are filled by
Board. Though list of non-gazd. persons are available on many zonal
sites, but gazetted seniority lists are not available on most zonal
Rlys ,except for 2-3 railways.
I wish to point out that only official Associations site in not updated
, even the official sites are not updated. Many of the zonal sites are
showing information pertaining to the year 2012 or 13 even. Even Railway
Bds site is showing the classified list of gazetted officers as on 01.01.2005
only. Many of the sites cannot be viewed specially the sites pertaining
to Railtel cannot be opened out of Railway computers. Sae is the case
of RBE circulars, which are totally outdated.

Central Administrative Tribunal, Bangalore bench has taken more than
9 months on a DGP's petition-a contender to the post of DG & IGP
of Karnataka. Still there is no decision from the CAT.

Information about the selection process
An applicant sought
information regarding allotment of an LPG agency in Noida, allotment
of land concerning the same and related issues. The information
was denied by the PIO but the FAA informed the applicant that
he could inspect the relevant documents at the office of the Respondents.
However, it was not done. The CIC observed that the selection
processes should be completely transparent, so that there is no
doubt whatsoever regarding the selections that are made. The CIC
directed to facilitate inspection of all the relevant documents
by the applicant excluding the information of a personal nature
concerning the selected candidate.
Comments
A comment of some personal dispute between
the families of the applicant and the selected candidate was brushed
aside by the CIC with the remark that it would have no impact
on the issue of disclosure. Further, such selection processes
should be completely transparent and any citizen should have access
to the documents concerning the same.
