About 51 Ministries/Department of the Central Government and majority
of the States have abolished requirement of Affidavit and Attestation
by Gazetted officers except where it is required under a statute. DARPG
is pursuing with the Ministries/Department of Government of India and
the State/UTs, which have not adopted this practice at highest level,
so that citizens at large could get the benefit from the Government's
initiative. According to official sources this decision would save the
money, time and would establish trust between Government and the Citizen.
Suspension period reduced
According to new rules of all-India services officers, IAS, IPS and
IFoS (Indian Forest Service), the suspension period has been reduced
to two months from the existing three months, by both the central as
well as state governments.

About 50 Professionals are set to join the Niti Ayog in the first week
of January. The Modi Government is all for giving importance to the
Niti Ayog earlier known as Planning Commission.
Two CRPF IGs empanelled as ADG
Two IGs of CRPF have been empanelled as ADG in the GoI. They are - R.
P. Singh, IG, Pers and Arun Kumar, IG, works. Both are 1985 batch UP
cadre IPS officers.
Two IB officers to be ADG.
H. S. Verma and P. S. Purohit of 1985 batch IPS officers have reportedly
been empanelled as ADG in the GoI. Presently both officers are posted
as JD in IB.

The Government of India is yet to re-advertise the post of Director
(Finance), National Small Industries Corporation Limited (NSIC) after
Harish Chandra, GGM, CONCOR, declined the offer.
Committee to suggest Rly's upgradation
Ministry of Railways have constituted a committee for upgradation of
technical capability Railway workshops and production units and streamlining
of business processes for induction of new technology and innovative
ideas. Ravi Kochak, Addl Member (PU) will be Convener while Dr. S.K.
Saraswat, Member , NITI Aayog will be special invitee. Six officers
from railway would be members. The committee would submit its report
in March.
Jha gets additional charge of Chairman, CWC
Ghanshyam Jha has been given additional charge of Chairman, Central
Water Commission (CWC). Presently he is posted as Chairman, GFCC. in
Patna. Jha is an officer of 1981 batch. Chairman ,CWC is the ex- officio

week.

As many as seven IRS-IT officers at Additional/Joint Commissioner level

The tenure of C S Rajan as Chief Secretary, the Government of Rajasthan,
has been extended for a period of three months with effect from January
2016. He is a 1978 batch IAS officer of Rajasthan cadre.

queered his pitch by giving an extension of three months to incumbent

State Road Transport Corporation, has accused the State Government of

Trial that is bound to fail
Caught in the odd-even experiment I have to remain at home on the New
Year day (having an even no. car) breaking my daily routine of coming
to Delhi from Noida to spend my time in some fruitful pursuits. What
a pity, I cannot wish my friends - whom I meet daily - happy New Year
in Person ! but then if my sticking at home on alternate days contributes
to less pollution I do not mind this. After all, it is only for two
weeks. A trial which is bound to fail in its mission as clever people
have found ways to bypass it. What if the system will get reintroduced
for longer period. Many of the drivers will lose their jobs. One would
not pay a whole months' salary to the driver for doing his job for 15
days. Has anyone thought of this ?

since and qualified persons and who are suffers and save this PSU from
loss making. Maintain a regional balance in top line i.e. e7, e 8 &
e9 cadre. For e9 post called candidates even from e 7 cadre and who
have joined earlier and joined as mt(t) in 1980's from Bhilai steel
plant. Maintain regional balance and reduce ed post to bear minimum
so the expenditure for each post of about 1 crore can be saved. Eliminate
corrupt persons occupying these posts.

Are Free Basics Really For Free?
Mark Zuckerberg, founder & Chairman of Facebook, has been aggressively
pushing in the Indian market the "Free Basics". Full page
advertisements, followed by well structured interviews, are propagating
the benefits of free basics like 'Free Basics Protects Net Neutrality'
or "What Net Neutrality Activists Won't Tell You or The Top 10
Facts About Free Basics". Nobody can dispute Zuckerberg when he
says that there are certain basic services that are so important for
people's wellbeing that we expect everyone to be able to access them
freely. Very well said, but the hidden cost renders it not free really-
Internet service is costly in India. Unlimited surfing is costly and
beyond the financial capacity of the majority of the population. Health
care has been made unaffordable by the moneyed national and international
persons that the average Indian gets it neither from government hospitals
now nor can afford to go to private hospitals, which indulge in unnecessary
diagnostic and pathological tests which cost enormous amounts of money.
Same is the case with education, which is creating social and economic
divide never before witnessed. Now, if internet also resorts to unethical
business practices, we are better served by print (books) rather than
digital resources, i.e. the internet, which costs not only money but
precious time in getting to the right place and obtaining the desired
information in required quantity. If an acknowledged person like Zuckerberg
were also to impose an exploitative business model on users in India
by laying a trap through enchanting advertisements, though the corporate
goals might be different, it will create frustration and ill will between
net users in India and Facebook as a corporate entity. While Facebook
might live up to its stated promises, its rivals and competitors will
not be bound by any holy commitments to the users, as has been the mass
experience in the field of education, healthcare and communication in
India. If Zuckerberg were to evaluate his goals against the public experience
in India, he might change from free basics to free internet. Internet
is man's best gift to society in the modern world. India needs genuinely
fully free internet services- no more, no less.

Disclosure of information in relation to unauthorised construction
and encroachment
Photocopy of entire case file of unauthorised construction of
building was denied by the PIO, East Delhi Municipal Corporation
on ground of being third party information. In his initial reply,
the PIO provided contradictory information about whether the property
has been sealed. The appellant stated that due to unauthorised
construction on the above mentioned property, extensive damage
was caused to his house. The respondent claimed that the sealing
and de-sealing of any property is personal in nature. The CIC
observed that disclosure of information in relation to unauthorised
construction and encroachment does not require clearance from
any third party. Looking into the circumstances of the case, the
CIC granted a compensation of Rs. 25,000/- to be paid to the appellant
u/s 19(8) (b) of the RTI Act. Further, a show cause notice was
issued to the PIO as to why penalty should not be imposed on him
u/s 20 RTI Act, 2005 for outright deliberate denial of information.

Sealing and de-sealing of any property is a part of official work.
In a number of cases, the CIC has ruled that disclosure of information
in relation to unauthorised construction of building and encroachment
cannot be said to be personal information of the third party and
as such, disclosure in such cases do not require clearance from
any third party.
