PM visits HAL stall, evinces keen interest on Aero Engine, LCH (UPDATED)
Prime Minister, Narendra Modi has visited HAL stall and evinced keen interest in HAL products especially on Hindustan Turbo Fan Engine and LCH. HAL Chairman T Suvarna Raju explained him about the efforts made by the Company on “make in India front”. The medium thrust class engine finds wide application in military trainer aircraft, smaller regional jet and un-manned applications. Raju apprised PM that HAL has taken up a project to design and develop an Aero Engine with a 25 kN thrust. The PM also spent time in knowing about Light Combat Helicopter (LCH). The LCH is a 5.5-ton class, combat helicopter designed and developed by HAL. The helicopter is lethal, agile and survivable. The LCH is expected to receive Initial Operational Clearance and enter Limited Series Production soon. In order to encourage technology development in India, it may be recalled that the Government set up Design & Development Management Board (DDMB), under the chairmanship of HAL with members from DRDO Labs, Department of Defence Production and Services, for synergizing the R&D efforts in country.

SCI posts net profit of Rs 31.35 cr (UPDATED)
The Shipping Corporation of India Ltd (SCI) has posted a net profit of Rs. 31.35 crore during the quarter ended in December last year. It brings to the total profit for nine months in the financial year 2014-2015 to Rs. 99.44 crore. This is the fourth consecutive quarter when SCI has posted a profit. It is noteworthy that the SCI is a scheduled 'A' Navratna CPSE of Government of India. Arun Kumar Gupta is heading this PSU as CMD while Ms Harjeet K Joshi is Director, Finance.

Yes, it will ensure transparency and equity in selection in higher judicial appointment. Best of judgments about SC are those when government was making appointments. Presently it a kind of spoils system. Top Collegium people who are closely known to them get chance and merit gets compromised at times.

Why do we need a Foreign Minister?

Why would a politician be interested in foreign Affairs? It doesn't help win elections; there is nothing you can do for your constituency. It does not matter if relations with smaller states suffer; no one is going to notice. What is not being realised is that due to regional organisations, small countries have gained importance. Some small countries even hold presidency of the European Union by rotation. Posting of rejected frustrated Secretary/Additional Secretary officers as Ambassadors to small countries is a good idea from the point of view of IFS bureaucracy as these officers are far away - "out of your hair" as they call it. It is not good for the country and the Ministers in the MEA need to understand the difference between the priorities of bureaucracy and priorities of the country.

Feedback on "Remove all corrupt and influential Babus"

Remember the Jayanti resignation interview? She had clearly pointed accusing fingers at the Congress Vice President, for forcing her into decision making delays for political and ? Gains! The Minister of State MOEF&CC had promised swift action.
The prominent cases included some really interesting ones from Maharashtra. Lavasa was the prominent one. But, a file that was cleared on 26th May, 2014, involved approval for diversion of 242 hectare forest land in Thane District for REHABILITATION OF VILLAGES OF KOYANA, SATARA. It is really interesting! The land is perilously close to the new International Airport at New Bombardier! It is rumored that a deal has already been struck between re settlers and builders for construction of a township of very high value! So the price of land goes up astronomically to many thousands of crore from a mere Rs seven crore shown as project cost! Although, the deal was sealed during the Congress regime, final touches are being given to it at the highest level of present Government! Hope that the young CM of Maharashtra is aware of this game play under his own nose! That's how Babus play! Any doubts about change of baby profile under the BJP?

Square peg in a round hole


I just read the outpourings of grievances by a retd. Commissioner of IT. He appears to be a square peg in a round hole. Otherwise why should he proclaim himself to be a 'former RSS activist", especially when we know involvement in such extreme outfits is not an asset for any bureaucrat. CBDT is a body and not an individual and there are ways for redressal including judicial. Nobody will believe that any bureaucrat can ignore CAT or Court orders.After all we not a banana republic. His approaching FM directly even in the case of tax evasion by a business house looks very funny. After all bureaucrats belong to a disciplined organisation. It looks laughable that he is asking for "an open debate in any fora: media, TV channel." Again his statement that "facing harassment by bureaucracy in my own government" laughable .For a bureaucrat every government is his government whether it is UPA or NDA.

Disclosure of Bank account details of a Trust

The Appellant sought information regarding the bank accounts of a Trust which was denied by the Public Information Officer (PIO) under Section 8 (1) (d), (h) and (j) of the RTI Act. The PIO informed that under the provisions of Section 13 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970, the bank was bound to maintain secrecy relating to the affairs of its constituents. The Appellant submitted that he is a member of the Trust and was earlier it's General Secretary and a signatory of the bank accounts in question during the year 2001-02. He alleged that the trust maintains these accounts, but the funds in the same do not figure in its books. The Central Information Commission (CIC) observed that a member of the Cooperative Society is in no different position than a shareholder of a company. Neither the membership in the Cooperative Society nor the shareholding in the Company gives to a person the right to access information about the management's operations, especially when this operation relates to opening and maintaining Bank accounts. The CIC ruled that the information sought by the Appellant is held by the Respondents in a fiduciary capacity and is exempt from disclosure under Section 8(1)(e) of the RTI Act.

Comments


An allegation such as that of misuse of funds by the Trust not supported by any evidence cannot be regarded as a ground establishing larger public interest for disclosure of personal information.
