Many fold rise in Indian Security Services Industries
The private security industry has assumed an important role in recent
years. Currently the security services industry provides jobs to nearly
7 million people in India. With a 20 percent growth rate at present,
Indian security service business size is expected to increase from Rs
40,000 crore (2014) to Rs 80,000 crore by the end of year 2020. It is
also estimated that the Indian private security industry will generate
about 50 lakh additional jobs by 2020. The demand for private security
services is fueled by the increasing rate of terrorism acts, crime,
fast urbanization, improving foreign investment activity and growing
middle class owning assets they wish to protect.
No reservation in posts under CSS
There is no provision for reservation in the posts under the Central
Staffing Scheme ( CSS). According to official information, however,
at the time of empanelment every effort is made to empanel officers
belonging to SC/ST categories; if necessary, by adopting liberal benchmark
as compared to officers of General category.
IB told to relieve D C Srivastava to join as ED (Security), ONGC
Intelligence Bureau (IB) has been told to relive D C Srivastava for
joining as Executive Director (Security) in Oil and Natural Gas Commission

Retired IAS officers as Inquiry officers
As the reports go, government of India has been contemplating to appoint
retired IAS officers as inquiry officers to conduct departmental inquiries
against the central government employees, facing disciplinary proceedings
under the civil services rules. Many states have been appointing retired
civil and judicial officers for this purpose since long. The step is
right in perception of sparing the in-service officers for more important
works or saving them from the misery of inviting personal enmity ,if
a delinquent employee is ruled guilty. The system has also the advantage
of appearing to be fair as the Inquiry officer from the department may
be prejudiced for various reasons,which may not be exclusively official.
However, some states, which have been appointing retired officers as
inquiry officers have not been providing the requisite supporting staff,
offices, logistics, conveyance etc. As a result the Inquiry officers
have to depend upon the mercy of the department whose employee is being
probed, thus causing the suspicion of being not acting independently.
The inquiry officers are given only fixed amount for each inquiry as
remuneration. This amount remains unpaid for months and even years,
thus adding to the embarrassment and travails of the retired officers.
If the government really wants to effectively deal with the allegedly
delinquent employees, it will have to provide adequate staff, good offices,
all logistics and all facilities as are admissible to the serving government
officers of the retired officer's status. Otherwise, the retired dignified
officers should not fall into the trap of the government to heap slights
and miseries on them this way,and the bargain will be highly troublesome
for them.

Set up a watchdog
Agreed the step of the Delhi Government is correct in restricting movement
of private vehicles in order to curb pollution but one thing should
not be overlooked i.e. misuse of vehicles in the city of Delhi by Ministers,
Bureaucrats, Senior Corporate Executives and the family members at the
cost of exchequer/companies account. The Government should set up a
watchdog to ensure that this malady in the city of Delhi is brought
to an end. The Government vehicles and hired cars at Government/Companies
cost should not be visible at Schools, Colleges, Bus Stations, Metro
Stations and Shopping Mals. The Defence personal on one hand want OROP
but on the other hand blatantly misuse vehicles at Government cost for
their personal work.

One UPSC exam is not enough !
One UPSC exam should not decide that a category of employees are the
most superior, intelligent and competent for all times to come. A number
of people have failed in the Assistant Grade examination (having Maths
as one paper) but have become Group Á Civil Servants merely by
cramming. All type of tax payers, especially the professionals, have
the right to participate in the functioning of the Government in the
country.

Duration of inspection of the documents
The complainant submitted that the PIO had allowed the inspection
of the records in question for 15 minutes only and that too with
the condition that the entry to the building for the purpose of
inspection shall be at the discretion of the security agencies.
The FAA directed the PIO to provide access to the records to the
appellant in such a manner that the purpose of the application
is fulfilled. The complainant alleged that the PIO has been persistently
causing obstruction to supply of the information to the complainant
despite the orders of the FAA. The PIO contended that he made
effort to get file located which was more than ten year old and
had given prior intimation for inspection of documents. The complainant
admitted that he has been provided the requisite information though
there has been a delay and demanded to be compensated. The CIC
held that due to communication gap, there was a delay in the inspection
of the file by the complainant and no further action is required.
Comments
The duration of inspection and convenience of the applicant to
inspect the documents was the issue under consideration in the
case. Under RTI Rules, an applicant is entitled to one hour inspection
free of any charge and thereafter, on payment of fees. A PIO should
not restrict the timings of an applicant arbitrarily which may
lead to a charge of obstruction to free flow of information.
