Independent authority for senior appointments required

Let there be independent authority for senior appointments. How come the cadre controlling authority of IAS be the controller of all the posts. Its natural they will favor their own service over others by virtue of being in the decision making. Let the selection be based on merit and not on service. IAS ruiles the states and have all the promotional avenues like other services in their cadres. Infact they get faster promotions. The central posts should be open to all.

No centre for making new Aaadhaar cards in Noida

The UIDAI is preparing Aadhaar cards. Noida is very big city of UP as compared to other underdeveloped cities and there is no centre for making new Aaadhaar cards and it is well known that the department neglects this time and again with no man to attend this work. Government of India should immediately open centres.

Central Services repeatedly assigned lower status

It is very unfortunate that Central Services (Gr A) are repeatedly assigned lower status as compared to all India services like IAS. It is also unfair to give two additional increment to IAS etc. to give them an edge compared to other Central services. Officers in Central services serve the Centre Government since beginning while State level all India services join Center at a later stage and hence junior to Central services in their joining the Central system. Almost all the Central Ministries have IAS of a State cadre as secretary, as the head of administration and as such placed above all others. The secretary of a Central ministry should be from a Central service and all the AIS officers should be held junior to him/her to achieve the best administrative and political results. The officers from Central services often feel humiliated, discredited, underutilised, discouraged and virtually reduced to the ineffective disheartened paralyzed positions as a result of the kind of lower level ruthless dirty selfish politics borrowed from the non central styles of working at non central corners. All the Central services needs to unite to dismantle the unjust, demoralising, humiliating and retrogressive system of paralyzing of the Central services.

Disclosure of information in relation to unauthorised construction and encroachment

Photocopy of entire case file of unauthorised construction of building was denied by the PIO, East Delhi Municipal Corporation on ground of being third party information. In his initial reply, the PIO provided contradictory information about whether the property has been sealed. The appellant stated that due to unauthorised construction on the above mentioned property, extensive damage was caused to his house. The respondent claimed that the sealing and de-sealing of any property is personal in nature. The CIC observed that disclosure of information in relation to unauthorised construction and encroachment does not require clearance from any third party. Looking into the circumstances of the case, the CIC granted a compensation of Rs. 25,000/- to be paid to the appellant u/s 19(8) (b) of the RTI Act. Further, a show cause notice was issued to the PIO as to why penalty should not be imposed on him u/s 20 RTI Act, 2005 for outright deliberate denial of information.

Comments

Sealing and de-sealing of any property is a part of official work. In a number of cases, the CIC has ruled that disclosure of information in relation to unauthorised construction of building and encroachment cannot be said to be personal information of the third party and as such, disclosure in such cases do not require clearance from any third party.
