to organized and un-organized sector workers under the various labour
laws administered by Ministry of Labour& Employment. Besides, he
outlined several landmark initiatives taken by the present Government
in the field of labour reforms including launch of "ShramSuvidha
Portal" by Prime Minister on October 16, 2014 and launch of "Universal
Account Number" (UAN) to ensure member portability and other facilities
such as viewing of PF balance online and SMS alert. Setting up of Central
Intelligence and Analysis Unit in EPFO and ESIC to end Inspector Raj
and bring transparency in inspection mechanism. He also mentioned the
Make In India campaign launched by PM and labour reforms including impetus
on skill development programme to make it a success. He suggested that
both the countries should work together in the field of research and
training programme so that best practices can be shared by the officials
and for possibilities of signing MoU be explored. Shri Anil Kumar Agarwal,
IAS, Director General Employees' State Insurance Corporation (ESIC)
also made a presentation on the medical facilities provided under the
Scheme and interacted with the visiting delegation. Before coming to
meet Union Minister, the delegation visited Employees' Provident Fund
Organization (EPFO) where a detailed presentation was made by Central
Provident Fund Commissioner (CPFC) on the social security schemes run
by retirement fund body. The delegation interacted with the Indian officials
and shared their experience and challenges being faced by both the countries

No change expected
Nothing is going to change. People are realising fast that Modi is no
better than Manmohan Singh. And his Ministers are worse than Manmohan's
Ministers. The only difference is that Modi has a little pronounced
vocal chord that was missing from Manmohan's body.

What will be the next move of Kejriwal ?
Having ridden to power on an anti Modi wave in Delhi, he would like
to show that though he wants cooperation from Modi and the Central Government,
the Central Government is not obliging. That is the only way to strike
a chord with his voters, especially because Mr Kejriwal is unlikely
to fulfill his election promises, having promised the moon to his voters
without thinking of resources, laws, shortages etc. He would also want
to expand his political base as rapidly as possible, because he can't
keep all his eggs in one basket viz. Delhi and also because he harbours
Prime Ministerial ambition. He will, however, go about it quietly, since
any noise about his ambitions does not really carry him too far with
his voters. The dharnas will of course, start, but since he does not
wish to be seen as too agitationist in a hurry, he will latch on to
dharnas begun by others like his old mentor, Annasaheb Hazare. He understands
well that his current opponent is the BJP alone, since the Congress
stands almost decimated in the current popular opinion. What is Modi's
response going to look like? He will assure Kejriwal of all support.
He will also work on the perception of his being too dictatorial. He
will try to be seen as softer, more compassionate. He will try to reduce
the solidarity with which the entire opposition is ready to close ranks
against him. He will also do what he does best. Administer. There is
no gainsaying the fact that Mr Modi the leader who can deliver.

Why PSU employees working in Administrative Ministries ?
Why PSU employees are working in their Administrative Ministries ? Are
they appointed for the Ministry ? Why they are getting promotions after
every three/four years ?
Why they are working in the Ministries for the last 20 or more years
?
Government employees are temporary in the Ministries because they are
transferred ministry to ministry in certain period of time. But PSU
employees are permanent GoI employees.
Why government officers (Ds and above) taking full time car from PSUs
and also taking transport allowance ? Is it fair ? One car's monthly
rental is more than Rs. 50, 000. Is it not loss of the company ?
How many Personnel (staff) is entitled for a Minister / MoS ? DoPT knows
? One minister / MoS having more than 30 staff (formal or informal )
? How many cars they are having ?

ITS officers are at par with other civil servants
I read in your columns that Indian Telecommunication Service (ITS) Officers
being posted on Central Services deputation are proving to be stumbling
blocks as they are ignorant of service rules, little realizing that
they are also similarly trained in code rules and procedures as any
other civil servants. They too undergo similar foundation course and
other refresher courses during the course of their service. In short,
they are at par with all other civil servants. In fact, they have been
found to be most wanting wherever they have been deputed on account
of their efficiency. May be this heart burn is arising out of that as
some of the posts of Deputy Secretary or Joint Secretary are going to
ITS officers. However, this is perfectly in consonance with the prevailing
guidelines of the DoPT. There is no reason for anyone to be jittery
about it as officers enriched with varied experiences coming from different
services to Central deputation will definitely make various departments
to perform better. This practice of drawing officers from different
services must be encouraged for making the system more efficient.

No special treatment to ITS
Apropos a comment on your blog as to why Indian Telecom Servoce officers
are posted to various Ministries, the following should be kept in mind:
The Government of India (Central Government) is manned by officers on
deputation from all Services which participate in the Central Staffing
scheme. Officers are selected from all eligible Services after they
are on the offer list, from panels of officers, based on merit. The
selection process is after due application of mind by the Government.
There is no special treatment to the Indian Telecom Service and there
is no reason for the subordinate functionaries recruited through the
SSC examination (Group C) to feel jealous of those who are recruited
in superior scales (Group A) by the UPSC.

Are the Supreme Court and Parliament
buildings safe?
The appellant sought certified copies of latest Fire Safety Certificates
issued by the competent authority to buildings of Parliament and
Supreme Court of India which was denied claiming that the information
was related to sensitive buildings and could not be disclosed.
The Central Information Commission (CIC) called for the concerned
files from the Delhi Fire Service department for perusal. After
examination, the CIC observed that questions like 'whether fire
safety certificate was issued or not, what was the advice of the
respondent authority regarding fire safety' are 'safety' related
questions and not security threatening. Ignoring fire safety issues
would raise security concerns and it is a grave matter of life
of hundreds of Constitutional office holders, hence the information
sought is matter relating to life which should have been answered
within 48 hours. Expressing concern over the public interest in
the information request of appellant regarding preventive measures
and implementation fire safety norms in Supreme Court and Parliament
Buildings, the CIC directed the Fire Safety department to take
a serious note of fire safety lapses in the aforesaid buildings
and directed to appraise the authorities in Legislature and Judiciary
about necessity and importance of taking the measures recommended
by them. The CIC also directed the Fire Safety department to inform
the appellant and the CIC why they have not performed their duties
as prescribed under The Delhi Fire Services Act, 2007. Further,
the CIC recommended to the Fire Safety department, the PIO of
Supreme Court of India and Parliament of India to inform the appellant
and the CIC regarding the measures initiated by them to comply
with the safety standards/ safety recommendations against fire,
within one month from the date of receipt of the order.
Comments
While RTI Act has been known to be an instrument to obtain information,
this case law shows how citizens are using the Act to question
the actions of a public authority. It provides a route for the
citizen to seek the reasons for omission to perform the duty on
the part of the public authority.
