Annual conference of DGPs &IGPs being held in Gujarat instead of

Post-Independence, 50th Annual Conference of Directors General / Inspectors
General of Police of States and UTs and Heads of Central Police Organisations
is being held on December 18-20, 2015 in the Rann of Kutch, Gujarat.

Is this democracy?
That one can say anything abusive, unethical, discourteous and derogatory
even for the elected head of the Government. Kejriwal's outburst against
the Prime Minister(Whether CBI's raids at his office were justified
or not is another matter)shows to what low level the politics in this
country has gone down. Every tool in the armoury, even lies, is resorted
to get back or remain in power. The Congress Vice president and the
PM- aspirant does not hesitate in throwing up indecent barbs and false
stories against the Prime minister and the ruling party. Did he not
tell a lie the other day that he was debarred from entering a particular
temple in Assam where he was visiting when the truth was that the temple
authorities were waiting for him and he never came that day. It is a
matter of shame to call these men of straw as our leaders. How can we
expect good governance from such people who lack even basic decency
in their words and deeds?

Loaning regime needs over-hauling
There are reports that RBI and the PMO are aware of 17lac and fifty
thousand crores frauds in the Indian banks. This alarming revelation
of financial misappropriation and leakage, along with about 2.60 lac
crores of non- performing assets, should prompt the Indian financial
wizards to give this scam the same priority and importance as the the
task of bringing back black money from foreign countries. Can scams
of such magnitude take place without the complicity of black sheep in
the higher echelons of banking hierarchy and that too without price?
It is just not possible. Instead of shedding tears over the split milk,
the government must make consistent efforts to recover the amount, punish
the guilty and devise fool-proof system to prevent recurrence of such
frauds with public money. It is also the time the government should
find out whether the banks are providing small loans to the ordinary
citizens without putting innumerable hardships in their way. One of
my close relatives wanted a small loan from the HDFC Bank Amritsar.
He had all the guarantees and sureties and the property to qualify for
the loan .The person was very honest and gave no hint of parting with
some money as a mark of gratitude for the prospective loan. He was called
in the bank for ten times ,his legal papers were also prepared by charging
cash of Rs 3000.But after 4 months ,he was told that he did not qualify
for the loan. One more principled relative had the similar experience.I
also know many people ,who get bank loans as comfortably as they get
news-paper,but always as a business deal and sharing some amount of
loan with the unscruplous bank employees privately. Loaning regime needs
drastic over-hauling.

There is a peculiarity in fixing seniority in IRS that though promotee
and direct quota is 1:1 when DRs of a batch are less and PRs are more
the last PR onwards are bunched and same is the case if DRs are more
and PRs are less. But when it comes to promotion in an year where PRs
are more the promotion is given upto last DR leaving the rest of the
bunched PRs with next batch. But when DRs are more and PRs are less
promotions are given upto the last DR including the bunched DRs. In
my opinion it is against natural justice. Is it prevalent in any Service.

Information about the selection process
An applicant sought
information regarding allotment of an LPG agency in Noida, allotment
of land concerning the same and related issues. The information
was denied by the PIO but the FAA informed the applicant that
he could inspect the relevant documents at the office of the Respondents.
However, it was not done. The CIC observed that the selection
processes should be completely transparent, so that there is no
doubt whatsoever regarding the selections that are made. The CIC
directed to facilitate inspection of all the relevant documents
by the applicant excluding the information of a personal nature
concerning the selected candidate.
Comments
A comment of some personal dispute between
the families of the applicant and the selected candidate was brushed
aside by the CIC with the remark that it would have no impact
on the issue of disclosure. Further, such selection processes
should be completely transparent and any citizen should have access
to the documents concerning the same.
