Inauguration of AOCC and new Hangars at LGBI

of India inaugurated the Airport Operations Control Centre (AOCC) and
New Hangars at LGBI Airport, Guwahati recently, Kiren Rijiju State Minister
of Home, Govt. of India, Hemanta Talukdar, MLA West Guwahati, R K Srivastava,
Chairman, AAI, S Raheja, Member (Planning), P K H Singh, Advisor(T&C),
NEC Shillong and other Airport Operators/stake holders of Guwahati Airport
were also present at the inauguration ceremony. Speaking on the occasion,
the Minister for Civil Aviation emphasize that the Government of India
and the state governments in the region have to be aviation friendly
in order to make the sector vibrant. The airport modernization will
contribute towards the overall growth of the aviation sector. Guwahati
Airport is connected with all the major cities in India like Delhi,
Mumbai, Kolkata, Chennai, Hyderabad, Bangalore, Jaipur, Ahmedabad, Pune
etc. by all the major domestic Airlines like Air India, Jet Airways,
Go Air, Spicejet, Indigo & also connected to Imphal, Baghdogra,

In International sector, the Airport is connected to Bangkok and Paro(Bhutan)
by Royal Bhutan airline (Druk Air). The scheduled helicopter services
run by Pawan Hans connecting Shillong (Meghalaya), Naharlagun and Tawanag
(Arunachal Pradesh). At present, this Airport caters approximately 94
aircraft movement per day.

away today in Jaipur. He was 74.

NLC posts Rs 309.47 cr Q3

NLC has recorded a sales turnover of Rs.1492.65 Crore and has posted
a net profit of Rs.309.47 Crore during the quarter ending 31st December,2014.
Neyveli Lignite Corporation Limited, a "Nav Ratna" Public
Sector Enterprise, under the administrative control of Ministry of Coal
has a chequered history of achievements . B Surender Mohan, CMD, NLC
informed that at present, NLC operates three Opencast Lignite Mines
at Neyveli and one at Barsingsar, Rajasthan of total capacity of 30.60
Million Tonnes Per Annum (MTPA) and three Thermal Power Stations at
Neyveli and one at Barsingsar with a total installed capacity of 2740
Mega Watt (MW). NLC Mines have produced 53.33 Lakh Tonnes (LT) of Lignite
by removing 320.88 Lakh Cubic Metres (LM3) of Overburden. NLC Power
Stations have generated 4187.86 Million Units (MU) of Power and exported
3516.34 MU. By removing 1078.70 LM3 of Overburden, NLC Mines have produced
171.52 LT of Lignite. While 14138.26 MU of Power was generated from
Neyveli Thermal Power Stations, the exported quantity of electricity
was 11959.01 MU. NLC forges ahead in all fronts and with its expansion
activities the company is poised for substantial growth in the years
to come. The Company is planning ahead for an impressive expansion of
4301 MW by the end of 12th Plan and 11206 MW by the end of 13th Plan
(including its subsidiaries) from its present capacity of 2740 MW.
SAIL's Q3 profits up by 9%; declares interim
dividend of 17.5% (UPDATED)
SAIL registered profit after tax (PAT) of Rs 579 crore for the Oct-Dec'14
quarter which is 9% higher than the corresponding period last year (CPLY).
SAIL Board approved interim dividend for its shareholders at 17.5% of
the company's paid-up capital, which will involve a pay-out of Rs 870
crore including tax on dividends. The net worth of the company increased
to Rs 43,333 crore as on 31.12.14, an increase of Rs 667 crore from
31.3.2014. The unaudited financial results of SAIL for the quarter Oct-Dec'14
was taken on record by its Board of Directors today. Improvement in
profit was helped by factors such as enhanced production, better techno-economic
parameters along with reduction in input cost particularly imported
coking coal. During the quarter, SAIL achieved a turnover of Rs 12,291
crore, which is 3% lower than CPLY. The turnover was adversely impacted
due to the prevailing challenging market conditions, fraught with high
imports and consumption of steel remaining almost flat in the country.
The quarter (Q3) was a momentous one with respect to the modernization
and expansion programme of SAIL, with integrated operations of 2.5 MTPA
new steel plant at Burnpur commencing during this period. The state-of-the-art
4160 m3 blast furnace at ISP, Burnpur, 'Kalyani' was lighted up on 30th
November, 2014, which is the largest operating blast furnace in India.
This would be the second such large volume Blast furnace in SAIL, after
the first one operationalized in Rourkela Steel Plant. SAIL has already
operationalized MODEX projects/facilities worth Rs 32,000 crore till
now. On this occasion, Chairman SAIL C S Verma noted that "Our
initiatives taken to bring down energy consumption and optimize raw
material utilization, as well as adoption of state-of-the-art technologies
have helped us improve the techno-economic parameters and stay viable
in the current market scenario. With new policies of the government
and its thrust on steel intensive sectors, the steel demand is likely
to rise. SAIL is ramping up its capacity to match this."

