A high level delegation led by the Hon'ble Defence Minister of Czech Republic Martin Stropnicky visited the Bangalore Complex of BEML. On arrival, P Dwarakanath, Chairman & Managing Director and Directors of the Company received the Minister and his Team. The Delegation went around the manufacturing facilities of the Company and held detailed discussions on the emerging areas of mutual business cooperation. Appreciating the technical competence of BEML, the Czech delegation expressed keen interest in mutual co-operation. The delegation included Deputy Minister of Industrial co-operation and organization management Thomas Kuchta and Ambassador of Czech Republic in India His Excellency Milsoav Stasek and CEOs of various industries of Czech Republic.

Will Singh be Adviser to Delhi govt ? (UPDATED)
latest buzz is that Berjinder Singh may be appointed as Adviser, power in the Delhi Government . Singh is a former Chairman of Delhi Electricity Regulatory Commission (DERC) . He was in news in 2010-11 when he had recommended reducing power tariff in Delhi by 20% but that was stalled by the Sheila Dixit govt.

HAL Hands Over 75th Hawk Aircraft to IAF
Hindustan Aeronautics Limited (HAL) handed over 75th Hawk aircraft to Indian Air Force (IAF) at a function held at HAL Pavilion yesterday at Aero India 2015. Mr T Suvarna Raju, Chairman, HAL said "we have absorbed the Hawk technology completely and will be able to support the project for next 40 years."
The aircraft is currently being produced at HAL under licence from BAeS, UK and the first aircraft was handed over to IAF in August 2008.
Air Marshal Ramesh Rai, AOC-in-C, Training Command said Hawk has been of great service to IAF and has flown over 70,000 hrs.

India Post IT Modernisation project delayed

Postal Department launching the India Post IT Modernisation project in 2010 and call it IT Project 2012. Now it is 2015 and project still not complete. It is delayed by three years already. It is to be completed in 2012. Officers getting extension in tenure on grounds they incharge of Project. Project Management Unit is a farce and should be wound up. How about fixing of responsibility for delay. Why tenders cancelled & retendered several times ? Why particular vendors being favoured ? Minister should start reading files to see dirty muck in his department. All Ministers should read file note and check truth from ground . Officers giving wrong feed back in file that everything rosy. We need a Kejriwal in Postal Department as Minister who can clean muck.

Lack of governance cost UPA dearly

Modi may be thinking that it is his charisma alone that has brought BJP to power (One can see it from his body language) but the fact is that people were fed up with the colossal corruption indulged by UPA, black money and the lack of governance exemplified by a PM taking orders from an extra-constitutional authority. People expected him to form a time bound anti-corruption tribunal immediately to go into various cases of corruption. They also expected the Government enact a law putting the onus on accounts held abroad on the account holder(as suggested by Ram Jathmalani).But what are we seeing now. Nothing much is heard about CWG ,Tetra deal and other scams. Normal legal process will take decades. Bureaucrats (some retired and some still in the same posts) are enjoying the fruits of their corruption. Modi's lack of urgency can be seen in keeping vacant the posts of CIC, CVC, Chairman Competition Commission, CERA Chairman etc for months now. Mean while Modi is busy trying to get an international halo around him. Delhi electorate's slap on his face is due to this. People are not concerned whether he should talk to Pak PM or not, but they want him tp punish the people who looted this country as fast as possible.

PMO should take cognizance

There was an order, I understand, that prevented the Ministers from appointing those people who earlier worked as the Personal Staff of Ministers during the past 10 years with a view to ensuring corruption-free administration. But, it seems there are still a large number of people working in different capacities, of-course as informal staff, with different ministers who have been continuing with their corrupt practices thus earning bad reputation for the Ministers they work. PMO should take cognizance of this serious issue and media is news-hungry

Favour in posting of Secretaries

Now two posts of secretaries are vacant and 3 more will be vacant on 27th Feb. Official languages, Animal Husbandry, Agriculture, Rural Development and Company affairs. It is to be seen that BJP govt posts congress loyal sitting on malaise posts or use some logic. Most of the IAS officers are saying, now also the saying "Money makes the made go" will be proved true. Wealth test the economic affairs and poorest the official languages. Now a days every decision of Modi Govt is being weighed by public on the balance of justice. Public is great.

DATE WITH RTI

Disclosure of Bank account details of a Trust

The Appellant sought information regarding the bank accounts of a Trust which was denied by the Public Information Officer (PIO) under Section 8 (1) (d), (h) and (j) of the RTI Act. The PIO informed that under the provisions of Section 13 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970, the bank was bound to maintain secrecy relating to the affairs of its constituents. The Appellant submitted that he is a member of the Trust and was earlier it's General Secretary and a signatory of the bank accounts in question during the year 2001-02. He alleged that the trust maintains these accounts, but the funds in the same do not figure in its books. The Central Information Commission (CIC) observed that a member of the Cooperative Society is in no different position than a shareholder of a company. Neither the membership in the Cooperative Society nor the shareholding in the Company gives to a person the right to access information about the management's operations, especially when this operation relates to opening and maintaining Bank accounts. The CIC ruled that the information sought by the Appellant is held by the Respondents in a fiduciary capacity and is exempt from disclosure under Section 8(1)(e) of the RTI Act.

An allegation such as that of misuse of funds by the Trust not supported by any evidence cannot be regarded as a ground establishing larger public interest for disclosure of personal information.
