AS: Yaar he's just a Multinational Manager .... how does he afford this lifestyle ... a Mercedes......Audi and BMW ... and I hear he flies overseas First Class ...and mind you the number of days he is overseas I think he is close to claiming NRI status.......I hear his Mom goes to US for her Facials ....

T: But why does he travel so often...

C: Maybe Dill da maamla..he's 40 plus and still a bachelor ...or maybe some undisclosed business interests .. you know in many Countries the Fiscal Year ending is 31st December ...maybe he's gone for this and to distribute bonuses to those who manage his business there...

M: Or its ...Daadhi (Paternal Grandma) ke ghar jaoonga... Noodle Chilly Chicken khaaoonga...khoob mauj udaaoonga... jaldi wapas aaoonga ... firr aap sabh ko hasaaoonga...

T: Ha ha... yes his gaffes are hilarious ... I think we all look forward to his attending meetings ... just for the laughs ...is he really a Manager in a Multinational ... has anyone seen his Resume ..

C: Yes I have ...and I cannot believe he Graduated from such a prestigious Institution ....yaar he has difficulty doing simple arithmetic ...and his Resume says he has a Degree in Financial Management ...the other day it took him an hour to work out the overtime of 4 Security Gaurds...my son who is in the 9th would have done it in 10 minutes...

T: Yaar he travels so often ...such a lifestyle ... how does he keep out of the Tax Man's Hawk Eyes ... I tell you why I say this ...by mistake his IT Return landed up in my Apartment Post Box ..the guy from his CA's Office delivering it erred...

AS: Maybe just lucky .... achcha one more thing ...is he going to Beijing or heading to some other Country...last month he came back and told me he had gone to Singapore .... next day I heard him talking to someone ... he had gone to Thailand and Vietnam....

M:Yes I'm fummoxed by his secrecy ...usually people with nefarious intentions are cagey about their travel plans ...Mr Sodabottleopenerwaala who lives in Tower B ..he had to go overseas and for 15 days he kept telling us ..by the time he went we knew his Flight details. ..Itenary....objective of the trip and his shopping list ....

T: And this guy's Mom and Sis are very cagey about him .... but why do they treat him like a kid ......and the less said about his Jeeja ji the better ...he parked his very expensive mobike in the building Lobby... I objected and requested him to park it in the parking..... and he walked off ...repeating are you serious ...are you serious....

C: And his friends ... just have a good time ... haa mein haa milaathe hai ..they literally mooch off him....yesterday I rode the elevator with two of them ..one of them winked to the other saying...aaj channe ke jhaad pe chadhaate hai. .. aaj ka dinner Taj mein pucca ...

AS: I think they advised him to demand a Special Prayer Room in each Tower Lobby for Muslims living in the Towers ...I asked him why not multi - religious Prayer Rooms and he threw a tantrum...rolled up his sleeves. ..and he even tore a paper ...as if it were a proposal....

M: I think his friends are egging him on to try to get elected as Chairman ...they'll then Lord over this Complex ...and I hear thrice they practically convinced him to stand for Chairman's post........but his Mom stepped in and said he's always overseas and in his absence Residents would trouble them...

C: This time he got elected because all of a sudden at the very last moment the two other candidates withdrew in his favor.....

AS: I hear next year they are all going to try to make him stand for Chairman. ...... Complex would go to the dogs .....

C: See there is a very good way to put an end to all this.... just hold a Debate of the candidates ....then sit back and witness the fun....

CGHS cards pending renewal
CGHS cards are pending renewal for as long as 18 months and a visit to their office in RK Puram is like visiting trade fair. While one can get the passport within 3 weeks after police verification and a driving licence within a week, CGHS has made a record of sorts for inefficiency. Best way to solve anomalies

The best way to solve anomalies of ACP/MACP of promotional avenues of staff in the Government jobs would be to scrap all ACP/MACP system and devise a formula wherein if you are in the same grade for 10 years, you automatically move to the next level/scale, even if you are promoted or not. Take my case I would for close to 40 years and was slogging in in one scale for close to 21 years and 10 months. Why such a faulty system? Please simplify rules in such a way so that no one slogs.

Disclosure of information in relation to unauthorised construction and encroachment

Photocopy of entire case file of unauthorised construction of building was denied by the PIO, East Delhi Municipal Corporation on ground of being third party information. In his initial reply, the PIO provided contradictory information about whether the property has been sealed. The appellant stated that due to unauthorised construction on the above mentioned property, extensive damage was caused to his house. The respondent claimed that the sealing and de-sealing of any property is personal in nature. The CIC observed that disclosure of information in relation to unauthorised construction and encroachment does not require clearance from any third party. Looking into the circumstances of the case, the CIC granted a compensation of Rs. 25,000/- to be paid to the appellant u/s 19(8) (b) of the RTI Act. Further, a show cause notice was issued to the PIO as to why penalty should not be imposed on him u/s 20 RTI Act, 2005 for outright deliberate denial of information.

Comments

Sealing and de-sealing of any property is a part of official work. In a number of cases, the CIC has ruled that disclosure of information in relation to unauthorised construction of building and encroachment cannot be said to be personal information of the third party and as such, disclosure in such cases do not require clearance from any third party.
