PCI/ECI should suo moto investigated whether these opinion polls or exit polls were planted to influence the voters in a particular way ?
Govt. Servants are equally if not more effected by corruption. Hence this post is biased..!!
Bottom line Anti corruption views win!!!
Therefore. it should not be surprising that there was polling of 67 per cent and victory in 97 per cent seats ?

Posts can't be sanctioned without sanction of Department of Expenditure


How the posts can be sanctioned by DoPT or concerned Ministry without the financial commitment from Department of Expenditure ? MoEF has already said in case of technical service staff and ministerial staff in ICFRE that creation and up-gradation of post is in the preview of Department of Expenditure and MoF. As a result number of officials have been demoted in ICFRE and technical persons suffering since last so many years. MoEF and ICFRE may have dual policy for staff and officers, therefore only many of the posts in ICFRE are filled on deputation without the approval of concerned departments of the GoI. Functioning of ICFRE is required to be reviewed by CAG.

R&D and bureaucracy can't be together


It is true that R&D and bureaucracy cannot be together. For government R & D sector to grow, bureaucracy be reduced and constant funds be provided. Hope Minister MoEF and PM may take a note to excel R&D in the country.

CGHS Procedures -- Good Governance ?


I had a pleasant experience recently when I visited Dr. RML Hospital for some consultation for medical complications. It was first time in my life that I visited a Government Hospital -- I couldn't dare visit earlier during service period due to poor reputation of Government Hospitals like casual attitude of doctors, hours of waiting in queues, rude behavior of para-medical staff, unhygienic conditions, etc. However, it took few minutes to get registered being a CGHS Retiree, my turn with the Surgeon came in 5 minutes who very carefully examined me and listened to the history, and prescribed me medicine, simultaneously asking me see Dermatologist also. I again went in for fresh registration procedure, went to doctor who after carefully examining my problem referred me to his HOD for second opinion. The HOD also examined carefully and prescribed medicine. I was also asked to see Dental Surgeon. There again every thing went smoothly with professional ease. I was free from Hospital in less than one hour with full mental satisfaction. The Dental Surgeon had referred me to CGHS approved Centre for some minor procedure. I went to an approved dental centre today, where they asked me for permission letter from local CGHS dispensary. When I told that since a Central Government Hospital has referred me, where was the need for permission from CGHS Dispensary, I was told that this was the procedure. They however gave me first treatment and told to come with permission letter during next visit. I went to CGHS Dispensary in Palam some 7-8 kms away and I was asked to see the CMO. I waited for 45 minutes for my turn ( there were some 15 patients before me), and then thought of meeting CMO In-charge of dispensary. It was 2 minutes past 1 PM and she had opened her lunch tiffin box. She listened to me and told me to write an application to her asking for permission to visit CGHS approved centre, attach a copy each of RML prescription and CGHS card, and come next day to collect permission letter. I don't understand that at a time when Government is talking about Good Governance, what was the need to get permission from CGHS dispensary once a Central Government Hospital has referred the patient to approved centre. It is like permission to be given by a subordinate orgn. over the orders of higher authorities! Instead of going in for hassles of writing an application to CGHS I/c, getting photocopies of prescription and CGHS card, and submitting to dispensary and again going next day for collection of permission letter, I have preferred to pay the fee to private dental centre. However, whether the new Health Minister could consider to remove these hassles, at least to Pensioners, in the interest of Good Governance? Or Good Governance is only a slogan meant for votes!

A game is a game - Why become hysterical ?


Why we become so hysterical on winning a match against Pakistan. A Game is a Game. Someone wins someone loses.But in the case of Indo-Pak matches we forget this simple rule.We get so tense when Pakistan plays well and erupt in joy when our team wins.The players who do well are idolized as were Virat,Raina,Shekhar,Mohammad Sami on Sunday.In Pakistan too they consider a Cricket Match between India and Pakistan almost like a war.Look how they reacted after losing the match.TV sets were broken and I am sure in many a house no food would have been cooked.All this is due to traditional rivalry, the seeds of which were sown in Partition and continue to sprout over Kashmir.To confess even I am not immune to such emotions over a cricket match between the two countries.Like my countrymen I was thrilled on the win.It was a Super Sunday indeed.

Disclosure of Bank account details of a Trust

The Appellant sought information regarding the bank accounts of a Trust which was denied by the Public Information Officer (PIO) under Section 8 (1) (d), (h) and (j) of the RTI Act. The PIO informed that under the provisions of Section 13 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970, the bank was bound to maintain secrecy relating to the affairs of its constituents. The Appellant submitted that he is a member of the Trust and was earlier it's General Secretary and a signatory of the bank accounts in question during the year 2001-02. He alleged that the trust maintains these accounts, but the funds in the same do not figure in its books. The Central Information Commission (CIC) observed that a member of the Cooperative Society is in no different position than a shareholder of a company. Neither the membership in the Cooperative Society nor the shareholding in the Company gives to a person the right to access information about the management's operations, especially when this operation relates to opening and maintaining Bank accounts. The CIC ruled that the information sought by the Appellant is held by the Respondents in a fiduciary capacity and is exempt from disclosure under Section 8(1)(e) of the RTI Act.

An allegation such as that of misuse of funds by the Trust not supported by any evidence cannot be regarded as a ground establishing larger public interest for disclosure of personal information.
