B K S Ray comes out with new novel "The Blind Horizon"
B K S Ray (I.A.S., retd. 1972 -Chhattisgarh cadre) has come out with a political novel that revolves around the struggle of a young political activist against a corrupt and autocratic Chief Minister. The Chief Minister tries to divide the bureaucracy to realise his criminal ends and hatches conspiracies against his opponents. His two advisors known for criminal activities commit suicide and the Chief Minister too runs away to an unknown destination after his defeat in the state assembly polls. "The Blind Horizon" is Ray's 26th book. The novel will be formally released at the India International Centre, New Delhi on February 22 and will also be available in the World Book Fair, New Delhi.

No improvement in bureaucracy in BJP govt:

I was wrongly charge sheeted by CBDT authorities. Charges framed were absolutely and prima facie baseless and with mala fide motives.
Three out of five charges impute that I decided appeal wrongly; though my orders were already upheld by higher courts long ago and already accepted as correct by authorities. But these orders of higher courts were not kept in file and charge sheet was prepared with a mala fide motive. Retirement benefits were withheld without any order whatsoever.
I denied the charges. Even after six months, even inquiry officer has not been appointed.

I offer open challenge to CBDT authorities to have an open debate in any fora: media, TV channel, court or in administration on prima facie sustainability of charges.
I sought just one minute's time of FM to listen to me. But he forwarded the letter to CBDT, which is sitting silent on the letter. Thus CBDT has proved that governance has not improved and would not allow BJP govt. to improve the governance. This is just an example.

BJP Govt. is not ready to punish the guilty in CBDT. On the contrary they are being given promotion.
This is the state of governance in new government. This is why voters in Delhi have warned suitably to the govt.
I hope suitable action would now be taken against the erring CBDT officials to save the image of the govt.; else AAP may ask govt. why sincere officers are being harassed.
It is worth noting that I had caught tax evasion by big business houses of Mumbai, which could bring additional revenue to govt. of thousands of crores of Rs. . I had specifically informed this to FM also. Is harassment to me because of such good work done by me?

I had been RSS Shakha sanchalak and I am facing harassment by bureaucracy in my own govt. Imagine the situation of common man who are still suffering from the bureaucracy even after getting favourable order from CAT. (Proof: see the cause list of CAT, a large number of cases of contempt are fixed daily.)

Not bringing back the black money cost BJP dearly

One reason for the BJP defeat is the non-fulfillment of the promisse of bringing back the black money. As Ram Jathmalani suggested we should have brought a law putting the onus on the individual to prove that the money in the foreign accounts are not black. But Jaitley is following the Congress line, first taking the Income Tax route and then putting the responsibility on the prosecuting agency. Why this rule when in the case of ordinary Indian citizens, onus is on him to explain to the ITO the source in case of any large entry into his account. Jaitley is a rejected candidate in the last elections and we do not know he is helping whom.

BJP paid for mishandling middle class sentiments

The reasons attributed for the BJP's grand failure by A.K. Saxena are fully justified. However, he has forgotten to name the great Finance Minister for mishandling the middle class sentiments. There is hardly any hope of improvement. In addition, induction of Kiran Bedi demoralised Vijay Goel, Harashvardhan and Bidhuri. Vijender Gupta who won from Rohini despite AAP wave could be face of party. Modi performs well at international fora but jhuggi wala in Delhi will not appreciate it. For him, prices, house, electricity, water, road, school admission, transport, small level corruption, extortion matters.

Responsibilities of the employees at different ranks

An application was filed seeking information relating to the service matters of the appellant like the details and responsibilities of the Jr. Engineers and Jr.Engineers1; the distinction between their work; and the reasons for not giving ACP to the appellant. No response was sent because the appellant had not specified the posts whether they belong to Electrical, Civil, Mechanical, S & T, etc. The CIC directed to provide the details and responsibilities of Junior Engineers & Junior Engineers1 including the distinction between their work and also the reasons for not giving ACP to the appellant.

Comments


Section 4 (1)(b)(ii) of the RTI Act puts a responsibility on the public authority to suo-motu disclose the powers and duties of its officers and employees. Such information should be put in the public domain pro-actively by the public authority without waiting for an applicant to approach it.
