Most of the GoI officers out of Delhi
Most of the officers working with the Government of India are reported
to be enjoying Christmas Holidays of four days out of Delhi from December
24 to 27. All the tourist places including Goa are packed with the officers
and their family members.
Will Naqvi be sent to UP ?
According to observers Union Minister Mukhtar Abbas Naqvi, whose Rajya
Sabha term is going to end in April next year,is likely to be given
some important responsibility in Uttar Pradesh, where assembly elections
are due in February 2017. It is said that BJP wants new faces in UP.
Naqvi and Varun Gandhi could be party's face during elections.

10 DG level vacancies by March end
If total vacancies of DG level are taken into account, there will be
total 10 vacancies in the Government of India by March end.
Kapoor to be Member Electricals, Railway Board ?
A K Kapoor is likely to be posted as next Member Electrical, Railway
Board. According to IRSEE website Kapoor is posted as Chief Electrical
Engineer, West Central Railway, Jabalpur. After retirement of Tandon
he will be the senior most IRSEE officer.
Lt Gen Surinder Singh to be Army Commander on September 1 !
After the retirement of number two in Army hierarchy, Lt Gen M M S Rai
- 1979 batch officer of Mechanised Infantry Brach - is expected to get
status of Army Commander.
Will Singh be ED in Dena Bank ?

R. Shyama quits IIS
R. Shyama, a 2013 batch Indian Information Service officer, has resigned

Will Gupta miss the bus?
As per indication, it has been decided at the highest level that new
officer would be appointed as JD. ED hq. If such proposal materialises
then D. K. Gupta is sure to be transferred. An IRS-IT officer Gupta
is presently Addl. Director, ED. His proposal is said to be pending
before ACC clearance for the last four months.
Gautam Bambawale is India's next high commissioner to Pakistan
Gautam Bambawale, an Indian Foreign Service officer of 1984 batch has
been has been appointed as India's next high commissioner to Pakistan.
India's envoy to Bhutan at present, Bambawale will replace T CA Raghavan,
who is retiring this month end.
L K Joshi and Ramachandran are in two Member Committee
Urban Development Ministry has set up two Member Committee to review
allotment of Land in Delhi. Former Secretary Personnel L K Joshi and
former Urban Development Secretary M Ramachandran are the Members. While
Joshi is former 1970 batch IAS officer of Madhya Pradesh cadre, Ramachandran
is former 1972 batch IAS officer of UP cadre.
IIS likely to get 34 more posts !
According to sources cadre review is going to take place for Indian
Information Service officers. It is said that after cadre review IIS
may get 34 more posts.

Only non issues interest Kejriwal
Kejriwal is making a heavy weather of governance. Only non issues seem
to interest him. His lack of experience in governance is equally apparent.
Further, by removing his erstwhile colleagues who were co-founders of
his party, he has ensured that there is little wise counsel left with
him.

India develops cold feet towards NRIs
There are reports that the Centre government has cancelled the Parvasi
Bharti Divas, which was slotted to be held next month. For more than
a century the Indians and Punjabis started migrating to foreign lands
in search of employment substantially and for studies in small numbers.
Presently, Punjab's migrated population in other counties is more than
the total population residing in Punjab. Annual conventions of NRIs
, and Parvasi Bharti Divas ,started more than a decade ago, served the
purpose of interaction with them to know better the problems being faced
by them or their relatives in the state and to take corrective measures
to facilitate them. NRIs have made India and the state proud by occupying
the highest positions in all spheres. Recently four Punjabi have become
Ministers in Canada's federal government. The country stands more benefited
by their presence as they were living in the countries which were doing
better than Punjab and they provided better inputs for improvements
in the country and state's governance. Luring them for investing their
hard earned money in the state, where mafias rule the roost, where there
is no safety and security of the residents and where their brethren
were dying of cancer and drugs, has been an exercise in futility ab-initio.
They know the conditions of the state and the country better than the
regime, which has erected a steel wall around it and lost touch with
the humanity. They are highly worried about the plight of their Punjab
and also reportedly invested money to see that the indifferent regime
gets a drubbing in the last Lok Sabha elections ,and have also partially
succeeded. It should not be forgotten that large number of NRIs sacrificed
their lives for the freedom of the country and were still in a position
to make sacrifices for the honour of the state and the country. Earlier
Punjab had stopped Annual convention of the NRIs about a year back and
now the Centre Government has also cancelled the Parvasi Divas ,which
was slated to be held in January 2016.Has India developed cold feet
to its vibrant, genius and proud population living in the entire world
and has also washed its hands off their numerous issues and grievances?

Disclosure of information in relation to unauthorised construction
and encroachment
Photocopy of entire case file of unauthorised construction of
building was denied by the PIO, East Delhi Municipal Corporation
on ground of being third party information. In his initial reply,
the PIO provided contradictory information about whether the property
has been sealed. The appellant stated that due to unauthorised
construction on the above mentioned property, extensive damage
was caused to his house. The respondent claimed that the sealing
and de-sealing of any property is personal in nature. The CIC
observed that disclosure of information in relation to unauthorised
construction and encroachment does not require clearance from
any third party. Looking into the circumstances of the case, the
CIC granted a compensation of Rs. 25,000/- to be paid to the appellant
u/s 19(8) (b) of the RTI Act. Further, a show cause notice was
issued to the PIO as to why penalty should not be imposed on him
u/s 20 RTI Act, 2005 for outright deliberate denial of information.
Comments
Sealing and de-sealing of any property is a part of official work.
In a number of cases, the CIC has ruled that disclosure of information
in relation to unauthorised construction of building and encroachment
cannot be said to be personal information of the third party and
as such, disclosure in such cases do not require clearance from
any third party.
