257 VVIPs getting Central Security
At present there are 257 protectees in the Central List under different
categories (Z+ = 34, Z=66, Y=109 & X=48).There is no fixed number
of persons, other than VVIPs, Cabinet and other Ministers, to whom security
is provided. Security arrangements for the Central Protectees was last
reviewed in the meeting held on September 10, 2015.
Ministers to get free hand ?
Prime Minister Narendra Modi seems to be a changed man. There are indications
that he may give free hand to the Ministers in the Central Government.
One can only wait and watch.

- Chief Secretary of Kerela is likely to be changed. It is said that
his remark at a church assembly has put the state government in an embarrassing
situation and the GoI is also said to have taken note of CS's alleged
remark. He is 1980 batch IAS officer.
Major retirements of CMDs in PSUs in Dec
It is probably for the first time when more than half a dozen persons
holding Chairman-cum-Managing Director posts on various boards of profit
making Public Sector Undertakings (PSUs) units are retiring on December
31, 2015.

Ministry of I & B has cancelled the permission of 125 TV channels

Award Wapasi to Times LitFest
One thing is clear as daylight that these protesters are no adherents
to the national motto of Satyamev Jayate, which means they have no respect
for truth. Writing is of no value if it is anything less than the truth.
Truth has four components, lies, telling lies, truth, respecting truth.
The feigned anger against intolerance in the last quarter of 2015 for
the ills of last 25 years is the cheapest kind of politics. Writers
don't write to please the powerful or the wealthy, but to bring the
truth to the notice of the people; they don't write for any gain other
than personal happiness; writers aren't propagandists, sales agents
or businessmen. But the award wapasi group of writers have indulged
in obnoxious propaganda. It has impacted literary spirit in India. As
it is, they had proved themselves as the biggest hurdle in flowering
of the new talent in literature and all other art forms in the country
in the same past 25 years they are complaining about by steadfastly
occupying all the literary space leaving no room for the new shoots
to sprout. The Times Of India has compromised the independence of the
press in the country.

Disclosure of the name of the whistle blower under PIDPI
The appellant filed a complaint related to malpractices in purchase
of medical material like Fumy floor solution, Multipurpose cleaning
solution etc. to the CVC. He stated that after the receipt of
the complaint, the CVC had sent a letter to him seeking the identity.
The envelope containing that letter was superscribed as "Public
Interest Disclosure & Protection of Informer Resolution (PIDPI)".
In spite of this, the envelope was opened by the then Medical
Superintendent because of which his identity and name was unnecessarily
revealed. He sought to know whether the confidential letters in
favour of any doctor/employee can be opened by the medical superintendent
of the hospital and related information. The CIC issued a show
cause to the PIO to show-cause why penalty should not be imposed
on him for not furnishing the information within the prescribed
period and why compensation should not be awarded to the appellant.
Comments
The PIDPI requires the Competent Authority to conceal the identity
of the complainant and the documents or information furnished
by him, for the purposes of enquiry under this Act. Hence, the
officers and staff should be careful about which envelopes to
be opened and by whom.
