T Suvarna Raju takes over as Chairman of HAL

T Suvarna Raju, Director (D&D), who has a distinction of being granted the first patent in HAL in January 2002, has assumed the charge as Chairman, Hindustan Aeronautics Limited (HAL). He took over from Dr R K Tyagi who retired on January 31, 2015. "Given the high expectation built around the Company, my priorities would be to concentrate on operational excellence, and build the company as technology powerhouse", says Raju. He is committed to set the HAL as one of the best examples that align with "Make-in-India" endeavour of the Government of India and he believes that doing so may be a challenging job in the aviation filed, however not impossible because he strongly believes that "the Best of Technologies can never be bought, it can only be developed". Born in a humble village of P Vemavaram of Tanuku (West Godavari) district in Andhra Pradesh (AP), Raju, an Engineering Gratudate, joined HAL on June 26, 1980 as Management Trainee. Unfazed by the extreme work hours and challenging goals, Raju not only continued to deliver and meet his professional goals and targets, but also continued perusing is academic interests. Raju, attended prestigious Indian Institute of Technology at Chennai. Raju was selected and attended the elitist National Defence College. Raju also undertook academic program at National Law School of India University relating to Intellectual Property Rights. He obtained his Masters in Business Administration as well as Masters of Philosophy in Deference and strategic Studies.

I&B ministry organising Media workshop

Narendra Singh Tomar's maiden RSP visit (UPDATED)
SAIL has operationalized the new integrated steelmaking facilities under the ongoing modernization and expansion programme at Rourkela Steel Plant. With commencement of country's second biggest Blast furnace 'Durga' in August 2013, RSP has more than doubled its Hot Metal Capacity from a level of 2 MTPA to 4.5 MTPA. Hon'ble Union Minister of Steel and Mines Shri Narendra Singh Tomar made his maiden visit to Rourkela Steel Plant on February 1, 2015 to witness the integrated functioning of the modernized Plant. He was accompanied by Chairman SAIL, CS Verma, Joint Secretary, Steel, Sunil Barthwal and other SAIL Directors. During the visit, Minister inaugurated the rolling facilities of the new 4300 mm wide state-of-the-art Plate Mill. The new plate mill is one of the widest plate mills in the country with latest features enabling it to roll plates of very high strength (API X 100). The mill includes advanced features like computerized control system for Plan View Rolling (PVR) process to maximize yield and high capacity levellers with hydraulic control to produce distortion free plates. The mill has a capacity of 1.0 Million Tonne (MTPA) with provision for expanding it to 1.8 MTPA in future. Addressing the workforce of RSP during his visit, Tomar said "I am very happy to be here amongst the RSP collective. I want to congratulate them for putting their best foot forward for quick stabilization of all facilities. I am sure they will do their best for ramping up production from the newly operationalized facilities further to reap full benefits of the modernization." Later in the day, the minister also reviewed the CSR activities undertaken by RSP under Swachh Bharat Abhiyaan. He was happy to note that SAIL's RSP Plant has taken up 'Swachha Vidyalay Abhiyan' in a big way by targeting to construct 355 toilets in various schools during the year. He laid the foundation stone for construction of a toilet block as a part of the Swachhata Abhiyan in Jhirpani high school. Minister also laid the Foundation Stone for the construction of an Art Gallery in Nehru Traffic Park.

What was Sujata Singh's fault ?


Sujata Singh got the marching orders for her apolitical advise to the PM, who, in his first interaction with the senior bureaucrats spoke of freedom of speech without the fear of repercussions. Is he turning into a blind man being guided by his own people around him who would not like to tell him anything negative or critical of him? His stint as a PM, so far, has been a show of India's foreign policy successes. He should not confuse it with his successes only. He should not feel himself to be larger than India. If he continues with such an attitude, he will find it difficult to have a team of advisers who can speak his/her mind out to him. Indian bureaucracy should work for the nation and not fora particular political personality, be it the Prime Minister himself.

Need for Railways is technology

The need for Railways today is technology. Look at what value online ticket booking has created, The valuation of irctc booking itself should be around 3-4bnUSD. Similar ideas for promoting clean technologies should be implemented. Even simple things like train announcements, food supply and passenger comforts needs to be digitized. Min of railways can create an ecosystem to create more apps and e commerce services just around railways. This can create a massive technology space and innovative services especially in smaller towns near railway stations which are huge consumer of services.

Information related to ongoing trial

The Appellant sought copies of all correspondence exchanged between the bank and CBI / CVC/ other government departments, along with office note with regard to certain allegations levelled against her and the sanction sought by the CBI for her prosecution. The Public Information Officer (PIO) denied the above information on the ground that it was regarding CBI investigation pending prosecution and its disclosure was likely to hamper the progress in the steps being initiated by the agency. The respondents added that the matter concerning the Appellant is now before a CBI court. The Central Information Commission (CIC) upheld the denial holding that once the stage of an order framing charges have been crossed, it would be open to the accused to make an appropriate application before the learned trial court to summon the above documents in accordance with the law.

A document may be available with one public authority and copies of the same may be available with other public authorities. In such situations, there is a confusion which public authority should take a decision regarding the disclosure of information. Under the RTI Act, the right to access the information is that which is "under the control of" which implies that the information, regardless of which public authority holds it, is under the control of a specific public authority on whose orders alone it can be produced in a given proceeding. In case of an ongoing court proceeding, the documents related to the proceedings are under the control of the Trial Court, who alone can decide how the information is to be dispensed.
