PSU's need professionalism


Professionalism is missing in PSU's for the last four decades. People having leadership qualities, professional qualities and honest and sincere are not reaching the top positions. The basic reason is the selection procedure of PESB. Government should abolish the PESB and constitute a new board by inviting applications directly. It is the time for the government to review all the appointments and replace the entire board with honest professionals.

Maintain best traditions of services


This refers to the action taken by the State Government in respect of religious propagation activities by an IAS office who claims that it is his right to do so.
Irrespective of any service rules, it is felt that such type of activities must not form part of an officer belonging to any of the services. Of course, there is no bar on any officer simply practicing his/her own faith as an individual. But the officer community must build a consensus and pressure on any of their colleagues undertaking activities which amount to active propagation, whether during or even outside office hours. Let every member of the services be seen also to be secular.
This is a call to all officers to prevail upon their colleagues to maintain the best traditions of the services, which go beyond the rule book.

Property details in relation to a court case

The Applicant sought information regarding the details of the properties of her estranged husband as per records of the bank. The PIO denied the information under Section 8 (1) (d) of the RTI Act on the ground that it pertained to a third party. The applicant submitted that she needs the details of the properties of her estranged husband to get a share in the same for herself and her child. The CIC referred to the Supreme Court judgment in Girish Ramchandra Deshpande vs. Central Information Commissioner and Ors. [Special Leave Petition (Civil) No. 27734 of 2012] and held that the information sought by the Applicant is exempted from disclosure under Section 8 (1) (j) of the RTI Act.

Just because a public servant is in litigation with someone in the course of a private dispute, the personal information cannot be provided to establish the truth of allegations. Such disclosure cannot be said to be in "public interest" as the litigation is a private one.
