421.6 percent jump in Tourist Arrival

After the launch of Tourists Visa on Arrival (TVoA), India witnessed 421.6 percent tourists arrival in December 2014 as compared to the previous year. HAL hands over BrahMos missile integrated Su-30 to IAF
HAL handed over the first BrahMos missile integrated Su 30 to IAF in an exclusive event today at Aero India 2015. "This is a proud moment for HAL. The successfully completion of the first Su 30 aircraft integrated with BrahMos missile shows the synergy between DRDO, HAL and IAF. We are hopeful of rolling out the second aircraft in a record time", said T Suvarna Raju, Chairman, HAL. S K Misra, CEO &MD, Aerospace Pvt Ltd was present on the occasion. The Flight Clearance Certificate was handed over by Dr K Tamilmani, distinguished scientist and DG (Aero) to Air Marshal S B P Sinha, Deputy Chief of Air Staff. The Aircraft Acceptance Certificate was handed over by A M Raja Kannu, DG (AQA) to Air Marshal Sukhchain Singh. This unique programme was taken up as an indigenous challenge by HAL's Nasik division in 2010. The team overcame several difficulties due to limited design data of Su-30 Mk I and received approval in Jan 2011 and order for integration was obtained from BAPL on techno-commercial merits against OEM in January 2014.

ESIC enhances benefit rates for insured persons, Pithampur gets 100 bedded hospital (UPDATED)
The Employees’ State Insurance Corporation (ESIC) approved new welfare measures for its Insured Persons, in its 164th Meeting. The Corporation approved additional financial assistance for the North Eastern States & Sikkim for medical care under the ESI Scheme. Enhancement of the Permanent Disablement Benefit and Dependants’ Benefit Rates was also approved for its Insured Persons in order to address the erosion in its real value due to inflation. The ESI Corporation has also enhanced the exemption limit from payment of employees’ contribution for those employees earning Rs. 137/- per day. Earlier this limit was Rs. 100/- per day. The Corporation approved for opening of a new 100 bedded ESIC Hospital in Pithampur, Madhya Pradesh. A new ESIC Model Hospital at Guntur for the State of Andhra Pradesh was also approved, in principle. Bandaru Dattatreya, Minister of State for Labour & Employment (Independent Charge), Govt. of India chaired this 164th meeting of the Corporation on 18.02.2015. The Annual Budget for the financial year 2015-16 of ESI Corporation was approved, today. Minister as well as the Members of the Corporation reiterated their commitment for protecting the interests of the Insured Persons of the ESI Scheme and the students of the ESIC Medical Colleges. During the meeting, 03 separate Operational Manuals concerning functioning of the Insurance Medical Practitioners (IMPs); State Executive Committees and for Super Specialty Treatment (SST) were also released by the Minister. These manuals have the necessary instructions and information for functioning of IMPs, State Executive Committees and for ESIC/ESIS Hospitals handling Super Speciality Treatments. ESIC is committed to bringing improvement towards delivery of quality services. The Minister announced that the ESI Scheme is on the path of sustained growth. It is now catering to social security needs of more than 1.95 crores insured persons and their family members. The number of beneficiaries covered under the Scheme is now 7.58 crores.

Impatient and ruthless Delhi

I was just going through the judgements pronounced in favour and against the style of working of NDA Government and their defeat in Delhi. I would further like to add spice in the dishes being made out. First of all, I must with regret write that being Delhiite since childhood and love to remain in Delhi till my end of life, only we the Delhi wallas are in need of subsidy for every luxury. I may not have travelled all over the country but wherever I have travelled and stayed, I have never heard people crying for subsidy and crying due to rate of electricity or water, still the price of essentials are cheaper than Delhi(especially food items). It is a well said truth that there is no "Free Lunch" in the world, however, I must add that at time free lunch can happen to some at the cost of others and what I am reading from the promises dolled by the present Government in Delhi is the same that they are going to serve free lunches (read free facilities/subsidies) at the cost of development. Somewhere I read that in Delhi only few percentage of people pay house tax whereas most of these unauthorised colonies/clusters are not ready to pay even development charge leave aside the house tax etc. Houses are constructed in such a way that it will only be 'magic wand' which can do some miracle to provide civic amenities. And if at all by grace of God, this Government will go on providing such facilities at the cost of development, as one follower in the whisper has rightly quoted, in the days to come, Delhi instead of becoming world class city will convert into the world's only exception of capital of jhuggis because more and more people from other states in search of easy money and cheap living will definitely would like to enter Delhi to whom nobody can restrict, but wonder where the people who are willing to pay for facilities have to shift. Some thinking is needed before declaring result in hurry and haste ?

Disclosure of Bank account details of a Trust

The Appellant sought information regarding the bank accounts of a Trust which was denied by the Public Information Officer (PIO) under Section 8 (1) (d), (h) and (j) of the RTI Act. The PIO informed that under the provisions of Section 13 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970, the bank was bound to maintain secrecy relating to the affairs of its constituents. The Appellant submitted that he is a member of the Trust and was earlier it's General Secretary and a signatory of the bank accounts in question during the year 2001-02. He alleged that the trust maintains these accounts, but the funds in the same do not figure in its books. The Central Information Commission (CIC) observed that a member of the Cooperative Society is in no different position than a shareholder of a company. Neither the membership in the Cooperative Society nor the shareholding in the Company gives to a person the right to access information about the management's operations, especially when this operation relates to opening and maintaining Bank accounts. The CIC ruled that the information sought by the Appellant is held by the Respondents in a fiduciary capacity and is exempt from disclosure under Section 8(1)(e) of the RTI Act.

An allegation such as that of misuse of funds by the Trust not supported by any evidence cannot be regarded as a ground establishing larger public interest for disclosure of personal information.
