Siddhu to be Member, NCM
As a political appointment Navjot Singh Siddhu is being tipped to be
Member of the National Commission for Minorities (NCM).He would succeed
Ajaib Singh.
Air India on the rise
The rapid resurgence in Air India is being widely noticed. The launch
of the new flight to San Francisco that went almost full on 2nd morning
is a major milestone. Many people including bureaucrats are now shifting
to Air India. It appears turnaround would happen much sooner than expected.

K Ratnaprabha is likely to succeed Kaushik

Member, Telecom Commission Annie Moraes is likely to be appointed new

Justice Dattu to be Chairman of NHRC ?
Outgoing Chief Justice of the Supreme Court of India Justice H L Dattu
is being tipped to be new Chairman of the National Human Rights Commission
(NHRC). The post has been lying vacant for the last six months.
CIC is headless
Central Information Commission (CIC) is again headless. Now other Information
Commissioners have started taking decisions jointly and distribute work
load among themselves.
Tenure of Manipur DGP extended for one month
The tenure of Director General of Police (DGP), Manipur Police Shahid
Ahmad has been extended for one month. He is 1979 batch IPS officer.
B K Mishra selected for CMD, BCCL
B K Mishra, Director (Technical), WCL, has been selected for the post
of Chairman and Managing Director, Bharat Coking Coal Limited (BCCL)
at a Public Enterprises Selection Board (PESB) meeting held on December
2, 2015. As many as 10 persons were interviewed for the same.
Retired officers to be appointed as Inquiry Officers
The Government of India is considering empaneling the retired officers
as Inquiry Officers for conducting Departmental Inquiries by the Cadre
Controlling Authorities (CCA) against the delinquent officials.

Sanjio Kumar has been appointed as Executive Director in Tea Board of
Guwahati. He is 1997 batch IFS officer of UP cadre.
File of A B Khare for CMD, MFL moves to ACC
The file of A B Khare, Chief General Manager, RCF, for the appointment
as Chairman-cum-Managing Director, Madaras Fertilizers Limited (MFL)
has been forwarded to the Appointments Committee of Cabinet (ACC) for
its final approval. The post has been lying vacant since November 1,
2015.

Pravir Krishna is new Joint Secretary (Ports) in the Ministry of Shipping.

Chairman of the Visakhapatnam Port Trust (VPT) M T Krishna Babu is likely

Minor reshuffle of IPS officers in UP
After return from central deputation, S B Shidarkar has been appointed
as IG, PAC headquarters while Dr N Ravindra was shifted to House and
Development department of Uttar Pradesh police headquarter in Allahabad
and Pramod Kumar Singh is now posted as IG, Communication unit of the
police. Besides, Pradeep Kumar Yadav has been sent to Gonda as the Superintendent
of Police and Anil Kumar Singh is attached with the Director General
of Police office in Lucknow in Uttar Pradesh.

All services should have Collegium system
Going by the state of affairs, I would suggest that all elite and support
staff services should have Collegium system for induction of the staff
as UPSC or many other authorities of government take no steps to recruit
persons for important assignments like this one. Many Commissions/ Authorities/
Tribunals are facing this problem as they either have no Chairman/Members
or the support staff to man their offices. Even in most of these offices,
no recruitment rules are existing(including in CCI where even today
they are not finalised).Now time has come for the Government to wake
and take note of this grim situation.

PM should personally see things
The views expressed about PM losing balance are correct. It is because
the Secretaries and CEO's and Directors of PSU's and Railways etc are
from Bimaru states. It is time, PM should personally see the things.

Disclosure of the name of the whistle blower under PIDPI
The appellant filed a complaint related to malpractices in purchase
of medical material like Fumy floor solution, Multipurpose cleaning
solution etc. to the CVC. He stated that after the receipt of
the complaint, the CVC had sent a letter to him seeking the identity.
The envelope containing that letter was superscribed as "Public
Interest Disclosure & Protection of Informer Resolution (PIDPI)".
In spite of this, the envelope was opened by the then Medical
Superintendent because of which his identity and name was unnecessarily
revealed. He sought to know whether the confidential letters in
favour of any doctor/employee can be opened by the medical superintendent
of the hospital and related information. The CIC issued a show
cause to the PIO to show-cause why penalty should not be imposed
on him for not furnishing the information within the prescribed
period and why compensation should not be awarded to the appellant.
Comments
The PIDPI requires the Competent Authority to conceal the identity
of the complainant and the documents or information furnished
by him, for the purposes of enquiry under this Act. Hence, the
officers and staff should be careful about which envelopes to
be opened and by whom.