Why do we need a Foreign Minister ?
Maybe a Minister is not required to make foreign policy; but we do need
a Minister to run a Ministry. Not having effective Ministers in the
Ministry of External Affairs is causing havoc in Indian diplomatic activity
in small states. What is happening in important countries is being well
looked after by the PMO, Secretaries and other officers of MEA; and
we have brilliant Ambassadors in these countries. In many small countries
we have frustrated superseded officers of Secretaries' batches as Ambassadors.
Some of them are indulging in activities unbecoming of an elite service
and even criminal activities. Officials of the MEA have to shield them
because respect for seniority is ingrained in any organised cadre. US
and China take care to build good relations with small countries as
well. If India aspires to be a world power, we need to have a strong
Minister or a Minister of State who can take action against these so-called
diplomats or find sinecure positions for them in Delhi.

The government should concentrate removing all corrupt and influential
babus and their kiths and kin in PSU's and give change to sincere and
honest. there should be regional balance in Delhi postings as well PSU

Apart from problems of water, electricity etc., the AAP government should
take immediate steps to control the Pollution problem. As it is well
known Diesel cars are the biggest culprit for increase in pollution
in Delhi. There should be a total ban on registration of new Diesel
cars in Delhi for the next two years till the new models are Bharat
5 compliant. Further the diesel price should be increased to RS.100
a litre so as to dissuade people from using diesel cars.

BJP not able to carry "Swachh Mission"
BJP was also not able to carry forward its "Swachh Mission"
in the city of Delhi. The city is still dirty as it was earlier. The
Citizen's are keeping their houses and placing their much and dirt in
dustbin kept outside the house. These are taken away by the "koorawalas"
which they have kept on their own accounts. The corporation people who
are meant to carry out the make cleaning up operation are enjoying,
they are not punctual and many of them are indulged in selling vegetable
just after marking their attendance. There should bi-metric attendance
for each of them, wherein they should record their attendance four times
a day. The officials responsible for an area should also be made accountable
for cleanliness. In so far as the in-disciplined citizen's are concerned
strict fine should be imposed. Check should be also there on the corporation
officials and the male MCD school teachers who indulge in 'property'
dealing activity in the NCR area.

Reason for BJP debacle in Delhi ?
Arrogance of its Central Ministers. Only Modi is seen running around,
making hard effort, trying his level best to clean up the system. Have
you seen any of his Ministers following his example except for Venkaiah
Naidu who has taken good bold step of getting 350 lutyens bunglows vacated,
free golf club membership of IAS officers cancelled. There is no other
minister who has taken any bold step to clean up the mess in their Ministries.
All other Ministers are very happy and satisfied in cutting ribbons,
addressing seminars. Did we elect them for this ? All other Modi Ministers
except Sushma, Jaitley, Venkaiah, Parrikar, remained satisfied in drinking
tea in seminars.

