Emergence of moon after eclipse
After long dramas and stage managed international slogans shouting,playing
hide and seek in Pak-India relationships,and unprecedented fiasco with
Nepal diplomacy,Indian diplomacy has shown appreciable maturity and
promise for better relationship with Pakistan.Many amongst the opposition
parties have condemned and criticized .Modi's closely guarded surprise
visit to Pakistan in the pretext to extend greetings to his counterpart
on his birthday,to bless his grand daughter on the eve of her Niqah,and
above all to seek blessings of Nawaz Sharif's mother by touching her
feet,but the general perception is that Modi has played master-stroke
in humane diplomacy to win hearts to maintain better relations with
neighbors. Some years back Pakistan's premier Zia-ul-haq had surprised
everyone by playing sports diplomacy to witness India-pak one day cricket
match at Jaipur. He was applauded for his acumen in International diplomacy
for this friendly visit. Whatever the politicians may be thinking and
saying ,but Modi has definitely hit a sixer with this gesture, which
has evoked hope in the hearts ob millions that may be good days arrive,
provided Modi's mentors and masters allow him to sustain good acts and
gestures.

Anomalies remain unresolved
The 5th Pay Commission recommended financial upgradation in promotional
hierarchy and a large number of people in an organisation reaped rich
benefits. But, after the 6th Pay Commission recommended promotional
hierarchy in Grade Pay (which is a peculiar phenomenon and everybody
is left to wonder how this was accepted by Unions), a lot of anomalies
emerged which still remain unresolved. After submission of its report,
some changes were implemented only to benefit a particular section of
officers. For example, in respect of those who have joined in posts
having GP Grade Pay Rs.4200, one organisation issued an order that all
acps/promotions given should be ignored and after completion of 20 years
they should be given GP 4800. Now, in one office, a person who was given
GP 4800, after regular promotion would move to a post which carries
a GP of 4600 (as per 6th CPC). So, the Grade Pay System should have
been totally ignored by the 7th Pay Commission. Now, it is upto Employees'
Unions to press for upgradation in promotional hierarchy as recommended
by 5th CPC, by ignoring all promotions/acp/macps given. Otherwise, more
anomalies will crop up.

Towards Genuine Sushashan
The Modi government began a new era of sushashan last December. We were
hoping some big fish to be caught with their hands in black money in
the country. Nothing much has really happened. Perhaps, Bihar election
dictated nuanced governance in the matter. But the country can hardly
wait any longer, since the corrupt have started sniping at the PM too
fiercely. Some reforms need to be initiated in right earnest. One such
area, comprising the Planning body's recommendation pertains to reforms
in the PDS system. Currently about 30000 crores go towards subsidy under
the PDS benefiting around 16 crore people. God alone knows how many
beneficiaries are ghost in this list! From PL-480 to net exporter of
food grains, India has come to the happy state of Jan Dhan Yojana and
already begun direct transfer of subsidy amount to the beneficiary's
bank account. The same should replace the current distribution under
the PDS system, which is unique system of organised corruption in the
world. As the money would go to the beneficiary account and the banks
are in the KYC of the account holder, the ghosts will simply disappear
in thin air and the nation will save no less than 20000 crores on this
corruption. Besides, a sin venture of adulteration will also come to
an end. On the authority of questions replied in the Lok Sabha in the
past, it can be stated that PDS food grains contain no less than 49%
foreign matter (meaning adulteration with stones and other inedible
things) & kerosene going into the black market. The BPL numbers
and PDS beneficiary numbers also differ. End this calumny and national
shame this Sushan year.

Disclosure of information in relation to unauthorised construction
and encroachment
Photocopy of entire case file of unauthorised construction of
building was denied by the PIO, East Delhi Municipal Corporation
on ground of being third party information. In his initial reply,
the PIO provided contradictory information about whether the property
has been sealed. The appellant stated that due to unauthorised
construction on the above mentioned property, extensive damage
was caused to his house. The respondent claimed that the sealing
and de-sealing of any property is personal in nature. The CIC
observed that disclosure of information in relation to unauthorised
construction and encroachment does not require clearance from
any third party. Looking into the circumstances of the case, the
CIC granted a compensation of Rs. 25,000/- to be paid to the appellant
u/s 19(8) (b) of the RTI Act. Further, a show cause notice was
issued to the PIO as to why penalty should not be imposed on him
u/s 20 RTI Act, 2005 for outright deliberate denial of information.

In a number of cases, the CIC has ruled that disclosure of information

as such, disclosure in such cases do not require clearance from
any third party.
