Whispers are rife that Government of
India is planning to convert from a PESB selection to a Search-cum-Selection
Committee for appointing a CMD in scheduled 'A' of the CPSE by scrapping
his PESB panel.
Ms Rashmi Verma to be Textiles Secretary ?
Latest grapevine says that Ms Rashmi Verma is being appointed new Secretary
Textiles in the Government of India. She is 1982 batch IAS officer of
Bihar cadre.
Will Tripathy return to Karnataka as Chief Secretary ?
A meeting of Upendra Tripathy with Karnataka Chief Minister Siddaramaih
at Karnataka Bhawan in Delhi has fuelled speculations of his return
to the parent state as Chief Secretary . 1980 batch IAS officer of Karnataka
cadre Tripathy is presently Secretary Non-Renewable Energy in the Government
of India. Karnataka Chief Secretary Kaushik Mukherjee is retiring onDecember

UP saw three DGPs in 2015 !
Three DGPs were posted in Uttar Pradesh during one year. In January
2015, AK Gupta was appointed DGP for one moth only. A. K. Jain was the
second DGP who took over in February and retired in June. Jagmohan Yadav

Secretary threatened by Boss in Tamil Nadu
A senior IAS officer was threatened by his Secretary to spoil his ACRs
in Tamil Nadu. The officers later complained to Chief Secretary and
got himself transferred as Secretary in another department.

Give two years compulsory army training
The only solution to legacy of non performance in India is give 2 years
compulsory army training, nursing training etc to all Indian students
before they join their college education. This will imbibe punctuality
and national feeling and will finally lead to good governance in any
field.

Kejriwal not suited for Desk job
Kejriwal is not at all suited for Desk job. Udit Raj, MP(Lok Sabha)
once said on TV that "are woh to kaam chor that hamare daftar me
kaam karta tha aur roj gayab rahta tha". Even for administrative
work he is a novice. How much you can expect from him. He is trying
to build his lost reputation by resorting to he and his Cabinet's small
gimmick that is "Car pooling".

Foreign lobbies behind intolerance nonsense
All this intolerance nonsense is being spread by foreign lobbies to
give bad name to India. Indians have still not understood because they
do not study the events seriously. The so called church attack was not
an attack but was stone throwing by children playing nearby. This has
been accepted by the said church also. But either ignorant people or
those who want to malign India are still harping the concocted story
to defame the country.

Disclosure of information in relation to unauthorised construction
and encroachment
Photocopy of entire case file of unauthorised construction of
building was denied by the PIO, East Delhi Municipal Corporation
on ground of being third party information. In his initial reply,
the PIO provided contradictory information about whether the property
has been sealed. The appellant stated that due to unauthorised
construction on the above mentioned property, extensive damage
was caused to his house. The respondent claimed that the sealing
and de-sealing of any property is personal in nature. The CIC
observed that disclosure of information in relation to unauthorised
construction and encroachment does not require clearance from
any third party. Looking into the circumstances of the case, the
CIC granted a compensation of Rs. 25,000/- to be paid to the appellant
u/s 19(8) (b) of the RTI Act. Further, a show cause notice was
issued to the PIO as to why penalty should not be imposed on him
u/s 20 RTI Act, 2005 for outright deliberate denial of information.
Comments
Sealing and de-sealing of any property is a part of official work.
In a number of cases, the CIC has ruled that disclosure of information
in relation to unauthorised construction of building and encroachment
cannot be said to be personal information of the third party and
as such, disclosure in such cases do not require clearance from
any third party.
