A total of Rs. 20,000 crore has been allocated for the Namami Gange programme , a comprehensive approach to rejuvenate the river Ganga and all its tributaries under one umbrella. This amount is to be spent over the next five years (2019).This includes funds allocated for ongoing projects to clean river Ganga and new initiatives. Government has launched Namami Gange programme with 100% central assistance .

Big Cabinet reshuffle after Budget session?


If sources are to be believed, major reshuffle is going to take place after parliament session. It is said that 8-10 ministries are going to be affected.

23 Secretary level vacancies in GoI by March end
There are going to be about two dozen Secretary level vacancies in the Government of India by March end.

Two Chief Secretaries empanelled for Secretary/Secretary equivalent posts in GoI

Two Chief Secretaries belonging to 1982 batch have been empanelled for the post of Secretary and Secretary equivalent posts in Government of India. Sanjay Mitra, Chief Secretary of West Bengal has been empanelled for Secretary level posts while Rajiv Sharma, Chief Secretary of Telangana was empanelled for holding Secretary equivalent posts.


Five "S" empanelled as Additional Secretary in GoI

Out of eight IAS officers belonging to 1985 batch, five officers having starting names with "S" have been empanelled for the posts of Additional/Additional Secretary equivalent in Government of India. They are: Dr Sumeeth Jerath, Saraswati Prasad, Sujit Prasad, Sanjeev Gupta and Sanjeev Chopra.

Lokpal not a panacea for all ills

Controversy of Lokpal Bill passed by Delhi Assembly has again brought forth the ill-conceived perception that it or better than it legislation may end all the evils concerning Delhi people and the Government. When Anna Hazare started agitation and fast unto death for bringing about this legislation, many rational people were skeptical about the adequacy of the Act itself to eradicate corruption and allied evils from the society. Already, many states have this institution of Lokpal in place ,but without any success in reduction in corruption at any level. The institutions of Vigilance Commission, Special CBI courts, Ombudsman and the Lokpal in itself have so far failed to address the evil of corruption by public-men and in public offices. The whole gamut of ideology, politics and human development needs to be addressed before hoping any such Institution to cleanse public men. The controversy is an exercise in futility.

The average income of a Security Guard is about Rs 5000 to Rs. 5500 per month which is likely to remain the same for the next five years. This is a little above the wage in the Rural Employment Scheme So much for the much hyped skill development , better employability etc for such sectors !

Duration of inspection of the documents

The complainant submitted that the PIO had allowed the inspection of the records in question for 15 minutes only and that too with the condition that the entry to the building for the purpose of inspection shall be at the discretion of the security agencies. The FAA directed the PIO to provide access to the records to the appellant in such a manner that the purpose of the application is fulfilled. The complainant alleged that the PIO has been persistently causing obstruction to supply of the information to the complainant despite the orders of the FAA. The PIO contended that he made effort to get file located which was more than ten year old and had given prior intimation for inspection of documents. The complainant admitted that he has been provided the requisite information though there has been a delay and demanded to be compensated. The CIC held that due to communication gap, there was a delay in the inspection of the file by the complainant and no further action is required.


Comments

The duration of inspection and convenience of the applicant to inspect the documents was the issue under consideration in the case. Under RTI Rules, an applicant is entitled to one hour inspection free of any charge and thereafter, on payment of fees. A PIO should not restrict the timings of an applicant arbitrarily which may lead to a charge of obstruction to free flow of information.
