In the past one year, Indian Railways have made many achievements. It
has implemented 103 budget announcements, which is more than 80%.
6.5 lakh calendars published
DAVP, a unit of ministry of I & B, has this year published 6.5 lakh
calendars which are based on development theme.

M: Yup I feel he should compensate the Distributors ..but I'd also
add...I hear the movie is not too good ...I heard someone say ..if you
did not see this movie you are .. Dimaagwaala..
F: And in future Distribution Contracts, Distributors are going
to insist addition of clause which would make King liable for his verbal
misadventures. .
M: Yaar have you noticed how every effort ...external and internal
is being made to bog Modi down. .
F: I was expecting this... at the Aaykar Bhavan there is a new Commissioner
who I would say is ridiculously honest ...now I see it every day there
are attempts by the corrupt lot to create obstacles for him... tarnish
his name ...because they know a honest man would be extremely touchy
about his reputation. ..
M: Poor guy ...
F: And I'm sure with help from crooked Tax Payers who depend on
rooking Taxes ...they'll just whisper in a conversation ..so and so
Commissioner ka mooh bahut khulla hai...buss ...most people would not
bother to check out ... and if their case is with him and he is not
playing ball they'll think he's just trying to raise his price...
F: See Jaitley's case ... its like this... it was a Honorary Post
... being a CA I do it in my Honorary Posts all the time ....I sign
documents very differently than I would if it was my Chartered Accountancy
practice ... we tend to overlook nitty gritty and trust the guys who
do this as a job...we just look at major issues..
M: He's taken it to heart. ...
F: Any honest man would ...the IT Commissioner I mentioned is depressed
and I think he's started seeing a Psychiatrist. ..by the way if they
just check out a couple of other cricket Stadiums ...... add Construction
inflation ... Kotla one would literally look as if it's ...free of cost
......

Sudeep Lakhtakia is likely to be appointed Principal Secretary - Home
in Telengana. He is 1984 batch IPS officer of Telengana cadre.

Will Gupta miss the bus?
As per indication, it has been decided at the highest level that new
officer would be appointed as JD. ED hq. If such proposal materialises
then D. K. Gupta is sure to be transferred. An IRS-IT officer Gupta
is presently Addl. Director, ED. His proposal is said to be pending
before ACC clearance for the last four months.
L K Joshi and Ramachandran in two Member Committee
Urban Development Ministry has set up two Member Committee to review
allotment of Land in Delhi. Former Secretary Personnel L K Joshi and
former Urban Development Secretary M Ramachandran are the Members. While
Joshi is former 1970 batch IAS officer of Madhya Pradesh cadre Ramachandran
is former 1972 batch IAS officer of UP cadre.

Legacy of non performance
President Obama has observed twice that the Indian regime be more responsive
to the tolerance issues raised now and then. .President of India has
reminded the government in power for 4 times to be sensitive to the
issue of tolerance. After Attacks on Christians just before Delhi elections
and after repeated hate speeches by some BJP MPs, return of honours
and awards by the gems of India, and murders of the innocent people
by the rowdies on the grounds of intolerance, the words of Modi spoken
with great effort and difficulty have never matched by commensurate
action on the ground, so atmosphere of intolerance has been gradually
growing to intimidate even the noblest and the braves amongst the human
beings like Raghuram Rajan and Aamir Khan. Any gesture of goodwill by
the regime in the past has remained a figment of the imagination only
and nothing has changed on the ground. The gesture of inviting Sonia
or Manmohan on GST is only an isolated episode of business transaction
and cannot be treated as change in general policy of decimation of the
opponents of all hues and colours. Cabinet has remained a puppet and
a non performer for a long period in the eras of alliances and coalitions,
and only the scratching of backs of each other has been resorted to,
and hope of its vibrant performance under the present regime and to
expect the ministers to deliver for public cause is only a mirage effect.
Let us hope for some number of towering human beings in the cabinet
as it was immediately after the Independence, to perform irrespective
of the charms of power and pelf and commitment to always ready to sacrifice
their berths for the good causes. Words such as faithful soldier of
the party have become horribly stale and stinking waters of Satluj near
Harike.

Disclosure of information in relation to unauthorised construction
and encroachment
Photocopy of entire case file of unauthorised construction of
building was denied by the PIO, East Delhi Municipal Corporation
on ground of being third party information. In his initial reply,
the PIO provided contradictory information about whether the property
has been sealed. The appellant stated that due to unauthorised
construction on the above mentioned property, extensive damage
was caused to his house. The respondent claimed that the sealing
and de-sealing of any property is personal in nature. The CIC
observed that disclosure of information in relation to unauthorised
construction and encroachment does not require clearance from
any third party. Looking into the circumstances of the case, the
CIC granted a compensation of Rs. 25,000/- to be paid to the appellant
u/s 19(8) (b) of the RTI Act. Further, a show cause notice was
issued to the PIO as to why penalty should not be imposed on him
u/s 20 RTI Act, 2005 for outright deliberate denial of information.
Comments
Sealing and de-sealing of any property is a part of official work.
In a number of cases, the CIC has ruled that disclosure of information
in relation to unauthorised construction of building and encroachment
cannot be said to be personal information of the third party and
as such, disclosure in such cases do not require clearance from
any third party.
