RLY wants assistance to implement 7th PC

Railways can't implement 7th PC on its own. It wants financial assistance of Rs 30,000 crore from GoI. It has written a letter to ministry of finance in this regard.

Is this democracy ?
The National Herald case stinks of fraud and misappropriation - a classic case where fraudsters allegedly create dodgy wealth, transfers and then sit on it - knowing full well that the legal system will take decades to resolve. What was the motive behind collecting goons and exhort them to create breach of peace around the court's premises in Delhi ? What kind of message, a mainstream political party intends to send to people of India ?

Criticising everything superior !

It has become a fashion to criticize everything superior. The IAS is having advantage, since it has been so designed. Let the government say that henceforth any other service will be topmost, all the top applicants / scorers will opt for it.However you cannot change the rules in the middle of the game. Spare a thought also for those who lose several years in other services and join IAS. Everyone desires the best without deserving it.This is unfortunately the character of sme people. But there is no way a first class will be 3rd class and vice versa. Perhaps then why only claas A services? Let all employees from peon to cab secretary have the same rank n pay! Woudnt it promote socialism of the best kind !

Cancellation of Pravasi Divas - a right step

Cancellation of Pravasi Divas this year is right step in the right direction. As not much has been achieved by this event. This was annual wasteful expenditure. NRIs, if they are really keen to do something for India should invest in real terms and do some charity too for poor people. Most of them who flew for green pastures have ulterior interests in India, enjoying 2 cakes at our cost without any contributions.

DATE WITH RTI

Disclosure of information in relation to unauthorised construction and encroachment

Photocopy of entire case file of unauthorised construction of building was denied by the PIO, East Delhi Municipal Corporation on ground of being third party information. In his initial reply, the PIO provided contradictory information about whether the property has been sealed. The appellant stated that due to unauthorised construction on the above mentioned property, extensive damage was caused to his house. The respondent claimed that the sealing and de-sealing of any property is personal in nature. The CIC observed that disclosure of information in relation to unauthorised construction and encroachment does not require clearance from any third party. Looking into the circumstances of the case, the CIC granted a compensation of Rs. 25,000/- to be paid to the appellant u/s 19(8) (b) of the RTI Act. Further, a show cause notice was issued to the PIO as to why penalty should not be imposed on him u/s 20 RTI Act, 2005 for outright deliberate denial of information.

Comments

Sealing and de-sealing of any property is a part of official work. In a number of cases, the CIC has ruled that disclosure of information in relation to unauthorised construction of building and encroachment cannot be said to be personal information of the third party and as such, disclosure in such cases do not require clearance from any third party.