Poll results are more Modi's loss than Kejriwal's gain
The tsunami in Delhi indicates that the election results are more Narendra
Modi's loss than Kejriwal's gain. Modi's loss in Delhi is due to an
anti Modi wave in Delhi. Kejriwal is a beneficiary of the public dissatisfaction
with Modi.
The biggest contributor to this is the rumour that the retirement age
of employees of the Central Government is likely to be reduced to 58.
Hugely unfair if implemented, clearly, the rumour mills have worked
overtime to circulate the same. It has turned all employees of the Central
Government against Modi. Those very people who had voted for Modi in
the Parliamentary elections have turned against him now. The reason
why this factor has impacted the results most is because Delhi houses
lakhs of voters who are either employees of the Central Government or
their families. Why the rumour was believed despite denial could have
been either due to some factual basis therein or due to the perceived
proximity of Modi with business and industry groups and his persistently
cracking the whip on servants of the Government for the past eight months.
The truth is that Modi has a mindset which is perceived to be quite
anti employee. This endears him to industry and business, this also
helps him in the NRI circles. It also gets him encomia from the Economist.
But it alienates him from the very group which was one of those who
had actively voted him into power. While alienating it, Modi thinks
as the Gujarat CM. In entrepreneurial Gujarat, employees are looked
down upon, but not so in the rest of India. In fact, employees constitute
an educated middle class, who do not owe their jobs to largesse but
are all selected for different levels of service after passing exams
which are taken by lakhs of people (all non Gujaratis). As PM of India,
Modi will have to think differently. This is because though Central
Government employees may not be as much of a force outside Delhi, employees
of PSUs, Banks, State Governments all could react similarly.
The second biggest contributor to Modi's loss is the way he has treated
his own party. Secure in the reflection of his massive mandate in the
Parliamentary elections, he emulated Indira Gandhi and reduced even
his Ministers to factotums. Dissent might have been mute, but its effects
are there for all to see. The reason why this factor has worked now
and not in earlier states' elections is that those states were those
where Congress was facing anti incumbency of a decade or more.
The percentage vote that Modi has got tells only half the story. Modi's
bid to attract voters has yielded some results, but he has lost more
voters than he has gained. In other words, his 33% vote share in Delhi
2015 does not have the same people in it than in 2013. In Delhi, the
traditional voter of BJP has also shifted to AAP in a bid to reduce
Modi's hubris. The Punjabi element with refugee roots has deserted the
BJP. The reason is not far to seek, the BJP is reduced to Modi-Shah,
with every body else out. This has alienated the old faithful. It was
the party worker who had brought Modi to power, however, Modi is perceived
to have become too arrogant and concentrated all power unto himself
in all party affairs.
When Modi made a bid for PM, he projected himself as humble. His chaiwallah
image endeared himself to the masses. Now, it is the opposite. His perceived
arrogance is not being liked by the masses. In a bid to outclass top
leaders of his own party, Modi started projecting himself as a world
figure. This has had little resonance with the masses. Even his projection
of Barack as a first name friend has boomeranged on him, it is seen
as hubris. It is because Modi is not seeing the electorate as a thinking
electorate.
Lastly, the lesson of the poll is that no amount of talk can substitute
for results. Campaigns are no substitute for solid work.
And this is where the future has a wide opening for Modi. He can actually
work. He can show results. He is not lacking in experience. Kejriwal
has apologised for his mistakes but he might not have learnt his lesson.
He is inexperienced. If Modi starts to walk the talk and does so in
a compassionate manner, without prejudices and hubris, Kejriwal might
not have a chance hereafter.

BJP failed because Govt. official got hold of :
(i) Cabinet note on reduction of age of Central Govt. employees from
60 to 58.
(ii) All PSU staff including Bank employees know that Gujarat has got
pay revision in instalments spread in five years. All bankers spread
the news about Finance Ministry mistreatment / bad approach towards
Govt. Employees / PSU employees / Bank Employees. There are rounds of
SMSs doing the round even today.

Loss of BJP & Gain of AAP(reasons)
1.The body language of the PM Modi pre and post election changed drastically
which shows him as arrogant.
2. BJP has become intolerant to the opposition. See the way they are
treating their own Seniors like Advani, MM Joshi, Sushma Swaraj etc.
3.Indian electorate expect their leaders to be simple and affable at
least in Public. But look the way PM Modi dressed during US President`s
visit.
4.Total Authoritarian style left others left out during election process.

Who is favouring Congress loyal bureaucrats in BJP govt ?
It is general feeling in those officers who were shunted out in congress
raj that at least two posts of secretaries are vacant in Govt. Of India
viz. secretary official languages, secretary rural development but IAS
officers of 1981 sitting on malai posts since congress regime are trying
to skip postings at these posts. Is someone in cabinet secretariats
and DOPT showing loyalty to congress bosses by not posting the officers
due for posting at these posts. What PMO is doing ?

Hindi is Ghost for IAS officers
A special department of official languages exists in Ministry of Home
to take care of Hindi and other languages. Now a days, IAS officers
sitting on lucrative posts are making rounds of DoPT and Cabinet Secretariat
just to ensure that they should not be posted as Secretary, Official
Languages. Same is the case with Secretary, Animal Husbandry. Our Hindi
speaking Prime Minister must depute some competent IAS officers on these
posts. These posts should not run in additional charge. The officers
holding lucrative posts at present should be posted on these posts to
chant OM SHANTI and take the job peacefully.

Responsibilities of the employees at different ranks
An application was filed seeking information relating to the service
matters of the appellant like the details and responsibilities
of the Jr. Engineers and Jr.Engineers1; the distinction between
their work; and the reasons for not giving ACP to the appellant.
No response was sent because the appellant had not specified the
posts whether they belong to Electrical, Civil, Mechanical, S
& T, etc. The CIC directed to provide the details and responsibilities
of Junior Engineers & Junior Engineers1 including the distinction
between their work and also the reasons for not giving ACP to
the appellant.
Comments
Section 4 (1)(b)(ii) of the RTI Act puts a responsibility on the
public authority to suo-motu disclose the powers and duties of
its officers and employees. Such information should be put in
the public domain pro-actively by the public authority without
waiting for an applicant to approach it.
