AAI to invest in training a larger pool of
professionals to implement radical changes (UPDATED)
The aviation landscape has seen an exceptional increase in air traffic,
and the airport and air space infrastructure capacity has increase manifold.
India is emerging as an important player-both as a growth market for
international aviation and also a key player in the community of key
global aviation powers. India's aviation growth can be orchestrated
into a larger opportunity for the country. In order to build capacities
and capabilities in AAI and to invest in training of large pool of professionals
to keep AAI ahead of the curve in a world of rapid change, AAI entered
into an MoU with IATA. The MoU was signed on 09/02/2015 by Anuj Aggarwal,
Member HR, AAI and Victor de Barenna, Director, ITDI, IATA in the presence
of R K Srivastava, IAS, Chairman, AAI and other senior officials from
AAI and IATA. R K Srivastava, Chairman, AAI emphasized that being the
largest Airport Operator of the country there is need to address the
training needs of AAI officials and to invest in creating and expanding
its pool of airport and ANS professionals who are well versed with critical
global aviation issues in the domains of safety, operations, liberalization,
aviation laws. Economics, and climate change, among others.

Both the systems shall equally be proved to be bogus and corrupt
as both will involve human intervention. If the Government is keen and
really interested in appointing intelligent and honest Judges it should
hold in All India Level Examination for appointment of Judges of High
Court and Supreme Court like Civil Services and then judge other merits.

Cause of BJP defeat
It is a general feeling that even after 10 months, the retention of
same corrupt bureaucrats at key posts in important Departments in Delhi
who were there in Congress regime , is the main cause of BJP's defeat
in Delhi. Modi and top brass of BJP will now have to do immediate reshuffling
in key Departments in Delhi. The public is thinking that only government
has changed but same officers on same posts are ruling.
Indian Council of Forestry Research and Education (ICFRE), an autonomous
and only national level council of MoEF is appointing more than 60 IFS
officers on deputation with out the approval of Department of Expenditure
and Ministry of Finance. The same has been pointed out by the CAG, but
no action by the government. MoEF and MoF both the ministry are quite
under the influence of these officers including CAG. I hope you may
highlight the issue to reach to the PMO, so that R & D in the field
of forest and environment science do not suffer.

There is a difference
The officers named under the UPA government were Keralites but not of
Kerala State Cadre- at least TKA Nair was not. He was of Punjab State
cadre. The officers named under the NDA are not Keralites though they
are/ have been of the Kerala cadre of their respective services.

Responsibilities of the employees at different ranks
An application was filed seeking information relating to the service
matters of the appellant like the details and responsibilities
of the Jr. Engineers and Jr.Engineers1; the distinction between
their work; and the reasons for not giving ACP to the appellant.
No response was sent because the appellant had not specified the
posts whether they belong to Electrical, Civil, Mechanical, S
& T, etc. The CIC directed to provide the details and responsibilities
of Junior Engineers & Junior Engineers1 including the distinction
between their work and also the reasons for not giving ACP to
the appellant.
Comments
Section 4 (1)(b)(ii) of the RTI Act puts a responsibility on the
public authority to suo-motu disclose the powers and duties of
its officers and employees. Such information should be put in
the public domain pro-actively by the public authority without
waiting for an applicant to approach it.
