SCI posts net profit of Rs 31.35 cr

ONGC to look for environmental friendly alternative to hydro-fracturing
In yet another step towards providing leadership in quest of indigenisation in import intensive oil and gas industry, ONGC has undertaken an important initiative for innovation in the field of hydraulic fracturing, while significantly addressing environmental concerns. ONGC today entered into an MoU with Super Wave Technology Pvt. Ltd. (SWTPL) for doing research on alternative technology for hydraulic fracturing. SWTPL is a company incorporated by Society for Innovation and Development, Indian Institute of Science, Bangalore. The event was held at IISc, Bangalore in the gracious presence of Prime Minister of India Narendra Modi. Minister of State (I/c) MoPNG Shri Dharmendra Pradhan, Secretary MoPNG Saurabh Chandra, CMD ONGC Dinesh K Sarraf, Director IISc Prof. Anurag Kumar and Director SWTPL, IISc Prof Gopalan Jagadeesh were also present on this occasion. The MoU was signed by Shri Shashi Shanker, Director (Technology & Field Services) on behalf of ONGC and Prof K P J Reddy on behalf of SWTPL. With this partnership ONGC will provide assistance to SWTPL for developing Shock Wave Assisted Fracking Technology, an alternate to the conventional hydraulic fracturing which if proven effective as a substitute to hydraulic fracturing, in particular for shale gas exploitation, will be a game changer for the oil & gas industry. Hydraulic fracturing requires very large quantity of fresh water and huge quantity of energy for pumping the same at very high pressures. Post hydraulic fracturing, the well produces substantial quantity of effluent water which needs to be disposed. These are some of the issues that are bothering the current hydro-frac technology. Therefore, the global oil & gas industry has been searching of late for alternate technique for fracturing which either does not require any water or minimum quantity of water. Shock Waves are one of the most efficient energy dissipation phenomena. Sudden release of massive amount of energy in a miniscule space domain triggers the formation of these waves. The impulse generated by these waves can be used for many interesting and innovative applications. In the present project with ONGC, SWTPL proposes to use shock/blast waves for initiating fractures/features in sandstone/shale reservoirs located initially at depths of 1000-1500m. The MoU signed today will provide impetus for development and field implementation of Shock Waves technology for oil & gas fields. Once successful, the technology will be jointly patented by ONGC and SWTPL for further commercial benefits worldwide.

HAL hands over BrahMos missile integrated Su-30 to IAF (UPDATED)
HAL handed over the first BrahMos missile integrated Su 30 to IAF in an exclusive event today at Aero India 2015. "This is a proud moment for HAL. The successfully completion of the first Su 30 aircraft integrated with BrahMos missile shows the synergy between DRDO, HAL and IAF. We are hopeful of rolling out the second aircraft in a record time", said T Suvarna Raju, Chairman, HAL. S K Misra, CEO &MD, Aerospace Pvt Ltd was present on the occasion. The Flight Clearance Certificate was handed over by Dr K Tamilmani, distinguished scientist and DG (Aero) to Air Marshal S B P Sinha, Deputy Chief of Air Staff. The Aircraft Acceptance Certificate was handed over by A M Raja Kannu, DG (AQA) to Air Marshal Sukhchain Singh. This unique programme was taken up as an indigenous challenge by HAL's Nasik division in 2010. The team overcame several difficulties due to limited design data of Su-30 Mk I and received approval in Jan 2011 and order for integration was obtained from BAPL on techno-commercial merits against OEM in January 2014.

The Collegium system for appointment of judges, as introduced in 1993 failed to ensure selection of real competent judges. There have been instances when mediocre judges were appointed while the real deserving competent judges were passed over. Allegations of trade off and other controversies also marked the selection by Collegium which comprised of CJI and four seniormost judges(for High court the top three).That is what led to the idea of a Judicial Commission under an act passed in 2014.Only time will tell whether the appointment of judges by the Judicial Commission would be flawless which consists of CJI, two senior judges plus the Law Minister and two eminent jurists, of whom one has to be from SC,ST,OBC, Minority or a woman selected by the Prime Minister, Leader of the opposition and CJI. There lies the rub-the reservation of one member from any of these five categories. Merit may be given a good bye in selecting a member for the commission from any of these categories and the selectors may themselves differ. Then the CJI remains to be appointed on seniority basis. For other judges the criteria is as in section 5(1) of the ACT viz ability, merit and any other criteria of suitability. when discretion is left to human beings things can go wrong. In any case Judicial Commission has replaced the Collegium System and all future appointments have to be made under this system. Where is the scope for the debate ?

