What a proposal MoD has sent !
Ministry of Defense wants five percent annual increments for group A
and three percent annual increment for group B officers. Though 7th
P. C. has recommended 3%flat increment to employees. It is said that
MOD has sent a proposal to Finance Ministry in this regard. Now ball
is in MOF court.
New Defence Procurement manual by June 2016
Its now official that new defence procurement procedure and defence
procurement manual- 2016 is on the anvil. The current Defence Procurement
Procedure is under amendment and is under the consideration before the
Ministry of Defence after a Committee of experts headed by Dhirendra
Singh had submitted its report. The Committee was appointed to evolve
a policy framework to facilitate 'Make in India' in defence manufacturing,
align the policy evolved with DPP-2013 and suggest requisite amendments
in DPP-2013 to remove bottlenecks in the procurement process and also
simplify/rationalize various aspects of defence procurement. Alongwith
this, the Defence Procurement Manual is under the process of internal
vetting and is expected to be finalized by end June, 2016.

one side Kejri says he touchstone of Honesty and on the other hand appoints
someone with serious issues of corruption to the most important post
in his Office (Kejriwal was allegedly appraised about the serious complaints
on the concerned individual prior to his appointing him)...

Suresh Babu selected as Director (Ope) CSL
Suresh Babu N V, CGM, CSL, has been selected for the post of Director
(Operations), Cochin Shipyard Limited (CSL) at a Public Enterprises
Selection Board (PESB) meeting held on December 18, 2015. As many as
14 persons were interviewed for the same.

Bishnoi is Ambassador to Thailand
Bhagwant Singh Bishnoi (IFS: 1983), presently Deputy Permanent Representative
of India to New York, has been appointed as the next Ambassador of India
to the Kingdom of Thailand.He is expected to take up his assignment
shortly.
Kohli is Ambassador to New Zealand
Sanjiv Kohli (lFS:1988), presently Joint Secretary in the Ministry,
has been appointed as the next High Commissioner of lndia to New Zealand.He

Ms Mukhopadhaya appointed Ambassador to Republic
of Indonesia
Ms Nengcha Lhouvum Mukhopadhaya presently Dean (FSl), has been appointed
as the next Ambassador of India to the Republic of lndonesia. She is
a 1980 batch IFS officer.
Rajesh Gupta deputed as Deputy CPM, DFCCIL, Suarat
Rajesh Gupta has been deputed as Deputy CPM, Dedicated Freight Corridor
Corporation of India Limited (DFCCIL), Surat. He is an IRSEE officer.
Manoj Madholia appointed Assistant Director, Urban Development
Manoj Kumar Madholia has been appointed as Assistant Director, Ministry
of Urban Development. He is a 2012 batch IES officer.
DGFT office to be set up in AP
An office of the Directorate-General of Foreign Trade (DGFT) will start
functioning in Andhra Pradesh by March.
Why one more name was included ?
Controversies are doing round the way one more name was included at
the last moment for the interview of PB correspondents post for Colombo,
Kathmandu and Dubai. Initially Ministry of I & B called four IIS
officers for interview. In that list one name was there who was earlier
posted abroad. When one candidate pointed out towards this anomaly then
he was also allowed to appear. The particular officer had applied but
he was not called. Official sources says that there is no such rule
which prohibits any applicant not to apply again.
Advertisement for CMD, SCI expected soon
The Ministry of Shipping is expected to re-issue the advertisement soon
for the post of Chairman-cum-Managing Director, Shipping Corporation
of India Limited (SCI) after the panel of Capt B B Sinha was scrapped
by the Government. The criteria and eligibility will be mentioned in
the advertisement for the post being filled by the Ministry's Search-cum-Selection
committee.

Harmful for justice delivery system
There has been much delay in the appointment of Judges in the SC and
High Court which is very harmful for justice delivery system.

CHS officers should also be empanelled
I agree that CHS officers should also be empanelled as Joint Secretary/AS,
at least in health ministry or similar work places to start with. There
working conditions in government hospitals is very pathetic. I have
seen very senior surgeon (SAG scale) in RML hospital sitting in 5'*3'
box. No vehicle, no peon, no water these senior doctors have to manage
everything themselves.

Information about the selection process
An applicant sought
information regarding allotment of an LPG agency in Noida, allotment
of land concerning the same and related issues. The information
was denied by the PIO but the FAA informed the applicant that
he could inspect the relevant documents at the office of the Respondents.
However, it was not done. The CIC observed that the selection
processes should be completely transparent, so that there is no
doubt whatsoever regarding the selections that are made. The CIC
directed to facilitate inspection of all the relevant documents
by the applicant excluding the information of a personal nature
concerning the selected candidate.
Comments
A comment of some personal dispute between
the families of the applicant and the selected candidate was brushed
aside by the CIC with the remark that it would have no impact
on the issue of disclosure. Further, such selection processes
should be completely transparent and any citizen should have access
to the documents concerning the same.
