Whispers have it that the Ministers and the Secretaries have been debarred from meeting businessmen directly. Unofficial instructions are said to have been issued in this connection.

How many central ministries are at 'espionage' radar ?

Will Ramesh Negi be Chief Secretary of Delhi ? (UPDATED)
In a surprise move, Kejriwal is believed to have selected Ramesh Negi IAS 1984 as Chief Secy Delhi superseeding 6 batches of IAS officers. This is a first in the history of IAS. It could lead to non cooperation of the superseeded batches. Interestingly, the supersseded officers are empanelled as Secretary and Additional Secretary to GoI whereas Negi is only a Joint Secy to GoI as he did not make it even to Addl Secy. But Negi is a fine man and a fine officer. Negi is currently the acting Chief Secy of Arunachal Pradesh and is shortly arriving in Delhi to take charge.

V Thangapandian, GGM, NTPC, has been selected for the post of Director (Power), Neyveli Lignite Corporation Limited (NLC) at a Public Enterprises Selection Board (PESB) meeting held on February 23, 2015. As many as 13 persons were interviewed for the same.

Impatient and ruthless Delhi

Bhimani mentioned factual position of future of Delhi. In a number of cases Jhuggies are owned by mafias and let out by them to poor people. They are having 100-200 jhuggies and earning a lot on monthly basis. Same is the case of autos and e-rikshaws. Plenty number of drivers are only like servants and paying rent on daily basis to the owners. Delhi Govt. should look into this.

Kejriwal's master stroke

Only one move of Kejriwal 'ban on removal of contractual employed persons with immediate effect' will alone give him clear mandate in any state where the election will held. Therefore AAP will break all records in UP and all future election bound states. Because contractual employment is a no. 1 issue, impact of this ban is not being judged by any politician in India. kejriwal has understood the catch point here.

AERA neglected !

Post of Chairman in Airports Economic Regulatory Authority (AERA) is vacant. I think, Minister of Civil Aviation is aware about this but no step is taken till now. 32 deputation posts are vacant. Applicants are waiting for Interview. Secretary of AERA is trying to fill these posts on LOAN BASIS from AAI. State Minister Mahesh visited AERA only for 2 minutes (i.e. drama) and never discussed the problems of AERA employees. Behavior of AAI employees with deputation staff is not good.

Are the Supreme Court and Parliament buildings safe?

The appellant sought certified copies of latest Fire Safety Certificates issued by the competent authority to buildings of Parliament and Supreme Court of India which was denied claiming that the information was related to sensitive buildings and could not be disclosed. The Central Information Commission (CIC) called for the concerned files from the Delhi Fire Service department for perusal. After examination, the CIC observed that questions like 'whether fire safety certificate was issued or not, what was the advice of the respondent authority regarding fire safety' are 'safety' related questions and not security threatening. Ignoring fire safety issues would raise security concerns and it is a grave matter of life of hundreds of Constitutional office holders, hence the information sought is matter relating to life which should have been answered within 48 hours. Expressing concern over the public interest in the information request of appellant regarding preventive measures and implementation fire safety norms in Supreme Court and Parliament Buildings, the CIC directed the Fire Safety department to take a serious note of fire safety lapses in the aforesaid buildings and directed to appraise the authorities in Legislature and Judiciary about necessity and importance of taking the measures recommended by them. The CIC also directed the Fire Safety department to inform the appellant and the CIC why they have not performed their duties as prescribed under The Delhi Fire Services Act, 2007. Further, the CIC recommended to the Fire Safety department, the PIO of Supreme Court of India and Parliament of India to inform the appellant and the CIC regarding the measures initiated by them to comply with the safety standards/ safety recommendations against fire, within one month from the date of receipt of the order.

While RTI Act has been known to be an instrument to obtain information, this case law shows how citizens are using the Act to question the actions of a public authority. It provides a route for the citizen to seek the reasons for omission to perform the duty on the part of the public authority.