Keriwal should think of Delhi's survival


One of the biggest challenge which Arvind Keriwal has to think about the survival of the city of Delhi is its increasing traffic and the consequent air pollution. A number of vehicles in the city of Delhi is running on the exchequer's account. The Staff Car rules states that the Minister are entitled to consume only 750 litre of petrol every quarter that means only one Staff Car. The personal officers/staff are blatantly using vehicle facility either on the departments account or on the account of PSUs/private companies/Attached Offices/Subordinate Offices accounts blatantly. At the same time, they all have the courage to take transportation allowance with their salaries every month. Then they are number of bureaucrats who are also indulging in such sort of practices. Vehicles at Government cost run for their personal work and family members on daily basis. If GPS is made compulsory on all vehicles running in the city of Delhi, a lot of control could be brought. The taxi companies who have DTDC permit and provide vehicles to the government should be strictly advised that they should not heed to the request of the Government officials/staff for using the vehicles for private purposes. The Head of the Departments of all Government (which includes PSUs, Attached Offices etc.) should be advised to ensure discipline & responsibility fixed. This tendency also exist among higher ranked executives of the private sector companies. They should also be brought to books. Some system of monitoring should be set up and deterrent action be taken against the defaulters. When the people will have to pay from their pocket to perform personal journeys, their trips will reduce and automatically the congestion of traffic & air pollution will reduce in the city of Delhi. These steps should be adopted in the entire length & breadth of the country. Further there will also be less petrol/diesel consumption and the subsidy burden of the country.

Embarrassing and shameful


It is embarrassing and shameful that the treatment even for disease like cancer for CGHS beneficiary is not getting any attention in the Ministry. Rajiv Gandhi Cancer Hospital is one of the best hospital in North India but it is not empanelled for CGHS treatment. Can someone imagine that even Minister of Health & FW is not taking much interest in resolving the old issues of pensioners category. Even on date, direct consultation in empanelled hospital is not permitted which is long pending demand and pensioners of age 65 years and above are worst sufferer. It is not understood why the old people are not being allowed for direct consultation in CGHS empanelled hospitals? Why Rajiv Gandhi cancer hospital is not in CGHS empanelled list? Some action is needed from Minister of Health & FW in this direction.

The foolish Congress was not fool enough to make Bedi as head of Delhi police. But how come strategist BJP made her a CM candidate. Probably power got into the head of BJP and hence making foolish decisions.

Disclosure of Bank account details of a Trust

The Appellant sought information regarding the bank accounts of a Trust which was denied by the Public Information Officer (PIO) under Section 8 (1) (d), (h) and (j) of the RTI Act. The PIO informed that under the provisions of Section 13 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970, the bank was bound to maintain secrecy relating to the affairs of its constituents. The Appellant submitted that he is a member of the Trust and was earlier it's General Secretary and a signatory of the bank accounts in question during the year 2001-02. He alleged that the trust maintains these accounts, but the funds in the same do not figure in its books. The Central Information Commission (CIC) observed that a member of the Cooperative Society is in no different position than a shareholder of a company. Neither the membership in the Cooperative Society nor the shareholding in the Company gives to a person the right to access information about the management's operations, especially when this operation relates to opening and maintaining Bank accounts. The CIC ruled that the information sought by the Appellant is held by the Respondents in a fiduciary capacity and is exempt from disclosure under Section 8(1)(e) of the RTI Act.

An allegation such as that of misuse of funds by the Trust not supported by any evidence cannot be regarded as a ground establishing larger public interest for disclosure of personal information.
