BUREAUCRACY

The best and worst Ministers in the MEA
An informal poll of retired IFS officers revealed surprising results in terms of perception of the best and the worst Ministers in the Ministry of External Affairs during the last four decades. The best turned out to be Atal Bihari Vajpayee. With no expectations from a politician with Jansanghi background, mediocre poetry and no experience in Government, the elitist diplomats of the time were dazzled by his brilliance. In rebuilding relations with Pakistan. He was ably assisted by Mani Shankar Iyer, then posted in Karachi. The worst did not come out to be Sushma Swaraj or VK Singh but E. Ahmad for whom foreign policy was limited to sending his kinsmen to Saudi Arabia.

People were not impressed with Modi on account of the following:-

(i) People liked him because he was chaiwala's son and he should have remained the same.
(ii) It was a shame to wear a costly suit and display it. Obama made fun of him by calling him "Fashion Icon".
(ii) Father of the Nation traveled all over the world in one veil of khadi. Examples have to be set.
(iii) In a country where we call our children as 'aap', who advised him to speak "Barrack".
(iv) Lal Bahadur Shastri was the PM for two years. Earlier he wore a coat lent to him by Shri Nehru ji. The first coat which he got stitched was the one before going to Tashkent, where he died.
In country of poor, we cannot display lavishness. The learned Janta of the country immediately retorts back. Still nothing has been lost so far.

Be cautious with young voters, reduce retirement age

BJP may now be extremely cautious with young voters and reduce retirement age to create employment even if it is only a notional one. Young voters are extremely active in making or unmaking of a wave and they punish with a vengeance.

Historic perspective behind victory of AAP

The landslide victory of AAP in Delhi elections needs to be seen in the proper historic perspective. In the post-independence period, Delhi had a strong pro-BJP (Jansangh) sentiment due to a large number of refugees forced out from West Pakistan. To neutralize it, the Congress resorted to mass settlement of a large number of migrants from Eastern India. The AAP party capitalized on the dissatisfaction of these migrants by offering them sops-like free water, power, and allowing them to erect jhuggis wherever they pleased. Thus Delhi is going to be at par not with any international city, but with slums of Kolkata and Mumbai in the near future (in regard to jhuggis and unauthorized housing). Ironically, AAP which started as an anti-corruption movement in high places in India has not shied away in securing political power for itself by offering bribes through electoral promises to the voters. It remains to be seen if the older Delhi-wallas whose families have spent a few generations in Delhi are going to accept this political change or are going to file a PIL in the Supreme Court against this blatant political corruption.

S K Sharma

I entirely agree with Sh. A.K.Saxena giving the reasons for defeat of BJP in Delhi. I would also like to add that organisations like RSS, VHP etc. thought that the election of a BJP government has given them the licence to say and do whatever they wanted forgetting that the people of India had voted for change in the form of Sh. Narendra Modi.

DATE WITH RTI

Disclosure of Bank account details of a Trust

The Appellant sought information regarding the bank accounts of a Trust which was denied by the Public Information Officer (PIO) under Section 8 (1) (d), (h) and (j) of the RTI Act. The PIO informed that under the provisions of Section 13 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970, the bank was bound to maintain secrecy relating to the affairs of its constituents. The Appellant submitted that he is a member of the Trust and was earlier it's General Secretary and a signatory of the bank accounts in question during the year 2001-02. He alleged that the trust maintains these accounts, but the funds in the same do not figure in its books. The Central Information Commission (CIC) observed that a member of the Cooperative Society is in no different position than a shareholder of a company. Neither the membership in the Cooperative Society nor the shareholding in the Company gives to a person the right to access information about the management's operations, especially when this operation relates to opening and maintaining Bank accounts. The CIC ruled that the information sought by the Appellant is held by the Respondents in a fiduciary capacity and is exempt from disclosure under Section 8(1)(e) of the RTI Act.

Comments

An allegation such as that of misuse of funds by the Trust not supported by any evidence cannot be regarded as a ground establishing larger public interest for disclosure of personal information.
