About 50 IPS officers want central deputation ?
In the power corridors whisper is that about 50 IPS officers want to
go out of their cadre. It said that this is initial figure and it will
increase further. Most of them are from different N.E. cadres. U.P.,
Kerala, Bihar, T.N.cadre officers are also in the que. They have either
applied or submitted their bio data in different ministries/deptts Some
of them have started meeting their would be bosses. It is said that
more than 50% officers want deputation in Delhi only.

Ministry of Home Affairs ( MHA) is a main source of news for the press
but relations between media and MHA remain so-so. R elations between
the two were very cordial and to some extent friendly also for some
time . It is said that during Advani ji time pressmen had little problem
getting news. During UPA govt Chidambaram"s time was said to be
very much media friendly. Delhi media still remember Chidambaram- Pillai
time. As HM Chidambaram use to give ministry's report card every month
to the press. Even HS GK Pillai was also easily accessibly to media..

Has drugs severely affected Punjab's youth
?
It is a worry time for Punjab's parents. Their wards are unable to qualify
for Army, Para Military Forces and Police. Youths are being declared
physically unfit for the job. Sources said that Punjab's youth had a
lion share in forces but for the last few years the state has lost the
sheen because youths are in grip of drugs. Drugs is rampant in Punjab

Absconding accused arrested
The Central Bureau of Investigation (CBI) has arrested an absconding
accused,a private person, in a case related to an alleged loss of Rs.7
crores to Indian Overseas Bank in the matter of sanctioning and disbursing
of Cash Credit Loan on the basis of fake & forged documents. The
agency had filed a chargesheet in the Court of Special Judge, Mumbai
U/s 120-B r/w 406, 420, 465, 467, 468 & 471 IPC and Sec.13(2) r/w.13
(1)(d) of PC Act, 1988 against 6 accused persons including the then
Deputy General Manager, Indian Overseas Bank, Fort Branch, Mumbai; Company
Secretary, Partner & Advocate of private company and the said private
company.. After sustained efforts, CBI traced the accused and arrested
him at Mumbai.
CBI Registers a Case Against former AS, MCI
CBI has registered a case against six accused including then Additional
Secretary, Medical Council of India, New Delhi; then Assistant, Medical
Council of India, New Delhi; a Chairman of an Educational & Charitable
Trust, Tamil Nadu; Ex-Principal of a private Medical College Hospital,

Crackdown no surprise
There is no surprise about the raids conducted in the Shastri Bhavan
premises and caught hold of culprits. This type of working is going
on in every Ministries. Better late than never. Please take proper action
in other Ministries where public dealings going on.

Why post Indian Telecom Service officers in ministries ?
What to talk of Government of India which is putting Indian Telecom
Service officers (who were not trained in Civil Services or rules in
the Central Ministries). They are in BSNL or MTNL but try to put their
hands on Senior Deputy Secretary and Director on deputation in central
ministries by DoPT. The training department is supposed to train their
own staff but for these officers no crash course or basic course is
created. They are not able to contribute in central ministries and department
inspite of many hue and cry raised by the most experienced and talented
staff. It is really a shame on all that none is taking concrete steps
to improve the working of ministries, what to speak of other conditions
of junior officers upto the level of Under Secretary who do each and
everything as they have practical work and these deputationists are
spoiling their work. It is very damaging and suicidal to keep them.
They should go to BSNL, MTNL or NIC etc.

Government should think twice
Government has to think twice before shifting some of the centrally
sponsored schemes to State Governmetns. For example, there are programmes
being impelented through joint-funding mechanism. The State Governments
receive the central share in time, but never bother to release it the
beneficiaries in time. In Some states the funds are diverted to some
other projects due to vested interests. Most of the schemes/projects
can be wound up because of the fact that they just remain good for the
looters. Saving Money is important for any Government. Hope the present
government understand this in its right perspective

Are the Supreme Court and Parliament
buildings safe?
The appellant sought certified copies of latest Fire Safety Certificates
issued by the competent authority to buildings of Parliament and
Supreme Court of India which was denied claiming that the information
was related to sensitive buildings and could not be disclosed.
The Central Information Commission (CIC) called for the concerned
files from the Delhi Fire Service department for perusal. After
examination, the CIC observed that questions like 'whether fire
safety certificate was issued or not, what was the advice of the
respondent authority regarding fire safety' are 'safety' related
questions and not security threatening. Ignoring fire safety issues
would raise security concerns and it is a grave matter of life
of hundreds of Constitutional office holders, hence the information
sought is matter relating to life which should have been answered
within 48 hours. Expressing concern over the public interest in
the information request of appellant regarding preventive measures
and implementation fire safety norms in Supreme Court and Parliament
Buildings, the CIC directed the Fire Safety department to take
a serious note of fire safety lapses in the aforesaid buildings
and directed to appraise the authorities in Legislature and Judiciary
about necessity and importance of taking the measures recommended
by them. The CIC also directed the Fire Safety department to inform
the appellant and the CIC why they have not performed their duties
as prescribed under The Delhi Fire Services Act, 2007. Further,
the CIC recommended to the Fire Safety department, the PIO of
Supreme Court of India and Parliament of India to inform the appellant
and the CIC regarding the measures initiated by them to comply
with the safety standards/ safety recommendations against fire,
within one month from the date of receipt of the order.
Comments
While RTI Act has been known to be an instrument to obtain information,
this case law shows how citizens are using the Act to question
the actions of a public authority. It provides a route for the
citizen to seek the reasons for omission to perform the duty on
the part of the public authority.
